Explosion proof mobile phone for Chemicals and Fertilisers in Romania

Romania’s chemical and fertiliser plants combine solvent and hydrogen gas risks with ammonia, nitrate and urea dust, often within a few hundred metres of each other. This page is for the HSE and instrumentation teams who need an explosion proof mobile phone in Romania that serves a gas area and a dust area with one certificate. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Where gas and dust meet on a Romanian chemical platform

The country page names three centres. Chimcomplex operates chlor-alkali, oxo alcohol and related production at Borzești in Bacău county and at Râmnicu Vâlcea on the Olt, and Azomureș is the nitrogen fertiliser complex at Târgu Mureș. Their hazards differ in a useful way. Chlor-alkali electrolysis produces hydrogen, gas group IIC, alongside chlorine, which is toxic rather than flammable, so the classification and the gas detection are separate controls. Oxo alcohol and polyol production handles flammable liquids and vapour such as propylene oxide, one of the more easily ignited vapours in industry, gas group IIB. A fertiliser plant adds ammonia, a gas that is toxic and hard to ignite, and large areas of solid product: urea and nitrate granules and dust, which are classified as Zone 21 or Zone 22 only after the operator has tested the dust. Azomureș has also been through a long production stoppage and restart, so its current operating state should be checked with the site and not assumed from this page.

Platforms and plant

Borzești
Chimcomplex site in Bacău county, with chlorine, caustic and solvent-based production.
Râmnicu Vâlcea
Chlor-alkali and polyol production on the Olt, with hydrogen and propylene oxide to manage.
Târgu Mureș
Azomureș ammonia, urea and nitrate-based fertiliser production.
Ammonia plants
Synthesis, storage and loading at pressure, with toxic release as the main hazard.
Granulation and bagging
Product handling with dust clouds and layers in conveyors and silos.
Utilities
Steam, cooling water, hydrogen and nitrogen distribution across the platform.

Hazards a handset meets

Hydrogen
Electrolysis and downstream use, gas group IIC; the strongest reason for a IIC target.
Propylene oxide and solvents
Gas group IIB, with low ignition energy and a wide flammable range.
Ammonia
Gas group IIA with a high ignition temperature; toxicity decides who can enter.
Urea and nitrate dust
Combustible dust classification depends on testing; Zone 21 or 22 where it applies.
Chlorine
Toxic, not flammable; the handset does not replace personal gas detection.
Mixed areas
Where gas and dust overlap, both parts of the marking must be satisfied.

Why one Zone 1 and Zone 21 handset suits a Romanian chemical platform

On a chemical site the useful question is how many handsets a worker has to carry between the plants. These are the reasons the answer should be one.

One device for gas and for dust

A plant that has a gas area and a dust area side by side normally ends up with two classes of equipment, and people stop switching. The IS-04Z1 is designed for Zone 1 gas and Zone 21 dust under one certification programme, aimed at that case. The final certificate will say what is covered.

Hydrogen sets the bar

Chlor-alkali hydrogen is the reason the target marking is II 2 G Ex ib IIC T4. That also covers the solvent and ammonia areas, so a single issue of handsets suffices.

Washdown, powder and corrosion

Fertiliser and chlor-alkali plants are tough on equipment. IP68 sealing protects against dust ingress and washdown, while the real test of the finish in a corrosive atmosphere is the trial itself.

Permits on the device

A hot work or confined space permit on a chemical platform usually has several signatories. Managed Android Enterprise applications let the permit be checked at the place of work and photographed at closure.

Shutdown contractors

Chemical platforms run planned stoppages with many contractor staff. Enrolment, policy and wipe from the management console let the site issue devices for the campaign and then withdraw them.

Chlor-alkali01

Cell room and hydrogen system checks

An operator walking an electrolysis hall can photograph a gasket, log a reading and call the control room using a device marked for hydrogen duty, not a phone left at the door.

Fertiliser02

Granulation and bagging rounds

A dusty conveyor gallery is a Zone 21 or Zone 22 candidate. A handset designed for dust as well as gas lets the same operator carry on to the ammonia plant without changing equipment.

Maintenance03

Turnaround coordination

A shutdown at Borzești or Târgu Mureș involves many contractor teams. A shared pool of enrolled handsets carries the work orders and isolations for each.

Questions · Chemicals and fertilisers

Frequently asked questions

Does a handset protect me from chlorine or ammonia?

No. Explosion protection and toxic gas protection are separate things. The handset is designed so that it does not ignite a flammable atmosphere; personal gas detectors and respiratory protection remain the controls for toxic gases.

Who classifies the dust areas?

The operator’s explosion protection document, under HG 1058/2006, classifies areas and records the evidence. Dust testing for specific products is the operator’s responsibility, not something the handset can decide.

Why does the page say plant status should be checked?

Some Romanian chemical sites have changed ownership or operating state in recent years. We describe what the sector handles and defer to the site for what is running today. Our statements about any named company are not endorsements or customer claims.

Are there sibling pages for the gas and oil operators?

Yes. For refinery sites see our page on refining and fuel logistics, and for gas producers see Romgaz.
