Romania: projects and investment
Neptun Deep, about 160 km off the Romanian coast in 100 to 1,000 m of water, is owned 50/50 by OMV Petrom and Romgaz, is budgeted at about 4 billion euros and targets 8 billion cubic metres of gas a year.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for Romanian refineries, well sites, gas plants and port terminals rather than for an office. Two reactors at Cernavodă generate about 18-20% of Romanian electricity, and the country also has substantial coal deposits and considerable hydroelectric capacity, so mines, dams and power plants all feature. Distribution partners for Romania are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Romania has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Romania. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

The national gas transmission system is owned by the state company Transgaz and interconnector pipelines link Romania with Hungary, Bulgaria and Ukraine, so border compressor and metering stations are part of the network.
Petrobrazi near Ploiești, founded in 1934, runs one module with a capacity of 4.5 million tonnes a year and has a pipeline link to the Port of Constanța rated at 10,000 tonnes a day.
OMV Petrom completed an offshore campaign in the Lebăda Est and Lebăda Vest fields on the Histria block in the Black Sea in 2010, showing that offshore work is an established part of Romanian upstream activity.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Romania. Romania spans the summer field rounds in Oltenia and winter shifts on the Constanța coast, with dust at the plants and salt in the air near the port. IP68 sealing and a rugged build are aimed at that range. IP68 is ingress protection only and gives no explosion protection by itself.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Romania yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Continental winters can bring sub-zero temperatures, which cut battery capacity and can make touchscreens harder to use with gloves. Check the lowest rated ambient temperature on the certificate and plan spare batteries and warm storage for outdoor work at pipeline stations and refineries.
Refineries, gas fields and compressor stations, Black Sea offshore fields, chemical works and power plants are the main examples. Five refineries remained by 2018 with spare capacity for export. Confirm site lists with each operator and ask for its zone drawings.
It is designed with four-constellation GNSS, 4G LTE and Wi-Fi so a lone worker at a well site or compressor station can be located and stay connected. Real coverage depends on the mobile network at the site, so test it on your own field route during an evaluation.
