Explosion proof mobile phone for Aster Chemicals and Energy in Singapore

Aster Chemicals and Energy operates the integrated refining and chemicals complex on Pulau Bukom and Jurong Island, where the island refinery, the cracker and the oxide, glycol and polyol units sit across two sites joined by pipeline and by boat. This page is for the HSE, operations and telecoms teams who must decide what explosion proof mobile phone in Singapore may be carried across that split. The IS-04Z1 is pre-launch and no certificate has been issued. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

An explosion proof mobile phone for Bukom and Jurong Island

The complex was long run by Shell, and press reports say the sale to a joint venture led by Chandra Asri with Glencore completed in April 2025, with the operating business now called Aster Chemicals and Energy. For the people on the plant none of that changes the geography. Pulau Bukom carries the refinery, tankage and jetties and is reached by launch from the mainland. Jurong Island carries the chemicals side, including the cracker and the units on Seraya and Merbau that make ethylene oxide, glycol, polyols and styrene. The two are tied by pipelines under the sea, so a feed problem on one island shows up as a work order on the other. That makes this one of the few Singapore complexes where a handset has to be useful at both ends of a boat trip. The mix of hazards is equally broad: refinery hydrocarbons, hydrogen at treating and cracking, ethylene oxide in the oxide train, and powder in the polymer and additive handling.

Sites and units

Pulau Bukom
Refinery, tank farms and jetties on an island reached by boat.
Jurong Island cracker
Ethylene and propylene production, with hydrogen rich gas in the recovery train.
Seraya and Merbau
Oxide, glycol, polyol and styrene units on Jurong Island, handling flammable liquids and reactive monomers.
Inter-island pipelines
Feed and product moves between Bukom and Jurong Island.
Jetties and tank farms
Marine transfer of crude, naphtha and products at both locations.

Gas groups and dust on these sites

Refinery hydrocarbons
Mostly IIA and IIB, with Zone 1 at pump seals, vents and sample points.
Hydrogen and acetylene
IIC. Present at hydroprocessing and in cracker service.
Ethylene oxide
IIB, and a toxic hazard on top of a flammable one.
Styrene and aromatic solvents
IIA liquids that behave differently from gases in tank and drum handling.
Polymer and additive powders
Combustible dust areas, classified under the Zone 21 and 22 system.
Offices and control rooms
Outside the classified boundary, where chargers and stock belong.
Built for local conditions

What a two-island complex does to a handset

The boat is the point. Almost everything that is awkward about equipment at this complex comes from the fact that the device you left on the other island is not a short walk away.

A forgotten handset costs a launch trip

A crew crossing to Bukom takes what it needs for the shift. A single device that does the call, the photograph, the position fix and the permit lookup means fewer items to forget, and fewer trips back to collect them.

A shift on one charge

A 4,000 mAh battery is specified to last a whole round with the radio, camera and GNSS in use. Charging stays in the safe area at the jetty or the control building.

Marine weather and washdown

Spray, rain and wet deck are routine at the jetties. IP68 sealing and rugged build suit that, and the certificate states the ambient range that the marking is valid for.

Four-constellation GNSS on a flat island

Reporting a leak on a tank farm or along a pipe rack by position rather than description helps when the visible landmarks are all tanks that look alike. The 50 MP camera attaches the photograph.

Approval depends on the operator

Aster’s own procurement and HSE teams decide what an equipment supplier must show before a device enters a unit. We have not been through any such process and do not claim a listing; ask them for their requirements and we will answer against them.

Use cases · Aster Chemicals and Energy

Where the IS-04Z1 goes to work at Bukom and Jurong Island

Refining01

Bukom rounds and tank farm checks

An operator on a tank farm round records levels and photographs a valve line-up, with a position stamp, and sends it before reaching the shore. The round sheet and the camera become one device.

Turnaround02

Shutdown work across both islands

A turnaround crew crossing by boat carries a managed handset enrolled for the job, with the permit list and site contacts loaded. At the end of the campaign the console wipes it.

Chemicals03

Oxide, glycol and polyol units

In a unit with a flammable and toxic hazard together, a process technician needs to report a finding without handing a device to anyone outside the area. A handset that stays in the pocket keeps the report at the point of work.

Questions · Aster Chemicals and Energy

Frequently asked questions

Is the page saying that Aster has chosen the IS-04Z1?

No. It describes the conditions on the complex and what the device is designed for. There is no pilot, agreement or customer relationship with Aster, and certification is in progress ahead of the Q4 2026 launch.

Does ethylene oxide need a gas group IIC device?

No. Ethylene oxide is a group IIB gas. Hydrogen and acetylene are the IIC gases that matter on this kind of complex, so the marking target is IIC to cover all of them with one device.

Can one handset work on both Bukom and Jurong Island?

The Ex marking is not tied to an island, but each unit has its own area classification and permit system. The device suits a fleet that travels, and the site decides which areas it is accepted in.

Who services a device that is damaged on the island?

A certified handset cannot be opened by a general repair shop without invalidating the certificate. Service is planned to run through SAMS and a Singapore partner, and the arrangement is still being defined.
