A refinery being brought up to rate
Start-up problems mean frequent shutdowns, restarts and repairs. Contractors and permit-to-work paperwork multiply, and a managed handset carrying permits and isolation lists helps.
Petroperú is Peru's state oil company, and its Talara refinery on the north coast is the largest industrial site it runs. This page explains where an explosion proof mobile phone is relevant at Petroperú's refineries in Peru, how the new Talara refinery's ramp-up changes what teams carry into process units, and what its HSE and procurement staff will expect from a supplier. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.
Launching Q4 2026 · IECEx certification in progress
The new Talara refinery was designed to process 95,000 barrels a day, against about 65,000 for the plant it replaced, and was inaugurated in December 2023. Its start-up has not been smooth: reports in 2024 said the flexicoking unit had stopped working correctly in March of that year, and in 2025 the prime minister acknowledged the refinery was not yet at full capacity. So Talara is best described as a new plant being brought up to rate, not a refinery still under construction. For a handset, a ramp-up means start-ups, shutdowns and repairs on process units, with larger and more frequent contractor presence than a steady-state plant. Hydroprocessing units that handle hydrogen, crude and product tanks, a marine terminal and the loading of LPG all bring flammable atmospheres, and hydrogen belongs to gas group IIC, the group the IS-04Z1 is designed to address.
Talara is a coastal desert site with strong sun, wind-blown sand and salt air, and it is a big refinery with long distances between units. The IS-04Z1 is designed for Zone 1, with Ex ib IIC T4 as its marking target; certification is in progress and no certificate has yet been issued.

Hydroprocessing units use hydrogen, which sits in the most demanding gas group. The device's IIC design target is relevant where those units are classified, and the certificate will list the groups it covers.
The north coast is dry, sunny and salty. IP68 sealing helps against sand and spray, and screen readability in glare should be part of any trial.
A refinery of this size means long rounds between units and no charging inside the process area. The 4,000 mAh cell is specified for a full shift.
As a state-owned company handling a high-profile project, Petroperú's decisions face outside scrutiny. Well-documented, internationally certified equipment is easier to defend.
Operators in the distillation and hydroprocessing units record readings and photograph leaks. A handset suited to Zone 1 would replace the radio and the paper round sheet.
During repairs and restarts, contractors and inspectors share units. Enrolled handsets carrying permits and contact lists help the turnaround team keep one list of who is where.
Staff at the jetty and loading bays coordinate vessels, arms and trucks. A rugged handset in the classified area keeps that traffic on a managed device.
The modernisation project has been completed in the sense that the new refinery was inaugurated in December 2023, but public reports say it has not yet reached full capacity. Check the current status with Petroperú before assuming any unit is old or new.
Its operations have included smaller refineries elsewhere in Peru and the Northern Peruvian Pipeline. Which of them are in service changes over time, so confirm with the company.
Hydrogen is in gas group IIC, so a device used where hydrogen can be present needs to be certified for group IIC. The IS-04Z1's marking target is Ex ib IIC T4, subject to the certificate.
Registration processes are for Petroperú to describe, so ask its procurement and HSE teams. No SAMS certificate has been issued yet, so a trial in classified areas has to follow certification.
Tell us the site, the zone and gas group, and roughly how many handsets. The SAMS team replies by email with the datasheet and the certification schedule for Peru. The IS-04Z1 is pre-launch and certification is in progress, so there is no list price yet; indicative pricing is issued in writing against a stated quantity and site.
Tell us the zone, gas group and operator. We will send the datasheet and the certification schedule for your market.
