Explosion proof phone for Abu Dhabi emirate

Abu Dhabi is the largest of the seven emirates, around 87 per cent of the national land area, and most of the country's hazardous-area work sits inside it: the capital and its industrial belt at Musaffah, the refining and petrochemical town of Ruwais in the western region, desert oil fields inland and production islands offshore. This page is for HSE, procurement and IT teams who must decide what handset may enter a classified area anywhere in the emirate. The SAMS IS-04Z1 is pre-launch; today the evidence is a datasheet and a certification programme, not a certificate.

One emirate, several kinds of classified area

Abu Dhabi is not a single site but a spread of them, joined by one government, one national oil company group and one procurement culture. The capital holds the head offices that write standards and award contracts. Hazardous work is mostly elsewhere: the Musaffah yards, Ruwais in Al Dhafra, onshore fields in the desert and islands offshore. A handset specification therefore has to travel across very different conditions while meeting one buying process.

Who decides, and who works

ADNOC group
National oil company group whose subsidiaries run the onshore, offshore, gas and refining assets.
ADNOC Onshore
Operates the desert fields including Asab, Bab, Bu Hasa and Sahil, with the Jebel Dhanna terminal.
ADNOC Offshore
Runs the offshore fields and island facilities, including Upper Zakum and Umm Shaif.
ADNOC Gas
Gas processing at Habshan and the liquefaction and loading plant on Das Island.
Borouge and ADNOC Refining
Polyolefin and refinery operations at Ruwais, in the Al Dhafra region.
Fabrication and marine contractors
Yards and workshops at Musaffah serving offshore projects and marine repair.

Where the classified areas are

Capital and head offices
Safe areas where specification, registration and approval decisions are made.
Musaffah
Paint halls, welding bays, confined-space entry and fuel handling, classified in places and by activity.
Ruwais
Refinery, polyolefin units and chemicals zone in the western region.
Habshan and the onshore fields
Wellpads, separation plants and gas processing spread over open desert.
Das Island and Zirku Island
Offshore gathering, processing, storage and tanker loading on islands.
Jebel Dhanna and marine terminals
Crude shipping and jetty work on the coast, with constant vessel interface.

What Abu Dhabi does to portable equipment

The hardest questions in Abu Dhabi are rarely about the device alone. They concern distance, summer heat, supplier status and the permit that governs where a handset may be switched on.

Summer heat in vehicles and on steel

Summer temperatures in the emirate are severe, and a vehicle or steel deck left in the sun is far hotter than the air. Teams checking equipment for the area should read the temperature class against the classification, not the headline climate. The marking target is T4, and a rugged build is aimed at heat. Anything beyond that is a question for the test report, not a promise on this page.

Humid coast, dry interior

Musaffah, Ruwais and the islands sit on the coast with humidity and salt air, while the onshore fields are dry desert with sand carried by shamal winds. One handset has to cope with both. IP68 sealing is the design answer to water, salt and fine dust ingress, and it is the same specification whether the unit works on a jetty or a wellpad.

Distance between sites

Al Dhafra, the western region that holds Ruwais, makes up most of the emirate by area. A technician may drive a long way between sites, and an island crew may wait for the next rotation for a replacement. The 4,000 mAh battery is specified for a shift, and central management matters more when no one can walk a unit back to a store.

Permit-to-work governs where a phone goes

Operators in the emirate control portable electronics through site rules and permit-to-work, and an ordinary smartphone is normally kept out of classified areas or used only under a specific permit. Rules differ by operator and site. SAMS cannot state what a given ADNOC company requires; the buyer should confirm the equipment and permit requirement with that operator's HSE team.

A multilingual, multi-employer workforce

Operations and contractor teams in Abu Dhabi are mixed, with Arabic and English both in daily use alongside other languages brought by contract crews. A shared Android 16 build under one enterprise policy keeps a loaned fleet consistent, and avoids a crew member working through a safety prompt in an unfamiliar language.

Gas and dust together

Hydrocarbon gas dominates the oil, gas and refining sites, but fabrication yards and bulk handling add combustible and abrasive dust. The design target covers both gas Zone 1 and dust Zone 21, with group IIC in the marking target. The actual classification of any area is set by the operator, so the equipment decision follows the area drawing, never the other way round.

Where the IS-04Z1 explosion proof mobile phone goes to work.

Procurement01

Supplier registration before technical review

A procurement team in the capital will usually need a supplier to be registered before a tender is even considered. ADNOC runs a central supplier registration route for the group, and an In-Country Value certificate is a condition for tendering. For a pre-launch handset the practical step is to agree early which registered UAE entity would hold supply, and SAMS describes that as the partner it is appointing.

Western region02

One handset across Ruwais and the desert

A contractor team working on a shutdown at Ruwais may move to onshore gas facilities in the same year. A single Zone 1 design that enrols into the operator's own management console avoids reissuing devices at each gate. Each site still decides its own permit and approval, so the common specification reduces effort without replacing local acceptance.

Offshore islands03

Rotation handover on Das and Zirku

Island crews hand over every rotation, and what the outgoing team recorded is what the incoming team inherits. A handset carrying photographs, readings and notes with GNSS positions keeps that record with the shift log. Where a signal is weak, work is stored on the device until a connection returns, which suits island and offshore patterns.

HSE and IT04

Enrolment, restriction and remote wipe

HSE and IT teams in Abu Dhabi often share responsibility for what leaves a gate. Android 16 enterprise management lets IT push a corporate profile, restrict the camera or applications, and wipe a lost unit remotely. For a contractor fleet issued for the length of a job, that audit trail matters as much as the hazardous-area marking.

Questions · Abu Dhabi

Frequently asked questions

Can we buy an explosion proof phone in Abu Dhabi today?

Not yet. The SAMS IS-04Z1 is pre-launch, with IECEx, ATEX and NEC 500 Class I Div 1 certification in progress at TUV in Germany and launch planned for Q4 2026. A datasheet, the certification schedule and safe-area evaluation units are available now. No unit should enter a classified area before its certificate exists and the operator has accepted it.

What does the IS-04Z1 cost and how soon can it be delivered?

SAMS has published no list price and has not committed to a lead time. Pricing and delivery depend on certification outcome, quantity and the supply route, which in Abu Dhabi involves a UAE-registered partner that SAMS is appointing. Send the expected fleet size and sites and the SAMS team will respond with what is known at that point.

Does a supplier need ADNOC registration and an ICV certificate?

ADNOC operates a central supplier registration process for the group, and suppliers need an In-Country Value certificate to take part in its tenders. The certificate is issued through bodies ADNOC approves and has a limited validity. Because the rules change, buyers and suppliers should check the current requirements with ADNOC before planning supply.

Which approvals apply to equipment used in the emirate?

Nationally, MoIAT administers conformity through ECAS, with Ex equipment based on an IECEx certificate, and the radio needs TDRA approval. SAMS has none of these yet: they form part of the launch programme and have not been granted. Operator acceptance is a separate step, so ask each operator's HSE team what evidence it will want.

Is the IS-04Z1 suited to Abu Dhabi summer heat?

The design targets are IP68 sealing and a T4 temperature class under the Ex ib IIC marking target. The final temperature class and ambient limits are fixed by the certificate and test report, so they cannot be quoted as final today. Evaluators should request the datasheet and test the safe-area unit in the conditions of their own sites.

Who supports and repairs the phone in the emirate?

Support and repair will run through SAMS and the local partner it is appointing, and the arrangement is not yet in place. SAMS will confirm service terms, spares and turnaround once launch details are fixed. Until then no support commitment should be assumed. An ex repair also has to preserve the certification, so repairs are not a matter for ordinary workshops.
