Explosion proof phone for Turkey, ATEX 2014/34/AB Zone 1

The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for refinery and petrochemical work at Aliağa and on the Marmara, gas terminal and pipeline operations, and the fertiliser and chemical plants inside the organised industrial zones. It is pre-launch: certification is under way against the requirements Turkey applies under its own 2014/34/AB regulation, and Turkish operators and contractors can read the evidence and trial a unit while that runs.

Where it works in Türkiye

Turkish hazardous area work follows the coastline and then turns inland. Aliağa, north of İzmir, holds the largest single concentration, with refining and petrochemical production side by side and an LNG terminal on the same stretch of shore. The Marmara holds the Körfez refinery and the chemical estates of Kocaeli, along with the Marmara Ereğlisi gas terminal. Ceyhan on the Mediterranean is the export end of the crude pipelines and a growing energy hub. Inland, Kırıkkale serves the central Anatolian market and Batman serves the south-east, close to the oilfields. Add fertiliser plants, fuel terminals and the organised industrial zones and you have most of the classified estate in the country.

Operators and contractors such as TÜPRAŞ, SOCAR Türkiye and PETKİM need an explosion proof mobile phone they can carry into classified areas at Aliağa, Körfez and Kocaeli and Marmara Ereğlisi. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

Built for local conditions

Built for Turkish site conditions

The points below answer what a Turkish site does to a handheld device across a working year, and what a Turkish reviewer will press on when the paperwork is put in front of them.

For evaluators in Turkey, the IS-04Z1 explosion proof mobile phone is designed around these points: Coastal summer heat and the temperature class; Salt air, dust and wash-down together; Gas and dust under one programme; Turkish on the screen and in the file; A shift that does not pass a charger; Contractor crews through one gate.

Coastal summer heat and the temperature class

A tank farm at Aliağa or Ceyhan in August is the hardest thermal test this device will meet in the region, and it is a certification question rather than a comfort one. The T4 target and the certified ambient range are published with the datasheet rather than promised in advance, because a device that derates in the heat gets left in the control room.

Salt air, dust and wash-down together

Most Turkish classified sites are coastal, and the ones that are not sit in dry inland air that moves fine dust everywhere. IP68 sealing and rugged build are aimed at spray, salt, dust ingress and routine cleaning rather than at office handling.

Gas and dust under one programme

The gas marking target is II 2 G Ex ib IIC T4, and Zone 21 dust protection sits inside the same certification programme. Fertiliser plants, grain and bulk terminals and powder handling in the industrial zones put a dust area next to a gas area often enough that one device is worth insisting on.

Turkish on the screen and in the file

Android 16 carries a Turkish interface, and the manual, safe-use instructions and declaration of conformity are produced in Turkish alongside English. In Turkey this is not a courtesy: instructions have to reach the worker in Turkish, and an İSG specialist will not accept an English-only file into the patlamadan korunma dokümanı.

A shift that does not pass a charger

There is no charging point inside a classified area, and at a pipeline station or a jetty the nearest one is a gate away. The 4,000 mAh cell is sized for a full round with the camera and a work order application in use.

Contractor crews through one gate

4G LTE, Wi-Fi and NFC let one handset work on the plant network, on site Wi-Fi and against access control, and Android 16 with EMM and MDM allows enrolment, restriction, remote wipe and reissue as crews rotate through a turnaround.

Approvals in Turkey

Certification programme ahead of Q4 2026 launch.

Turkey transposed ATEX 2014/34/EU as the Muhtemel Patlayıcı Ortamda Kullanılan Teçhizat ve Koruyucu Sistemler ile İlgili Yönetmelik (2014/34/AB), published in the Resmî Gazete on 30 June 2016, number 29758, with CE as the conformity marking. Because Turkey sits outside the EU, three things a European buyer takes for granted have to be handled deliberately: Turkish-language instructions, the declaration of conformity addressed to the Turkish regulation as well as the European directive, and radio type approval through BTK.

What your HSE and procurement teams will ask for.

Turkey is not an EU member state, and that is the single most important thing to get straight before a specification is written, because it changes what you cite rather than what you buy. ATEX 2014/34/EU was transposed into Turkish law as the Muhtemel Patlayıcı Ortamda Kullanılan Teçhizat ve Koruyucu Sistemler ile İlgili Yönetmelik (2014/34/AB), published in the Resmî Gazete on 30 June 2016, number 29758. It sets the same essential health and safety requirements, the same equipment groups and categories and the same conformity assessment procedures as the European directive, and it uses CE as the conformity marking. In practice a device certified by a notified body to ATEX, marked CE and supported by a declaration of conformity satisfies the Turkish product requirement, provided the declaration addresses the Turkish regulation as well as the directive and the instructions are supplied in Turkish. The harmonised standards behind the certificate are adopted nationally as the TS EN 60079 series, so a Turkish reviewer will recognise the standard numbers on the certificate immediately. Two further steps are Turkish rather than European. Radio equipment requires type approval through BTK, the Information and Communication Technologies Authority, which is a separate process from the explosion protection certificate and is arranged with the in-country partner. Turkey also operates a device registration regime for mobile handsets brought into the country, which is an import and logistics matter rather than a safety one, and it is handled the same way.

The duty side is where a Turkish purchase is actually decided, and it is unusually explicit. Law 6331 on occupational health and safety makes the employer responsible for risk assessment and for the measures that follow from it, and the Çalışanların Patlayıcı Ortamların Tehlikelerinden Korunması Hakkında Yönetmelik, published in the Resmî Gazete on 30 April 2013, number 28633, applies that to explosive atmospheres. Under it the employer classifies the hazardous areas, assesses the ignition sources and prepares the patlamadan korunma dokümanı, the explosion protection document, which has to be kept current and produced when the labour inspectorate asks for it. The workplace İSG specialist and the workplace physician structure that law created are permanent roles, not consultants brought in for an audit, which is why the İSG team rather than engineering usually opens a conversation about handheld equipment. Major hazard establishments carry a further layer under the Seveso-equivalent regulation on major industrial accidents, so at a refinery or a large chemical site the same equipment file can be read for more than one purpose. None of this changes what the device has to be. It changes what has to be written down about it, in Turkish, before it goes through a gate.

Use cases · Turkey

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Turkey includes: A turnaround at Aliağa; Terminal and pipeline station rounds; Loading and tank farm work at Ceyhan; Dust and solvent areas inland.

Refining and petrochemicals01

A turnaround at Aliağa

A stop on the Aliağa complex puts refinery and petrochemical work inside the same perimeter with thousands of contractor personnel on rotating permits. When each crew carries a Zone 1 handset enrolled in the site console, the permit, the isolation photograph and the sign-off stay in one system, and a supervisor can confirm a blind list without walking back to the permit office.

Gas and LNG02

Terminal and pipeline station rounds

The Marmara Ereğlisi terminal, the floating units on the İskenderun gulf and the compressor stations along the transmission network are run by small crews doing long outdoor rounds. Equipment there has to hold a position fix and a link at the far end of a site where the nearest colleague may be several hundred metres and one gate away.

Terminals and export03

Loading and tank farm work at Ceyhan

Crude export, tank farm gauging and jetty operations put people in classified areas around the clock, with paperwork that has to match the movement exactly. A device that can photograph a seal, read an NFC tag on a bay and reach the control room from the gantry takes most of the walking out of an hourly routine.

Fertilisers and chemicals04

Dust and solvent areas inland

Ammonia and nitrogen plants, powder handling and the solvent and coating plants in the organised industrial zones put a Zone 21 dust area within a short walk of a gas area. One handset covering both ends the routine of leaving a phone at a boundary, which is the point at which people stop carrying one at all.

How to buy · Turkey

How to evaluate and buy in Türkiye

Nothing here asks for an order, because the device has not launched. The sequence is arranged so that your internal İSG approval, the supplier registration step that most large Turkish operators require, and our certification programme all move at the same time.

  1. 01

Send the zone data and the registration route

Tell us the zones, the gas or dust group and the temperature class from your classification drawings, whether the users are plant staff or contractors, roughly how many handsets a site would carry, and which supplier registration portal we will have to pass. Enquiries reach SAMS Mobile at info@sams-mobile.com.

  2. 02

Take the datasheet and the certificate schedule

You receive the specification, the target marking string and a written status for every certification in progress, which is enough for an İSG specialist to draft the equipment selection entry and for procurement to open a vendor file before anything is issued.

  3. 03

Trial a unit on the plant

Evaluation units go to Turkish operators and contractors under a trial agreement. A useful Turkish trial covers enrolment in your own management console, an afternoon round in full summer heat, gloved use, a dust area and a full shift with the camera in service.

  4. 04

Agree the supply, approval and service route

On completion of certification, supply runs through a Turkish distribution partner or direct where a customer prefers that, with the Turkish-language documentation set a tender requires and the BTK and device registration steps handled in country. Pre-launch pricing is quoted on request against a defined quantity and configuration.

Questions · Turkey

Frequently asked questions

Asking about a site in Turkey?

Send your site, zone and gas group, and we will answer for your plant rather than in general.

Ask about Turkey →
Is the IS-04Z1 already certified for use in Turkey?

No. It is designed for Zone 1 and Zone 21 and the certification programme is in progress, with launch planned for Q4 2026. Nothing is supplied for use in a classified area before the certificate covering that use exists. We say this plainly because a Turkish İSG file that rests on an assumption is the file that fails at the first inspection.

Turkey is not in the EU. Does ATEX apply here at all?

It applies, under a Turkish number. The Muhtemel Patlayıcı Ortamda Kullanılan Teçhizat ve Koruyucu Sistemler ile İlgili Yönetmelik (2014/34/AB), published in the Resmî Gazete on 30 June 2016, number 29758, carries the same essential requirements, groups, categories and conformity assessment procedures as the European directive and uses CE as the conformity marking. The harmonised standards are adopted nationally as the TS EN 60079 series.

What is the price of an explosion proof mobile phone in Turkey?

There is no list price before launch, and we will not publish one while the certificate is outstanding. Pre-launch pricing is quoted in writing against a stated quantity, configuration and support scope, in the currency the contract uses, so a tender team can cite it. Evaluation units are placed under a trial agreement rather than sold.

Do we need anything beyond the ATEX certificate to bring it in?

Two things, and both are Turkish rather than European. Radio equipment requires type approval through BTK, and mobile handsets brought into the country fall under the device registration regime. Neither is a safety approval and neither changes the explosion protection evidence, but both take time, so they are arranged with the in-country partner rather than discovered at the border.

Will the documentation be in Turkish?

Yes. The manual, the safe-use instructions and the declaration of conformity are produced in Turkish alongside English, and Android 16 carries a Turkish interface. The declaration references the Turkish yönetmelik as well as the European directive, because an İSG specialist quoting a document into the patlamadan korunma dokümanı needs the national instrument named.

What exactly does our patlamadan korunma dokümanı need from a supplier?

The certificate reference, the equipment protection level, the full marking string, the gas group and the temperature class, in a form that can be quoted directly. The regulation published on 30 April 2013 makes that document the employer's responsibility under law 6331, and the labour inspectorate reads it, so the equipment selection reasoning has to rest on cited evidence rather than on a supplier description.

How does it handle Aegean and Mediterranean summer heat?

Ambient temperature is fixed by the certificate rather than by marketing. The device is designed to IP68 and a rugged build, and the certified range is published with the datasheet when the certificate is issued. If your classification drawings set a demanding surface temperature limit, send them and we will answer against the number.

How will repair and battery replacement work in Türkiye?

Through a recognised facility arranged with the Turkish partner, never on site and never in a general phone workshop, because opening an intrinsically safe device destroys the protection concept the certificate rests on. The service and battery route is defined as part of the launch programme and can be reviewed under a pre-launch agreement before it is published.
