Zone 1 mobile phone for Romania: ATEX explosion proof handset

The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for Romanian refineries, well sites, gas plants and port terminals rather than for an office. It is pre-launch: the ATEX certification programme is running, and Romanian operators and contractors can read the evidence and test a unit while it does.

Where it works · Romania

Where it works in Romania

Romanian classified areas run along three lines. The oldest is the Prahova valley around Ploiești, where refining and oilfield service have sat side by side for well over a century. The second is the Black Sea coast, where the Petromidia refinery at Năvodari, the Constanța port terminals and the gas landing facilities near Vadu concentrate a great deal of hazard in a small area, with the Neptun Deep development adding offshore work to it. The third is inland chemistry, from the Borzești and Râmnicu Vâlcea platforms to the fertiliser complex at Târgu Mureș.

Operators and contractors such as OMV Petrom, Romgaz and Rompetrol Rafinare need an explosion proof mobile phone they can carry into classified areas at Ploiești and Brazi, Năvodari and Constanța. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

Built for local conditions

Built for Romanian working conditions

Distance is the theme here. Assets are dispersed, roads are slow, and a device that fails at a gathering station is not replaced the same afternoon.

For evaluators in Romania, the IS-04Z1 explosion proof mobile phone is designed around these points: Gas and dust under one programme; Dispersed sites and a position fix; Heat, dust and coastal salt; A full shift away from a charger; Romanian in the manual and on the screen; Contractor turnover during a shutdown.

Battery4,000 mAh

Gas and dust under one programme

The gas marking target is II 2 G Ex ib IIC T4, and Zone 21 dust protection belongs to the same certification programme. At a fertiliser complex, where a prilling tower and an ammonia line are minutes apart, that removes the two-device rule that people stop obeying by the second week.

Dispersed sites and a position fix

Four-constellation GNSS with 4G LTE and Wi-Fi keeps a fix and a link at a well site, a compressor station or a jetty. On mature onshore fields the nearest colleague is often a drive away, so knowing where a lone worker is stops being a feature and becomes the point.

Heat, dust and coastal salt

IP68 sealing and rugged build cover high temperature, humidity, dust ingress and vibration, which is the working span between a summer field round in Oltenia and a winter shift on the Constanța quay. The certified ambient range is published once the certificate fixes it.

A full shift away from a charger

There is no charging point inside a classified area, and at a remote installation there may be no convenient one at all. The 4,000 mAh battery is sized for a complete shift with the camera and a work order application running.

Romanian in the manual and on the screen

Android 16 carries a Romanian interface, and the user manual, the safe-use instructions and the declaration of conformity are produced in Romanian alongside English, in a form the explosion protection document can quote without paraphrase.

Contractor turnover during a shutdown

Android 16 with EMM and MDM lets a device be enrolled, limited to the applications a site allows, wiped and reissued as crews arrive and demobilise, which during a reparație capitală is a weekly rather than an annual event.

Approvals in Romania

Certification programme ahead of Q4 2026 launch.

ATEX applies here through HG 245/2016 and no further national product approval follows it. What is distinctive is the depth of local expertise: INSEMEX at Petroșani is both the national Ex research institute and ATEX notified body 1809, so a Romanian technical review is usually conducted by people who have read a great many certificates.

What your HSE and procurement teams will ask for.

On the product side Romania follows the union exactly. ATEX 2014/34/EU is transposed by Hotărârea de Guvern nr. 245/2016 on the conditions for making available on the market equipment and protective systems intended for use in potentially explosive atmospheres. A notified body certificate, the EU declaration of conformity and CE marking are the whole product-side requirement, with no separate Romanian approval afterwards. Romania has an asset most markets lack: INCD INSEMEX at Petroșani, the national research and development institute for mine safety and protection against explosion, is accredited by RENAR and notified in Brussels as ATEX notified body 1809. Romanian buyers know that name and know what a certificate should look like. The radio side runs under RED 2014/53/EU with ANCOM as the communications authority. ISCIR, which plant teams deal with constantly for pressure and lifting equipment, has no role in placing a handheld device on the market, and saying so early saves an internal review from waiting on a decision that will never be needed.

The duty side belongs to the employer. HG nr. 1058/2006 sets the minimum requirements for improving the safety and health protection of workers potentially at risk from explosive atmospheres, and it requires the explosion protection document with the zone classification, the risk assessment and the reasoning behind the equipment chosen. Inspecția Muncii and its territorial inspectorates enforce it and can ask to see both the document and the evidence behind the equipment named in it. Because INSEMEX also carries out area classification, expert reports and training, many Romanian sites already work to a local technical vocabulary that is stricter than a datasheet, and a supplier who cannot answer in that vocabulary loses the conversation early.

Use cases · Romania

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Romania includes: A reparație capitală at a coastal refinery; Lone rounds on a mature onshore field; Black Sea development and the landing plants; Loading and tank farm work at Constanța.

Refining01

A reparație capitală at a coastal refinery

A Petromidia or Petrobrazi overhaul brings a large contractor population inside the fence for a few concentrated weeks. When each crew carries a Zone 1 handset enrolled in the site console, the permit, the isolation photograph and the sign-off stay in one system, and a supervisor confirms a blind list without walking back to the office.

Upstream02

Lone rounds on a mature onshore field

Well sites and gathering stations in Muntenia and Oltenia are visited by one or two people at a time. A handset that keeps a position fix, works through a glove and records what was found on arrival changes a field visit from a memory exercise into a record, and gives the control room a way to reach the person doing it.

Gas and offshore03

Black Sea development and the landing plants

Offshore work and the onshore gas treatment facilities on the coast run to international operator assurance standards, with equipment registers that are audited. A device whose certificate, marking string and protection level are documented from the start fits that process rather than being argued into it afterwards.

Ports and terminals04

Loading and tank farm work at Constanța

The port terminals classify their berths, manifolds and tank areas, and inspectors, operators and surveyors move through them all day. Photographing a seal, reading an NFC tag at a bay and reaching the shift supervisor from the jetty replaces a routine otherwise carried out on foot and on paper.

How to buy · Romania

How to evaluate and buy in Romania

The device has not launched, so nothing here asks for an order. The sequence lets a technical specification be written and defended while the certification behind it is still being completed.

  1. 01

    Send the zone data

Give us the zones, the gas or dust group and the temperature class from your classification, whether the users are staff or contractors, and roughly how many devices a site would carry. Enquiries reach SAMS Mobile at info@sams-mobile.com.

  2. 02

Take the datasheet and the certificate schedule

You receive the specification, the target marking string and a written status for each certification in progress, enough for an SSM engineer to draft the equipment entry and for procurement to open a supplier file.

  3. 03

Test a unit in the field

Evaluation units go to Romanian operators and contractors under a trial agreement. A useful trial covers enrolment in your own console, a dispersed field round with the position fix in use, a dusty area, coastal conditions and a full shift without charging.

  4. 04

    Agree the supply route

On completion of certification, supply runs through a Romanian distribution partner or direct where a customer prefers that, with the documentation a competitive procedure requires. Pre-launch pricing is quoted on request against a defined quantity and configuration.

Questions · Romania

Frequently asked questions

Asking about a site in Romania?

Send your site, zone and gas group, and we will answer for your plant rather than in general.

Ask about Romania →
Is the IS-04Z1 already ATEX certified for Romania?

No. It is designed to ATEX 2014/34/EU for Zone 1 and Zone 21 and the certification programme is in progress, with launch planned for Q4 2026. Nothing is supplied for use in a classified area before the certificate covering it exists, and we will not describe an uncertified handset as anything else.

Will the certificate come from INSEMEX?

The issuing body is named on the certificate and will be published with it rather than promised in advance. It is a reasonable question in Romania, where INCD INSEMEX at Petroșani is ATEX notified body 1809 and the institute many technical teams already use for classification and expertise.

Is any Romanian approval needed on top of ATEX?

No. HG 245/2016 transposes the directive, so a notified body certificate with the EU declaration of conformity and CE marking completes the product side. What follows is the employer duty under HG 1058/2006, enforced by Inspecția Muncii. ISCIR does not sit in the route for a handheld device.

What is the cost of an explosion proof phone in Romania?

No price is published before launch. Pricing is issued in writing against a stated quantity, configuration and support scope, so that it can be cited inside a procurement file. Evaluation units are supplied under a trial agreement rather than sold, which keeps the trial separate from any commercial commitment.

Will there be Romanian documentation and a Romanian interface?

Yes. Android 16 carries a Romanian interface, and the manual, the safe-use instructions and the declaration of conformity are produced in Romanian alongside English. The marking string, gas group and temperature class are supplied so the explosion protection document can quote them directly.

Can it be used offshore in the Black Sea?

That is one of the design cases, subject to the operator's own assurance process. Zone 1 classification, IP68 sealing and rugged build are aimed at exposed and salt-laden conditions, and the certificate evidence is prepared to go into an equipment register rather than to be summarised in a brochure.

How are repairs and battery replacement handled?

Through the Romanian partner SAMS is appointing or a facility recognised for repairing Ex equipment. Opening the device outside that route breaks the protection concept the certificate depends on, so the repair and battery path is defined as part of the launch, which matters more here than usual because sites are far apart.
