Explosion proof mobile phone for ExxonMobil in Singapore

ExxonMobil’s Singapore manufacturing complex joins a refinery at Jurong with the Singapore Chemical Plant on Jurong Island, so a single operator’s fence line takes in fuels, lube base stocks, a steam cracker and polymer finishing. This page is for the process, maintenance, WSH and IT people who decide what an explosion proof mobile phone in Singapore may be carried into that complex. The IS-04Z1 is pre-launch and no certificate has been issued. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

What an explosion proof mobile phone meets inside ExxonMobil’s Singapore complex

ExxonMobil describes its Singapore manufacturing as an integrated complex: crude comes into the Jurong refinery, and the chemical plant on Jurong Island takes feed from it and from imported streams. Two projects in the last few years changed what is on site. A new steam cracker was built that ExxonMobil describes as able to take feeds from light gases to crude oil, and the Singapore Resid Upgrade Project was announced to convert fuel oil into lube base stocks and lower-sulphur distillates. The hazards are not uniform. Refinery hydrocarbon vapour is mostly gas group IIA or IIB. Hydrogen, present at hydrotreating and in cracker service, is IIC, as is acetylene wherever a cracker’s acetylene removal system sits. Polymer finishing adds combustible powder and pellet dust, which is a Zone 21 or 22 question rather than a gas one. A handset for this complex has to be specified to the worst of those, not the average.

Operators and contractors

ExxonMobil Asia Pacific
Operates the Jurong refinery and the Singapore Chemical Plant on Jurong Island.
JTC Corporation
Landlord and estate manager for Jurong Island, so the island-wide rules sit above the plant rules.
EPC and fabrication contractors
Large project teams from the cracker and resid upgrade builds, now mostly replaced by maintenance contractors.
Turnaround specialists
Scaffolding, insulation, heat exchanger, valve and rotating equipment crews who arrive for a unit shutdown and leave after it.
Inspection and integrity firms
Thickness, corrosion and fixed equipment inspectors who spend whole shifts inside classified areas.

Classified units and areas

Crude and product tankage
Floating roof tanks, pump bays and manifolds around the refinery.
Crude distillation and conversion units
Hot hydrocarbon service, with hydrogen at the treating and upgrading units.
Steam cracker furnaces and recovery
Ethylene and hydrogen rich gas, with an acetylene hazard in the recovery train.
Polymer finishing and packaging
Powder, pellet and silo dust alongside residual hydrocarbon vapour.
Marine jetties
Crude, naphtha and product transfer, in the open and in the weather.
Utilities and flare systems
Steam, power and flare knock-out areas on the fringe of the process.
Built for local conditions

What this complex does to a handset

The area classification decides whether a device may be carried at all. After that the complex decides how long it lasts, and what the people holding it need from it.

Hydrogen means a gas group IIC device

A cracker and a hydrotreater both put hydrogen on the plot plan. A handset marked for IIB only is unusable in those areas, so the marking target for the IS-04Z1 is II 2 G Ex ib IIC T4. Your instrumentation engineer checks the temperature class on the certificate against the surface temperature each area allows.

Two shifts of rounds with nowhere to charge

Operators walk a unit in a loop and often cover several loops in a shift. Charging happens in a safe area, not at the unit, so the 4,000 mAh battery has to carry radio, camera and GNSS for the whole round pattern without a mid-shift swap.

Heat, humidity and sudden rain

Singapore has no cool season and heavy afternoon rain. IP68 sealing and rugged build are the design answer to wet, warm steel and washdown, with the certificate stating the permitted ambient range.

Turnaround crews who are not ExxonMobil staff

When a unit is shut down, the people working in it are mostly contractors on short permits. A handset that enrols in Android Enterprise and is managed from an existing MDM console can be issued, restricted to approved applications and wiped at the end of the job.

Approval is the operator’s decision, not ours

Any new electronic device is a change to the site, and an operator of this size will assess it through its own management of change and contractor safety processes. We do not claim a programme or a list; ask ExxonMobil’s procurement and HSE teams what they need from a supplier of Ex equipment, and we will answer against that.

Use cases · ExxonMobil Singapore

Where the IS-04Z1 goes to work at ExxonMobil Singapore

Operations01

Unit rounds on the refinery and cracker

An operator logs a reading, photographs a weeping flange and calls the control room from the same device. The photograph carries a position and time, so the next shift can find the exact flange rather than a description of it.

Maintenance02

Turnaround permits and isolations at the work front

On a shutdown, a supervisor checks an isolation, photographs the lock and passes the status to the coordination room without walking to a safe area first. The record stays tied to the person doing the check.

Inspection03

Fixed equipment and tank inspection

An inspector captures corrosion findings and location in the field, then uploads them from a safe area. Inspection teams are often contractors, so the handset can be enrolled for the length of the campaign and released afterwards.

Questions · ExxonMobil Singapore

Frequently asked questions

Which ExxonMobil Singapore areas need a gas group IIC device?

Wherever hydrogen is present in quantity, which includes hydroprocessing and parts of the cracker. Ask the site’s area classification drawings for the gas group by area. The IS-04Z1 marking target is IIC so that one device covers the IIC areas and the IIA and IIB ones around them.

Can contractors on a turnaround use one handset across several units?

That is a question for the site’s permit system rather than for the device. What the handset offers is Android Enterprise enrolment, so a contractor fleet can be configured, limited to approved applications and reset when the crew leaves.

Is there a polymer dust problem as well as a gas one?

Polymer finishing and silo areas can be classified for combustible dust, which is why the design target is Zone 21 alongside Zone 1. Which areas count is set by the operator’s own dust hazard assessment, not by a supplier.

Does SAMS have an arrangement with ExxonMobil?

No. This page describes what an ExxonMobil site would need from an explosion proof mobile phone and what the IS-04Z1 is designed for. It is not an endorsement, a pilot or a supply agreement, and certification is still in progress ahead of the Q4 2026 launch.
