Explosion proof mobile phone for oil and gas in India

Looking for an explosion proof mobile phone for oil and gas work in India? The sector runs from state-owned refineries spread across a dozen states, through ONGC platforms off Mumbai and Reliance's Jamnagar complex in Gujarat, to Petronet LNG's regasification terminals at Dahej and Kochi. This page is for the HSE, instrumentation and telecoms teams who decide what a person may carry past the gate. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

What is classified at Indian refineries, platforms and terminals

Indian oil and gas is not one place but four different working environments. Inland refineries such as Panipat and Mathura process crude that arrives by pipeline and leave by road, rail and product line. Coastal refineries at Jamnagar, Koyali, Kochi, Mangalore and Visakhapatnam add jetties, tank farms and marine handling. Offshore, platforms are reached by helicopter or supply vessel, and the LNG terminals at Dahej and Kochi turn a cargo into pipeline gas through tanks, vaporisers and compressors. Process units, pump houses, tank farms and jetty heads are classified for hydrocarbon gas, and the nearest unclassified room with a socket can be a long walk away.

Operators and contractors

Indian Oil Corporation
State refiner with plants at Panipat, Mathura, Koyali, Paradip and Haldia, among others.
Bharat Petroleum and Hindustan Petroleum
State refiners with Mumbai, Kochi and Visakhapatnam capacity between them.
Reliance Industries
Jamnagar, two refineries on one coastal site in Gujarat.
Nayara Energy
Private refinery at Vadinar on the Gujarat coast.
ONGC
Offshore platforms off Mumbai, with onshore processing at Hazira and Uran.
Petronet LNG
Regasification terminals at Dahej in Gujarat and Kochi in Kerala.
L&T, EIL and Tata Projects
Engineering, construction and turnaround contractors working on the sites above.

Classified units and areas

Crude and vacuum distillation
Hydrocarbon gas and hot liquids around heaters, columns and pump rows.
Hydrotreaters and hydrocrackers
Hydrogen service, which is why gas group IIC matters on a refinery.
Tank farms and loading gantries
Floating-roof tanks, road and rail loading, and pump houses.
Marine jetties
Product and crude berths with ship-to-shore transfer.
LNG tanks and vaporisers
Cryogenic storage, send-out compressors and metering stations.
Offshore wellhead and process decks
Compact decks where classified areas sit beside accommodation and helidecks.
Gas processing plants
Hazira and Uran, taking offshore gas and condensate ashore.

What an explosion proof mobile phone faces at Indian oil and gas sites

Area classification decides whether a handset may enter at all. The sector then decides how long it lasts.

Hydrogen service on hydroprocessing units

Hydrotreaters and hydrocrackers run on hydrogen-rich gas at high pressure, and hydrogen sits in gas group IIC. A handset marked only for IIA or IIB would be left at the gate on those units. The IS-04Z1 marking target is II 2 G Ex ib IIC T4, so the same device can be carried across the whole site.

Salt air on the coast and on platforms

Jamnagar, Dahej, Kochi and the Mumbai High platforms all sit in salt-laden air for most of the year. IP68 sealing keeps spray and monsoon rain out of the ports, though how long any enclosure lasts in service is a question for the evaluation, not the datasheet.

Thousands of contract workmen on one permit system

A refinery shutdown puts large contractor crews inside the battery limits on permits issued each shift, under the work-permit practice the Oil Industry Safety Directorate sets out in its standards. Enrolling handsets in your existing MDM lets the shift in-charge restrict applications and switch off the camera where photography is not allowed.

Offshore, where a spare means the next crew change

A failed device on a platform waits for the next helicopter or vessel movement. That puts weight on a battery specified around a 4,000 mAh cell, on a sealed IP68 body, and on holding spares at the shore base rather than relying on a courier.

Use cases · India

Where the IS-04Z1 goes to work.

Refining01

Turnaround isolations and handovers

During a unit shutdown the same bay can hold electricians, scaffolders, inspectors and operators, each under a different permit. A handset that carries the permit, a gas-test record and a call to the planning cell saves the walk back to the shift office, which is where most of the day is lost.

LNG02

Unloading at a two-jetty terminal

Dahej has two LNG jetties, one able to take Q-Flex vessels and one able to take Q-Max. During an unloading, jetty, marine and control-room staff talk through a narrow window. A single device for voice, checklist and photographs avoids carrying a radio and a clipboard along the jetty head.

Offshore03

Platform rounds and crew-change handover

A platform operator walks a compact deck in a fixed sequence of rounds. Pairing a handset to a gas detector over Bluetooth and logging readings against the asset tag leaves a record that the incoming shift can read before it steps off the helicopter.

Working with the operators

Vendor registration and site access

The state-owned refiners and ONGC buy through vendor registration and e-tendering, which in practice takes longer than any single certificate. Private operators run their own, separate processes. Approval at one company does not carry to another.

What operators' teams would ask for

Area classification
The zone, gas group and temperature class for each area the fleet will enter, normally set out in the site's classification drawings and its OISD-based documentation.
Certification evidence
The IECEx certificate and the PESO approval, with the control drawing and conditions of safe use. None of these has been issued for the IS-04Z1 yet.
Procurement route
Whether a unit can be bought on an existing rate contract, needs registration as a vendor, or must go through a registered in-country supplier. Ask each operator's procurement and HSE teams directly.

Frequently asked questions

Is the IS-04Z1 certified for oil and gas use in India yet?

No. The device is pre-launch and certification, including PESO, IECEx and ATEX, is still in progress ahead of the Q4 2026 launch. We will not supply a unit into a classified area before the certificates covering it exist.

Is PESO approval separate from ATEX or IECEx?

Yes. PESO is India's regulatory authority for hazardous-area equipment and works alongside the international schemes. An IECEx certificate is the evidence the PESO route relies on; it does not replace the approval itself.

Does approval with a state-run refiner extend to a private operator like Reliance?

No. Each company runs its own procurement and site-access process, whether it is state-owned or private. Do not assume that a tender listing at one carries to another.

Which standard sets area classification at an Indian refinery?

Refiners generally follow the Oil Industry Safety Directorate's area classification standard, OISD-STD-113, alongside the IS/IEC 60079 series. The classification for a particular unit is set by the site's competent person, not by us or by a handset datasheet.
