Romania: projects and investment
OMV Petrom completed an offshore campaign in the Lebăda Est and Lebăda Vest fields on the Histria block in the Black Sea in 2010, showing that offshore work is an established part of Romanian upstream activity.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for Romanian refineries, well sites, gas plants and port terminals rather than for an office. This page sets out how an Ex-proof mobile phone supply route to Romania will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An Ex-proof mobile phone for Romania cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

OMV Petrom completed an offshore campaign in the Lebăda Est and Lebăda Vest fields on the Histria block in the Black Sea in 2010, showing that offshore work is an established part of Romanian upstream activity.
Petrom was privatised in late 2004 and sold to the Austrian company OMV, the largest privatisation deal in Romania's history at the time, and has been named OMV Petrom since 2010.
Gas production is around 25 million cubic metres a day, with about 100 billion cubic metres of onshore reserves and an estimated 40 billion offshore, so both Carpathian-area fields and Black Sea sites matter.
Two reactors at Cernavodă generate about 18-20% of Romanian electricity, and the country also has substantial coal deposits and considerable hydroelectric capacity, so mines, dams and power plants all feature.
“Ex-proof” is shorthand for equipment carrying an explosion-protection marking (the Ex mark) that matches the area it enters. The marking states the protection concept, gas or dust group and temperature class, and it must be backed by a certificate issued by a recognised body, so a phone described as Ex-proof should come with a certificate number you can check.
The IS-04Z1 is designed to carry the marking II 2 G Ex ib IIC T4. That is a target: certification is in progress, no certificate has been issued, and SAMS will publish the certificate numbers when they exist.
In Romania. A marking check in Romania would start with the target II 2 G Ex ib IIC T4 and the zone it is compared against. IIC covers hydrogen-bearing streams at refineries and chemical platforms, while the fertiliser complex at Târgu Mureș adds dust, so Zone 21 evidence is read alongside the gas marking.
There is no stock to order for Romania yet. The IS-04Z1 is pre-launch, certification is in progress, and supply will run through authorised distributors after the certificates are issued. Procurement teams can prepare now with the datasheet, the certification schedule and a safe-area evaluation.

Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
The marking target is II 2 G Ex ib IIC T4. It becomes a marking only when the certificate is issued; until then it is a design target.
The market guide for Romania covers Ploiești and Brazi, Năvodari, Constanța, Vadu and Corbu, among others. Site-level pages are linked below.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Continental winters can bring sub-zero temperatures, which cut battery capacity and can make touchscreens harder to use with gloves. Check the lowest rated ambient temperature on the certificate and plan spare batteries and warm storage for outdoor work at pipeline stations and refineries.
Refineries, gas fields and compressor stations, Black Sea offshore fields, chemical works and power plants are the main examples. Five refineries remained by 2018 with spare capacity for export. Confirm site lists with each operator and ask for its zone drawings.
It is designed with four-constellation GNSS, 4G LTE and Wi-Fi so a lone worker at a well site or compressor station can be located and stay connected. Real coverage depends on the mobile network at the site, so test it on your own field route during an evaluation.
