Explosion proof mobile phone for Refining and Fuel Logistics in Romania

Romania’s refining and fuel logistics chain runs from the Black Sea terminals at Constanța through the crude pipeline system to the refineries of Ploiești and the coast, and out through tank farms and loading gantries. This page is for the HSE and telecoms people who need an explosion proof mobile phone in Romania that works at a tank farm, a jetty and a pipeline pump station alike. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

From the Constanța berth to the Ploiești refinery

Where our company pages for OMV Petrom and Rompetrol Rafinare follow one operator, this page follows the product. Crude reaches Romania by sea at Constanța, where Oil Terminal operates storage of about 1.4 million cubic metres across three depots and can handle tankers of up to 150,000 tonnes deadweight. From there crude moves by the national pipeline system run by Conpet, from its base in Ploiești, to the refineries: Petrobrazi, the Ploiești platform, and Petromidia at Năvodari on the coast. Refined products then leave by rail, road and pipeline. Each step has its own classification: a berth with vapour displaced by loading, a tank farm with floating roofs and seal vapour, a pump station, a process unit and a loading gantry with a queue of tankers. A handset for this chain has to survive all of them.

The chain

Constanța terminals
Crude and product storage and marine loading in the Black Sea port.
Conpet pipelines
Crude transport between the coast, the fields and the refineries, with pump and heating stations.
Petrobrazi
OMV Petrom refinery in Prahova county.
Petromidia and Vega
Rompetrol Rafinare refineries at Năvodari and Ploiești.
Ploiești platform
The historic refining district, home to the Petrotel refinery.
Rail and road loading
Gantries and bays where product leaves the site by tanker wagon and truck.

Classified situations

Berths and loading arms
Vapour displaced from tanks during loading; gas group IIA or IIB.
Floating-roof tanks
Rim seal vapour space and gauging points on the roof.
Pump stations
Seal leaks and drains in pump halls and bunded areas.
Process units
Hydrocarbon and hydrogen in refinery units, with IIC for hydrogen.
Loading gantries
Zone 1 bay areas around top and bottom loading.
Slops and drains
Oily water systems where vapour collects.

What a Zone 1 mobile phone has to do along a fuel chain in Romania

The people who move fuel work in short, repeated tasks at many places. The handset needs to suit that pattern.

IP ratingIP68
Battery4,000 mAh
Camera50 MP
OSAndroid 16

Gauging and inspection rounds

Tank gauging and seal checks happen on an outdoor round. A 50 MP camera with a position fix puts the photograph and the tank number on the same record, and IP68 sealing copes with rain and a wet roof.

Loading checklists at the gantry

A loading bay needs a bonding and overfill check each time. A handset can carry the checklist, scan the vehicle and record the result, replacing a clipboard in a wet bay.

Cold and wind on the quay

A winter shift on the Constanța quay is exposed and windy. The 4,000 mAh battery is sized for a full shift, and the certified ambient range will be set by the certificate.

Hydrogen at one end, light vapour at the other

A refinery unit calls for IIC, a loading bay for IIB. The marking target of II 2 G Ex ib IIC T4 serves both, so a fuel logistics firm can issue one model across its sites.

Many employers on one site

Haulage drivers, surveyors, loading masters and maintenance crews each belong to a different employer. Android Enterprise policy lets the terminal control what enrolled devices can do, without touching anyone’s personal phone.

Use cases · Refining and fuel logistics

Where the IS-04Z1 goes to work along the fuel chain.

Terminals01

Tank farm rounds

An operator at a Constanța depot reads gauges, checks bund drains and photographs a seal, with the tank number and position attached to each photograph, and sends them to the shift supervisor.

Pipeline02

Pump station visits

A crew visiting a pipeline pump station with a permit can check the isolation list and call the dispatcher from the same device without leaving the classified boundary.

Refining03

Overhaul and start-up

During a refinery overhaul a managed pool of handsets lets contractors share the punch list and permit documents in one system.

Questions · Refining and fuel logistics

Frequently asked questions

Is a handset for a jetty different from one for a refinery unit?

The classification differs, but a Zone 1 handset with a IIC and T4 marking target covers both. The certificate and the explosion protection document for each place decide whether it may be taken there.

Which operators are named on this page and why?

Oil Terminal, Conpet and the refiners are named because they run the facilities in this chain. Naming them is not a claim of any relationship with SAMS; we have none.

How does a fuel terminal control access to its site?

Terminal operators typically ask for contractor induction and equipment documentation. We have not verified a specific scheme for any named operator, so ask the terminal’s HSE and security teams what an equipment supplier must show.

Is the handset certified for use now?

No. Certification to ATEX 2014/34/EU, IECEx and NEC 500 is in progress and the launch is planned for Q4 2026.
