Qualcomm SnapdragonIndia’s classified areas fall into two populations. The first is the hydrocarbon chain: coastal refining, inland gas processing, LNG terminals and ONGC’s offshore platforms. The second is pharmaceutical manufacturing, where solvent handling classifies rooms inside buildings that look nothing like a process plant.
Operators and contractors such as Indian Oil Corporation, Bharat Petroleum and Hindustan Petroleum need an explosion proof mobile phone they can carry into classified areas at Jamnagar, Gujarat, Dahej and the Gujarat PCPIR and Hazira and Surat. The ATEX marking target is II 2 G Ex ib IIC T4, with IECEx pursued in parallel, because the IECEx certificate is the evidence PESO approval is built on. IIC is the most demanding gas group and covers hydrogen service as well as IIA and IIB duty.
Pre-monsoon heat and post-monsoon humidity are what kill industrial handsets here. Construction is IP68 sealing and a rugged build, and the certified ambient range is whatever the certificate states.
Zone 21 is part of the design target, not an afterthought. Coke handling, catalyst charging in petrochemicals and powder handling in formulation are dust environments a gas-only specification leaves out.
API blocks in Hyderabad, Ahmedabad and Baddi classify solvent rooms as Zone 1 and Zone 2, and audits there reward documented equipment rather than a site exemption.
Units, jetties and platforms rarely offer a socket where the work is. A 4,000 mAh battery on a Qualcomm Snapdragon octa-core platform, with 4G LTE, Wi-Fi and four-constellation GNSS, is specified around a shift.

Equipment used in a classified area in India needs PESO approval, granted on the basis of a recognised certificate or test report. The IECEx Certificate of Conformity is the usual evidence, and both are being pursued together.
India asks for more paperwork than any other market SAMS is launching into, and it is worth knowing why before anyone fixes a date. Three separate approvals apply, on three independent timelines. Hazardous-area approval comes from PESO, the Petroleum and Explosives Safety Organisation in Nagpur, granted against the IS/IEC 60079 series on the basis of a test report from a recognised laboratory or a recognised foreign certificate, which here means the IECEx Certificate of Conformity. That is what your safety officer and your factory inspector will ask to see.
The other two apply because this is a phone rather than a fixed instrument. BIS registration under the Compulsory Registration Scheme covers the handset as an electronic product and is mandatory for mobile phones. The WPC wing of the Department of Telecommunications issues Equipment Type Approval for the radio, which for a handset in de-licensed bands runs through self-declaration on the Saral Sanchar portal. All three are needed before commercial import, and all three are in progress.

IOCL, BPCL, HPCL, ONGC and GAIL buy through vendor registration and e-tender portals, which takes longer than any certificate. An in-country partner is being appointed for supply, GST invoicing and warranty.
