Shuaiba is the older of Kuwait’s industrial areas, a strip of petrochemical plants, a working port and the power and water production that keeps the country running, sitting on the coast south of Kuwait City. This page is for the plant engineers, HSE officers and contractors who work between gas classification and dust classification on the same shift.

The industrial area grew up around the Shuaiba refinery and the docks that served it. The refinery itself, Kuwait’s oldest, was commissioned in 1968, expanded to 200,000 barrels a day and shut permanently on 31 March 2017 as part of the Clean Fuels Project, with the site turned over to storage. What is left is more varied than a refinery and, for a portable device, harder. Petrochemical Industries Company runs fertiliser and heavy chemical production here. EQUATE operates steam cracking with ethylene oxide, ethylene glycol and polyethylene downstream of it, and Kuwait Olefins Company added the second cracker to the same complex in 2009. Around them sit the port, gas-fired generation and desalination. A single shift can move from a hydrocarbon unit that is Zone 1 gas into a polymer or fertiliser handling area that is Zone 21 dust, and back out to a jetty.
The reason people ask about a device for this area rather than for Kuwait in general is that Shuaiba is not one hazard. It is gas, dust and salt within a few hundred metres of each other.
Polymer powder, pellets, fertiliser and bulk solids put Zone 21 across large parts of this area, and a device certified only for gas is not a lawful answer in those buildings. The IS-04Z1 is designed for Zone 21 as well as Zone 1, which is what lets one specification cover a plant and its bagging hall.
Ethylene, hydrogen and ethylene oxide are not forgiving gas groups. The ATEX marking target is II 2 G Ex ib IIC T4, and IIC with a T4 temperature class is the combination an olefins plant will hold you to.
Shuaiba sits on the water, so equipment gets salt and humidity on top of temperatures that run above 45 °C for months. IP68 sealing and rugged build are the specifications that matter to a device carried outdoors here all day.
Plants at Shuaiba run with a mix of Kuwaiti staff and expatriate contractor crews. Android 16 carries Arabic and English interfaces on the same build, so one image can be issued across a crew instead of maintaining two.
Contractor handsets are the awkward part of any petrochemical site. EMM and MDM enrolment lets you apply the camera policy and the application list to a device for the duration of a contract and take it off again at the end.
An engineer walking from a cracker into a polyethylene bagging hall crosses from Zone 1 gas into Zone 21 dust without leaving the plant. A device designed for both means the permit does not have to specify which handset goes where, and no one has to swap equipment at a doorway.
Fuel gas skids, fuel oil handling and chemical dosing put classified pockets across a plant that is otherwise ordinary. An operator carrying one intrinsically safe handset can take readings, photograph a defect and call the control room without planning the round around where the device is allowed.
Loading and discharge at the port is a coordination job between ship, tank farm and jetty, done outdoors in salt air. NFC reads at the arm, photographs of the connection and a call back to the terminal all run from the same device, and the 4,000 mAh battery covers a long transfer.
Not yet. The IS-04Z1 is pre-launch with a Q4 2026 launch, and IECEx, ATEX and NEC 500 certification are all in progress. What is available today is the datasheet, a written certification schedule and an evaluation unit for handling and enrolment trials in safe areas.
There is no published price while certification is running, and no quoted lead time. Pre-launch pricing is given in writing against a stated quantity and configuration. If a supplier gives you a firm figure and a delivery date for an uncertified Ex device, ask to see the certificate number.
Wherever combustible dust is present in normal operation, yes: polymer powder and pellet handling, fertiliser bagging and bulk solids areas are commonly Zone 21 or Zone 22. A gas-only device does not cover them, which is why the IS-04Z1 is designed for Zone 1 and Zone 21 together.
No. It was shut permanently on 31 March 2017 as part of the Clean Fuels Project and the site was turned over to storage, with refining consolidated at Mina Al-Ahmadi, Mina Abdullah and Al-Zour. Storage tankage is still classified work even though the process units have gone.
Yes. Android 16 runs the interface in Arabic or English on the same handset and the user manual will be issued in both. Your own plant applications keep whatever languages they already use.
