ATEX phone for Jubail Industrial City, Zone 1 and 21

Jubail is the largest planned industrial city of its kind, built from 1975 onwards on the Gulf coast north of Dhahran and run by the Royal Commission for Jubail and Yanbu. This page is for the HSE, process, inspection and telecoms people inside its refineries, crackers and polymer plants who have to specify a handset that can be carried into a classified area.

What is classified at Jubail

Jubail is not a plant, it is a city built around plants, with its own port, utilities and residential districts, planned from the ground up and expanded ever since. The Royal Commission owns the infrastructure between the fences, which is why so much of the hazardous-area practice here is common across employers: shared corridors, shared utilities and a shared seawater cooling network of three canals about eleven kilometres long, moving cooling water in and back out through one of the largest such systems anywhere. Inside the fences sit SABIC affiliates producing olefins, glycols and polymers, the SATORP refinery run by Aramco with TotalEnergies, and Sadara’s mixed-feed cracker and specialty chemicals complex. King Fahd Industrial Port handles the export side across dozens of berths. For a person on a permit that means a long walk between classified units, with heat, humidity and salt the whole way.

What Jubail does to a handset

Jubail is a humid coastal site with a very wide range of process chemistry inside one boundary. That combination is what a device specification for this city has to survive.

IP ratingIP68
Battery4,000 mAh
Camera50 MP
OSAndroid 16

Gas group IIC across the chemical estate

Ethylene, hydrogen and ethylene oxide are routine here, so the governing gas group is IIC rather than the IIA a crude site might get away with. The ATEX marking target for the IS-04Z1 is II 2 G Ex ib IIC T4, which is the string a Jubail instrumentation engineer will read first.

Dust areas inside chemical plants

Polymer powder, pellets and fertiliser handling put Zone 21 alongside Zone 1 inside single sites. The device is designed for both, so a plant and its bagging hall can be covered by one equipment decision instead of two.

Humidity and salt as well as heat

The Gulf coast gives you salt-laden humidity on top of summer temperatures well above 45 °C, which is harder on a sealed enclosure than dry heat alone. IP68 sealing and a rugged build are the specifications that answer that, and the temperature class on the certificate is what answers the classification.

Distances that make a shift-length battery necessary

Jubail plots are large and the walk between a control room and the far end of a unit is real. The 4,000 mAh cell is specified to cover the shift, because there is no charging point inside the classified boundary.

Many employers, one set of site rules

Operators, EPC contractors and specialist service companies share corridors and permits here. Android 16 with EMM and MDM enrolment lets a site owner apply the same camera and application policy to a contractor handset as to its own, and lift it again when the contract ends.

Use cases · Jubail

Where the IS-04Z1 explosion proof mobile phone goes to work.

Petrochemical01

Cracker and derivatives rounds

An operator working a furnace and compression round records readings, photographs a suspect flange and calls the panel without leaving the unit. One intrinsically safe handset does what a radio, a camera and a paper sheet do now, and puts a timestamp and a position on each entry.

Refining02

Inspection and turnaround work

A shutdown at a Jubail refinery or complex brings in thousands of contractors at once. A device carrying the permit application, the isolation list and the site directory keeps a crew moving and gives the issuing authority a record of what each crew was told.

Port and logistics03

Product loading at King Fahd Industrial Port

A loading master coordinating ship, tank farm and berth works outdoors in salt air with no fixed workstation. NFC reads at the arm, photographs of connections and calls back to the terminal all run from the same device, on a battery that lasts the transfer.

Questions · Jubail

Frequently asked questions

Can we buy an ATEX phone for a Jubail plant today?

No. The IS-04Z1 is pre-launch with a Q4 2026 launch, and IECEx, ATEX and NEC 500 certification are all in progress. We will not put a unit into a classified area before the certificate covering it exists. What you can have now is the datasheet, a written certification schedule and an evaluation unit for safe-area trials.

What does an intrinsically safe phone cost in Saudi Arabia?

There is no list price while certification is running, and we do not quote lead times either. Pre-launch pricing is given in writing against a stated quantity and configuration, and supply into the Kingdom is planned through a partner holding the relevant vendor registrations.

Which zones and gas groups does Jubail actually need?

For a chemical site here the practical answer is Zone 1 gas at group IIC, with Zone 21 dust wherever polymer or fertiliser solids are handled. The IS-04Z1 is designed for Zone 1 and Zone 21, with an ATEX marking target of II 2 G Ex ib IIC T4.

Does the Royal Commission approve equipment?

The Royal Commission sets environmental and safety regulations for the industrial city, but the decision on a specific handset is made by the operator whose fence it goes inside, through its own engineering review. The national conformity route through SASO and the SABER platform is covered on the Saudi Arabia page.

Will it be accepted on Aramco-affiliated sites at Jubail?

That is Aramco’s decision and follows the certificates rather than preceding them. The IECEx certificate is the technical evidence such a review is built on, and vendor documentation is being prepared with an in-Kingdom partner ahead of launch.

Can our IT team manage these alongside our other phones?

Yes. Android 16 with enterprise management means the corporate profile, the application list and the camera policy are pushed from your existing console, which is usually what makes a camera-equipped device acceptable where photography runs on a permit.
