Jamnagar, on the Gulf of Kutch coast of Gujarat, hosts a single industrial complex that combines two refineries, a petcoke gasification plant, a large petrochemical block and its own marine terminal. A shift here can involve a walk of kilometres between a control room and the unit being inspected, across several different hazardous-area classifications. That is why the choice of a handheld matters: a phone that cannot enter the classified area is left at the gate, and the job goes back to paper and radios. The SAMS IS-04Z1 is pre-launch: certification is in progress and no certificate has been issued yet.

The complex sits near Motikhavdi village in Jamnagar district. It is organised as interlinked clusters: a domestic-area refinery, a refinery in the special economic zone, a gasification complex, a petrochemical complex and the utilities and offsites that serve them. Crude arrives by sea through offshore moorings, and products leave by sea, pipeline and road. Because one operator runs the whole site, equipment rules are consistent inside the fence, but contractors still meet them afresh at each gate.
Jamnagar combines scale, heat and a dry, dusty coastal setting. The handset has to cope with distance, a wide mix of hazards and a workforce that arrives from many states, and the paperwork has to satisfy the operator's own HSE team.
Jamnagar has a hot semi-arid climate, with a wet season from June to September in which rainfall varies sharply from year to year. Pre-monsoon heat is the harder test for a handset sitting in a pocket or on a pipe rack. IP68 sealing addresses water and dust, but the ambient range that counts is the one stated on the certificate.
Hydrotreating and hydrocracking units circulate hydrogen-rich gas, and hydrogen falls in gas group IIC. A handset marked only for IIA or IIB would be turned back at those units. The marking target of II 2 G Ex ib IIC T4 is chosen so one device can be carried across the site, subject to the certificate being issued and the operator accepting it.
A petcoke gasification plant handles syngas and solid fuel in the same footprint. Gas and combustible dust are both on the table, which is why Zone 21 is part of the IS-04Z1 design target alongside Zone 1. Which areas are actually classified for dust is a matter for the operator's area classification drawings.
On a complex of this size, a round can run for hours between the control room and the far end of a tank farm or jetty. A 4,000 mAh battery is specified around a shift rather than a half-day, though real runtime depends on screen use, camera use and network conditions, and should be measured in an evaluation.
Operators, contract workmen and visiting engineers do not share one first language. Android 16 supports English and Hindi with enterprise management, and EMM enrolment lets the operator push one approved configuration to every phone. Support for Gujarati and other interface languages should be confirmed against the datasheet.
Berths and moorings sit in humid, salt-laden air, and connectors and speaker meshes are where it shows first. A sealed body helps, but an evaluation should include a rinse-and-inspect routine agreed with the operator before any fleet is issued, rather than assuming IP68 alone covers a coastal service life.
An outside operator on a coker or hydrotreater round records readings, photographs a weeping flange and calls the control room from one device. Without a certified handset the round is notes on paper and a report written later. Which units the phone may enter depends on the certificate and the operator's own classification.
Inspectors working around gasification and coke handling need photographs, tag scans and a way to reach the permit holder quickly. NFC supports tag scanning where the plant has fitted tags. A phone does not replace the personal gas detector, which stays the safety device for carbon monoxide and hydrogen.
Aromatics streams and polymer powder give a mixed gas and dust picture across a small area. One phone designed for both Zone 1 and Zone 21 avoids carrying separate devices between the process end and the silo and bagging end, again subject to certification and the operator's drawings.
Transfers of crude, products and LPG involve operator staff, marine crews and surveyors on the same berth. One managed phone for checklists, photographs and calls reduces the radios and clipboards carried along a jetty, where hands are often full and handling time matters.
Not yet. The IS-04Z1 is pre-launch and its IECEx, ATEX and NEC 500 Class I Div 1 certification is in progress at TÜV in Germany ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time. Indicative pre-launch pricing can be given in writing against a stated quantity and site. Be cautious of any supplier quoting a firm figure and delivery date for an uncertified Ex handset.
Hazardous-area equipment in India needs PESO approval, built on a recognised certificate such as IECEx, and the handset also needs BIS registration and WPC radio approval, as set out on the India page. The operator then applies its own acceptance rules, so confirm the requirement with its HSE and procurement teams.
Hydrogen-rich service on hydroprocessing units sets gas group IIC, and syngas from gasification also contains hydrogen. The IS-04Z1 marking target is II 2 G Ex ib IIC T4, with a Zone 1 and Zone 21 design target. The final marking is whatever the certificate states, and the operator's area classification decides where it may be used.
Support will be provided by SAMS together with the local partner SAMS is appointing for India. Service arrangements, repair turnaround and spares have not been published, and none should be assumed. Intrinsically safe equipment should be repaired only by a party with the right authority, so ask for the repair route in writing before any order.
The IS-04Z1 runs Android 16 and is designed for enrolment in an enterprise mobility or device management system, so an operator can push one approved configuration, apps and policies to the whole fleet. Compatibility with a specific EMM product, and the site's network and security rules, should be tested in an evaluation.
