SOCAR Türkiye is the Turkish business of Azerbaijan’s state oil company, and its Aliağa holdings are among the largest single hazardous-area estates in the country. The STAR refinery was inaugurated on 19 October 2018 after its foundation was laid in 2011, and was designed for 10 million tonnes of crude a year, about 214,000 barrels a day. The company now quotes a higher figure of 13 million tonnes, so ask which number a given drawing uses. Its units include a hydrocracker, a delayed coker and naphtha, kerosene and diesel hydrotreaters, and it makes diesel, jet fuel, naphtha, LPG, mixed xylene and petroleum coke. The refinery was built to feed the neighbouring petrochemical complex at Petkim, and the Aliağa terminal, with 200,000 m³ of oil storage and 45,000 m³ of LPG storage, handles the shipping. That integration means a single day’s round can cross refinery, tank farm and jetty without leaving the same operator’s boundary.
Aliağa is flat, coastal and busy. The first three conditions decide how long a handset lasts; the last decides whether anyone is allowed to carry one.
The refinery and terminal sit on the Aegean shore, so salt and heat arrive together. IP68 sealing is aimed at spray and wash-down, and the temperature range on the eventual certificate is what an instrument engineer will check against the area classification.
Coke handling puts a dust area close to hydrocarbon gas. The IS-04Z1 is designed for Zone 21 dust as well as Zone 1 gas under one certification programme, so crews are not issued two devices.
A round from the process area to the jetty is a long outdoor walk with no charger on it. The 4,000 mAh cell is sized to cover a full round, and four-constellation GNSS gives a coordinate for a defect on a pipe rack.
Construction, maintenance and service firms all carry phones of their own. Managing the IS-04Z1 through the operator’s existing Android Enterprise console lets the site apply one policy to handsets it issues.
An operator in a hydrotreater area photographs a weeping fitting, adds the position and sends it to the maintenance planner. The report lands in one system rather than a paper log.
A terminal operator at Aliağa works between tanks, transfer lines and the berth. Photographing a seal or reading a tag at the manifold avoids a second walk to confirm a number.
The naphtha and xylene movements to Petkim cross an operating boundary. A handset on both sides of it lets the two control rooms agree a status without a runner.
SOCAR Türkiye states that service providers must give their employees OHS-E training to receive identification cards and must take part in the company’s HSE training, including contractor induction.
