Explosion proof mobile phone for Borouge sites

Borouge's polyolefins complex in Ruwais runs ethane crackers, polyethylene and polypropylene plants, pelletising lines and bagging halls on one site. This page is for the HSE officers, maintenance planners and telecoms teams who need an explosion proof mobile phone in the United Arab Emirates that covers both gas and combustible polymer dust. The IS-04Z1 is designed for Zone 1 and Zone 21 and is being certified ahead of its Q4 2026 launch. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Borouge at Ruwais: crackers, reactors and polymer dust

Borouge's capacity at Ruwais grew from 4.5 million tonnes a year to about 5 million when its fifth polypropylene unit, a 480,000 tonne plant inside Borouge 3, was started up. The Borouge 4 expansion adds a 1.5 million tonne ethane cracker and two polyethylene plants, taking site capacity to a stated 6.4 million tonnes, and it includes an XLPE plant that began commissioning at the end of 2025. Separate contracts lift the PE4 and PE5 units from 540,000 to 700,000 tonnes a year, with start-up scheduled for early 2027. That is a lot of commissioning on a live site, and each new unit brings its own temporary classified areas, contractor crews and permit load alongside normal operations.

Borouge 4
A 1.5 million tonne ethane cracker and two polyethylene plants, with commissioning running through 2026.
XLPE 2
Cross-linked polyethylene plant, the first Borouge 4 facility, using resin from Borouge 3.
PE4 and PE5 uprating

Classified areas on a polyolefins site

Ethane crackers
Furnaces, quench and compression with ethane and ethylene gas in the process.
Polymerisation reactors
Ethylene and propylene gas, hydrogen as a chain-length control gas, and hydrocarbon diluent.
Pelletising
Polymer powder and pellets, where combustible dust forms around feeders and fines.
Silos and bagging
Bulk polymer storage and bagging halls, with dust clouds when product is conveyed or filled.
Utilities and flare
Flare headers and relief, plus cooling and utility plant in safe areas.

What a polymer plant does to a handset

Borouge is the clearest case on this site for a device that has to cover gas and dust. Four points follow from that.

Two hazards, one device

Cracker and reactor areas are gas areas, while pelletising and bagging generate polymer dust. The IS-04Z1 is designed for Zone 1 gas and Zone 21 dust, so one handset can follow a technician across both. The dust group on the certificate (IIIA, IIIB or IIIC) is what to check against your classification.

Static and dust do not mix

Polymer dust can be charged by handling. Intrinsic safety limits electrical energy in the handset, but site rules on static and clothing still apply and the certificate conditions of use should be read before issue.

Contractor crowding during projects

With Borouge 4 and the PE uprating running together, contractor crews move between construction, commissioning and live plant. Central enrolment lets one team issue, restrict and wipe handsets by crew.

Evidence where it matters

A photograph of a blocked filter, a worn conveyor or a leaking flange, with a position and time attached, is more useful on a work order than a description. The 50 MP camera and four-constellation GNSS are designed for that.

Use cases · Borouge

Where the IS-04Z1 explosion proof mobile phone goes to work.

Operations01

Reactor and cracker area rounds

An operator checks readings and walks the gas-handling areas with one handset, photographing a defect and calling the control room without carrying a second radio.

Maintenance02

Pelletising and bagging line work

A maintenance technician working near fines and dust uses the same device for the work order, the photograph and the permit, specified for Zone 21 as well as Zone 1.

Projects03

Commissioning handover on new units

As Borouge 4 and PE4 and PE5 uprating units are handed over, snag lists, punch items and photographs are collected in one enrolled handset and passed to the operator.

The approval path

Two gates for Borouge

National conformity comes through MoIAT's ECAS-Ex scheme, which builds on IECEx certification, with TDRA approval for the radio; the IS-04Z1 programme includes all of these and none is issued. Borouge's own supplier approval is separate. Borealis's website now states that Borealis has combined with Borouge and NOVA Chemicals as Borouge International, so ask your Borouge procurement contact which legal entity holds supplier approvals and which technical review applies to a handheld device. We do not describe a programme we have not verified.

National conformity
MoIAT ECAS-Ex registration, built on an IECEx Certificate of Conformity covering gas and dust. In progress.
Radio approval
TDRA registration for the handset radio. In progress.
Borouge supplier approval
Separate from the Ex certificate; ask Borouge procurement for the entity and route.
Dust data
Dust group and maximum surface temperature for the plant, plus the Zone 21 or 22 boundary.
Questions · Borouge

Frequently asked questions

Is the IS-04Z1 approved for Borouge sites?

No. IECEx, ATEX and ECAS certification are all in progress and none is issued, and Borouge's own vendor review follows the certificates. SAMS has no approval, order or relationship with Borouge.

Does it cover the plastic dust in pelletising areas?

It is designed to. The Zone 21 target addresses combustible dust, but the dust group and temperature limit will be fixed by the certificate when it is issued, so confirm them against your classification.

Why does hydrogen at a polyolefins plant matter?

Hydrogen is a chain-length control gas in polymerisation and sits in gas group IIC. A handset specified only for lower gas groups cannot go into that service, which is why the group on the certificate must be checked area by area.
