Most buyers think of Map Ta Phut when they think of Rayong, but the province holds more than one fence line. An integrated refinery and petrochemical complex sits at Choeng Noen in Mueang Rayong, several privately developed industrial estates lie inland, and fuel, LPG and chemicals move between them by road. The SAMS IS-04Z1 is an ex phone designed for the classified pockets across that wider map. It is pre-launch: an engineering review sees a datasheet and a certification programme today, not a certificate, so this page is about fit and process rather than supply.

Rayong province mixes estates run by the Industrial Estate Authority of Thailand with estates developed by private companies, and a refinery complex on its own plot. That matters to a handset buyer because the access rules differ from one gate to the next. The common thread is that the classified areas are islands inside much larger safe areas, spread across a province that people drive through every day.
A handset for Rayong has to work in a refinery, in an inland estate warehouse and in a truck cab on the same shift. The conditions are hot, wet and spread out, and the access rules change at every gate.
A technician moving between an IRPC unit, an IEAT-administered estate and a privately developed estate meets different pass systems and different operator rules. Which regime applies to a given plot is something to confirm with the operator or the estate. A single enrolled device with a policy that follows the person, not the plot, keeps that manageable.
Hydrotreating and hydrogen manufacturing are normal in a modern refinery, and hydrogen belongs to gas group IIC. A device assessed only to a lower group would be unusable across part of the same plant. The marking target of II 2 G Ex ib IIC T4 is set so one equipment decision covers the whole refining and olefins chain.
Outside the refinery, most estate floor space is ordinary manufacturing and warehousing. Hazardous areas appear where a plant has solvent stores, tank loading or powder handling. The handset is meant for those pockets, and the operator's area classification drawings, not this page, decide where it may go.
Rayong is warm and humid all year and takes the southwest monsoon from about May. Rain falls on open pipe racks and tank roofs where nobody can shelter. IP68 sealing and a rugged build are aimed at water and condensation, while the certificate, once it exists, fixes the permitted ambient range.
Plots near the shore, including the marine side of a complex, see salt working on seals, connectors and speaker meshes. Inland estates trade salt for dust and washdown. A sealed enclosure has to cope with both within the same fleet, which is why the enclosure matters as much as the electronics.
Operators and technicians work in Thai, while engineering packages, vendor manuals and expatriate contractor teams work in English. Android 16 carries both languages on one build, and EMM or MDM enrolment lets one managed app list serve operators, contractors and visiting specialists.
An operator walking a distillation or hydrotreating round has to record a reading, photograph a weeping flange and reach the control room without leaving the unit. One sealed device carrying all three means the report is written at the equipment in the rain, not from memory in the shift office afterwards.
Polypropylene, polyethylene and styrenic plants put combustible dust near flammable process liquids, often in neighbouring buildings. The design target covers Zone 21 as well as Zone 1, so an inspector following a line from reactor to bagging hall carries one device rather than swapping at the door.
A tank farm walk covers vents, gauge hatches and pump seals before ending at a jetty manifold. Position, time and photographs attached to each defect make the later maintenance request specific. Four-constellation GNSS helps on long runs of pipe track with few landmarks to describe a location.
A turnaround or project brings contractor firms that did not issue their own staff with plant equipment. EMM enrolment lets the operator push its own camera and application policy onto a contractor handset for the job, then withdraw it when the crew demobilises, instead of banning phones outright.
Not yet. The IS-04Z1 is pre-launch and its IECEx, ATEX and NEC 500 Class I Division 1 certification, with TÜV in Germany, is still in progress ahead of the Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the schedule and safe-area evaluation units are available now.
None is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
The operator's engineering and HSE review decides for its own site, working from the area classification and the certificate. TISI, the Department of Industrial Works and NBTC are covered on the Thailand overview page, and an IEAT estate adds its own permit regime. Approval at one plant does not transfer to another, so ask each operator in writing.
It matters wherever hydrogen or similar gases are present, which at this scale means refining and olefins plants. Many estate buildings have no classified area at all. Confirm each location with your own competent person using the area classification drawings. The IIC marking is a design target until a certificate issues.
A phone holding an Ex certificate cannot be opened by a general phone workshop without invalidating it. Battery replacement and repair would run through SAMS and the partner it is appointing in Thailand. That channel is not in place yet, and the terms will be published before any fleet purchase is expected.
That is the intent of EMM or MDM enrolment on Android 16. The operator can push a camera and application policy per site and withdraw it afterwards. Whether a given plant permits photography, personal devices or a specific app list is the operator's decision, so settle it with each plant's security and IT teams.
