Explosion proof mobile phone for OMV Petrom in Romania

OMV Petrom runs the Petrobrazi refinery in Prahova county, a spread of onshore oil and gas assets across the country and, with Romgaz, the Neptun Deep gas development in the Black Sea. This page is for the HSE, instrumentation and telecoms people who need an explosion proof mobile phone in Romania that can be carried from a refinery unit to a well site without a change of device. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Where an OMV Petrom shift meets a classified boundary

OMV Petrom’s own reporting describes the Petrobrazi refinery, in Prahova county near Ploiești, as a 4.5 million tonne a year plant able to process the company’s Romanian equity crude. Hydrocarbon vapour from crude, naphtha and gasoline is the everyday Zone 1 and Zone 2 situation there, with hydrogen in the reforming and hydrotreating units adding the IIC gas group. Upstream, the company reports its domestic production through seven assets: Moesia, Crișana, Oltenia, Muntenia, Muntenia Vest, Moldova and Petromar, the offshore asset. That means wellheads, tank batteries, separators and gas treatment spread across much of the country rather than one fence. On top of both sits Neptun Deep, developed with Romgaz: an offshore production platform in the deep-water Pelican South and Domino area, subsea wells, a subsea pipeline of about 160 km to the shore at Tuzla and a gas measurement station there, with first gas targeted for 2027. The handset question is therefore three questions: an oil refinery, a dispersed field and a new offshore system.

Assets and operations

Petrobrazi refinery
Crude distillation, conversion and product blending near Ploiești; Zone 1 and Zone 2 around process units and pump areas.
Brazi power plant
Gas-fired generation on the Prahova site, with gas pressure reduction and turbine halls to classify.
Onshore oil assets
Oltenia, Muntenia and Moesia fields with separators, tank batteries and flowlines.
Onshore gas assets
Wellsite gas treatment, compression and metering at dispersed locations.
Petromar
The Black Sea offshore asset, reached by vessel and helicopter.
Neptun Deep
Offshore platform, subsea system and the Tuzla shore gas measurement station.

Hazards a handset meets

Hydrocarbon vapour
Gas groups IIA and IIB across crude and product systems; a IIC target covers the rest.
Hydrogen
Refinery hydroprocessing and reforming units, gas group IIC.
Natural gas
Mostly methane at wellsites and treatment plants; low ignition energy risk but large release volumes.
Tank farms
Product and crude storage, floating-roof tanks and loading gantries.
Offshore platform
Enclosed and open deck areas classified together with the subsea riser areas.
Drilling and workover
Temporary Zone 1 that follows the rig, often with a drilling contractor in charge.

What an explosion proof mobile phone has to cope with across OMV Petrom, Romania

The same company asks one device to work in three settings. These are the points an engineer from each setting would raise first.

A turnaround is a contractor event

A refinery overhaul at a site of Petrobrazi’s size puts a large contractor population inside the fence for a few concentrated weeks. Android Enterprise enrolment lets a pool of handsets be issued at the gate, limited to the permit, messaging and photograph applications the site allows, and wiped when the crew demobilises.

Hydrogen and the IIC question

Refinery hydrogen is the reason the gas group on a certificate matters. The marking target for the IS-04Z1 is II 2 G Ex ib IIC T4, and the gas group and temperature class are what the explosion protection document is checked against, not the word Zone 1 on its own.

Dispersed wells and lone workers

A field operator may visit a handful of well sites alone in a day. Four-constellation GNSS, 4G LTE and Wi-Fi give a position and a link at each, and a 4,000 mAh battery is sized to cover the round without a charging point inside the classified area.

Offshore weather and salt air

Black Sea platforms and the Tuzla landfall are exposed to wind, spray and condensation. IP68 sealing is aimed at that, and any offshore use would be subject to the operator’s own assurance process and the platform’s own classification.

Photographs under control

Inspection photographs are useful at a refinery and unwelcome at a platform control room. A camera policy pushed from the management console, rather than a camera-free phone, lets the site set the rule per zone.

Use cases · OMV Petrom

Where the IS-04Z1 goes to work at OMV Petrom.

Refining01

Unit rounds at a refinery

An operator on a distillation or hydrotreating unit records a reading, photographs a leaking flange and raises a work request from the same device, instead of carrying a radio, a camera and a paper round sheet into the classified area.

Upstream02

Well site call-outs

A maintenance crew sent to a flowline fault in Oltenia or Muntenia needs a position, a photograph and a line back to the planner. One handset managed from the existing console keeps all three together.

Offshore03

Neptun Deep commissioning support

Commissioning brings many specialist contractors onto a new system. A common enrolled handset lets them share one permit and punch-list application without carrying personal phones near the classified deck.

Questions · OMV Petrom

Frequently asked questions

What does OMV Petrom’s own approval of equipment involve?

We have no visibility of the company’s internal process and will not invent one. Ask the site’s procurement and HSE teams what a supplier file must contain: typically the certificate, the declaration of conformity, the safe-use instructions and the evidence behind the zone, gas group and temperature class the unit will meet.

Does the same handset work at the refinery and in the field?

It is designed for Zone 1 and Zone 21 with a IIC marking target, so one device covers both settings. Whether it may be used in a given area still depends on the classification of that area and on the final certificate.

Can it be used on the Neptun Deep platform?

Offshore is one of the design cases, subject to the operator’s own assurance and to the certificate that exists at the time. Nothing will be supplied into a classified area before that certificate is issued.

Is this page an endorsement by OMV Petrom?

No. SAMS has no supply agreement, pilot or relationship with OMV Petrom. The page describes what the operator’s teams would ask for and what the device is designed for.
