Explosion proof mobile phone for marine and terminal operations in the UAE

The UAE moves crude, LNG, refined products and bulk liquids through terminals on both coasts: single point moorings at Zirku, the jetties at Das Island and Ruwais, Jebel Dhanna on the Gulf and the storage farms at Fujairah outside the Strait of Hormuz. This page is for terminal HSE, marine and telecoms teams who need an explosion proof mobile phone in the United Arab Emirates for the jetty, the manifold and the tank farm. The IS-04Z1 is designed for Zone 1 and Zone 21 and is being certified ahead of its Q4 2026 launch. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

UAE marine terminals: Zirku, Das, Ruwais, Jebel Dhanna and Fujairah

Each terminal handles a different cargo and so a different hazard. Zirku Island, about 140 km north-west of Abu Dhabi, exports Upper Zakum crude over two single point mooring berths that take very large tankers. Das Island loads LNG and crude from its own jetties. Jebel Dhanna receives crude from the onshore fields, and ADNOC awarded EPC contracts to upgrade its main oil lines and crude receiving facilities. Ruwais has product berths and a sulphur handling terminal beside the refinery. On the east coast the Abu Dhabi Crude Oil Pipeline delivers crude from Habshan to Fujairah, where the Fujairah Oil Industry Zone holds more than a dozen tank farms, including Vopak Horizon Fujairah. Where a tanker meets a hose or a loading arm, gas is released into the open, so jetty and manifold areas are classified even in a sea breeze.

Terminals and who runs them

Zirku Island
ZADCO export terminal with two single point mooring berths for large crude tankers.
Das Island
Crude and LNG loading from the island, working with ADMA-OPCO and the LNG plant.
Jebel Dhanna
Receiving point for crude from onshore fields and Upper Zakum, feeding Ruwais.
Ruwais
Refinery product berths and a sulphur handling terminal on the coast.
Fujairah
Crude pipeline end point, tank farms, bunkering and Vopak Horizon Fujairah.

Classified areas at a terminal

Loading arms and hose connections
Release points at the ship-shore connection, with vapour displaced from tanks during loading.
Manifolds and pumping stations
Valves, metering and pump rows between berth and tank, with leak points at seals.
Tank farms and bunds
Roof seals, vents and sample points, plus inspection and gauging work.
Vapour recovery and flare
Where displaced vapour is collected or burnt, and where the classified boundary is widest.
Marine offices and gatehouses
Safe areas where handsets are checked in, charged and collected.
Built for local conditions

What a jetty does to a handset

A terminal combines spray, constant movement and a ship that is not under the terminal's control. Four things follow for a handset.

Ship-shore rules, not just area rules

Guidance for tanker and terminal operations such as ISGOTT sets rules for portable electrical equipment at the ship-shore interface, and each terminal applies its own. A handset designed for Zone 1 is the starting point; the terminal HSE rule on carrying it aboard still decides.

Salt, spray and washdown

Coastal humidity and salt are constant and jetties are washed down. IP68 sealing and rugged build are specified for that, and the 4,000 mAh battery for a shift with no charging point on the berth.

A photograph of the connection

A damaged coupling or a leaking flange is more useful as a located, time-stamped photograph than as a radio description. The 50 MP camera and four-constellation GNSS are designed for that evidence.

Contractors on a short job

Tank cleaning and inspection crews arrive for days, not years. Central enrolment lets terminal telecoms issue, restrict and wipe units per job, and wipe them when the crew demobilises.

Use cases · Marine and terminals

Where the IS-04Z1 explosion proof mobile phone goes to work.

Loading01

Ship-shore handover at the berth

The terminal operator and ship agree transfer details at the connection. A handset designed for Zone 1 carries the checklist, photographs hose and arm condition, and calls the control room from the jetty.

Tankage02

Tank inspection and gauging at Fujairah

Tank farms at Fujairah vary by operator and product. An inspector records readings and photographs roof seals with a position on the record, then attaches them to the work order.

Pipeline ends03

Receiving station work at Jebel Dhanna

Upgrade and bypass work at receiving stations mixes live and temporary areas, and a located photograph supports the permit and the as-built check.

The approval path

Two gates for terminal work

National conformity comes through MoIAT's ECAS-Ex scheme, which builds on IECEx certification, with TDRA approval for the radio; these are in progress for the IS-04Z1 and none is issued. Terminal operators then apply their own supplier approvals: ADNOC's registration and In-Country Value process for its sites, and the operator's own procedure at independent terminals such as those at Fujairah. We have not verified any specific terminal's handheld device criteria. Sister pages cover the sites in more detail: Ruwais and Jebel Ali, and the operators ADNOC Offshore and ADNOC Gas.

National conformity
MoIAT ECAS-Ex registration, built on an IECEx Certificate of Conformity. In progress.
ADNOC sites
ADNOC supplier registration and ICV scoring for ADNOC-operated terminals.
Independent terminals
Each operator runs its own approval; ask the terminal procurement team.
Ship-shore rules
Ask the terminal HSE team what applies to a handset carried onto a ship.

Frequently asked questions

Is the IS-04Z1 certified for UAE marine terminal use yet?

No. The device is pre-launch and IECEx, ATEX and ECAS certification are in progress ahead of the Q4 2026 launch. SAMS has no approval, order or relationship with any terminal operator.

Which terminals does this page cover?

Zirku, Das Island, Jebel Dhanna, Ruwais and Fujairah as the main crude, LNG and storage sites, with Jebel Ali covered on its own page. Each differs in cargo and in who sets the approval rules.

Can a handset be taken aboard a tanker?

That is set by the terminal and ship rules, not by the certificate alone. Check the ship-shore safety checklist and the terminal HSE rule before planning a pilot.
