Explosion proof mobile phone for KNPC refineries

KNPC runs Kuwait's refineries at Mina Al-Ahmadi, Mina Abdullah and Al-Zour. This page is for the HSE, telecoms and turnaround teams deciding which explosion proof mobile phone in Kuwait can be carried into a unit, onto a sea island or along an LNG jetty. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Three refineries and an LNG terminal under one company

Kuwait National Petroleum Company operates Mina Al-Ahmadi, rated at 346,000 barrels a day, and Mina Abdullah at 454,000. The Clean Fuels Project tied the two into a single complex of about 800,000 barrels a day. The old Shuaiba refinery closed on 31 March 2017 and survives as storage. Al-Zour, at 615,000 barrels a day, joined KNPC when the Oil Minister marked the completion of the KIPIC merger on 1 July 2026, as reported by Kuwait Times and other outlets, which put KNPC's refining capacity at about 1.4 million barrels a day and its workforce above 7,650. Confirm the legal entity on your own vendor documents with KNPC. For a handset the practical effect is that three very different sites, one of them barely out of commissioning, now sit under one telecoms and HSE policy.

Companies on the KNPC sites

Kuwait National Petroleum Company
Operates the three refineries, the former KIPIC LNG import terminal and fuel marketing.
Kuwait Petroleum Corporation
State parent whose 2040 strategy the merger was presented as serving.
Kuwait Oil Tanker Company
Lifts refined products and crude from the berths.
Fluor
Programme and construction management on the Clean Fuels Project.
Petrofac
International contractor on Kuwaiti refinery and gas scopes.
HEISCO
Kuwaiti contractor on maintenance, plant and marine work.

Classified areas across the three sites

Crude and vacuum distillation
Hot hydrocarbon at every flange; Zone 1 and Zone 2 gas.
Hydrocracker, desulphurisation and hydrogen plants
High pressure hydrogen, so gas group IIC governs.
Delayed coker
Gas classification plus coke cutting and conveying dust.
Sulphur recovery and amine units
Sour gas handling and molten sulphur storage.
Tank farms and spheres
Floating and fixed roof tankage inside bunded, classified surroundings.
Mina Abdullah sea island
Berths 18 and 19, reached over water.
Al-Zour LNG terminal
Eight 225,000 cubic metre tanks and two marine jetties handling methane.
Built for local conditions

What a three-site refining company asks of one handset

KNPC is not one plant with one rulebook. These are the conditions that decide whether a single device specification can serve all three sites.

Turnarounds that triple the headcount

A refinery turnaround brings in several times the running headcount, each crew needing a permit, a drawing and a route to the control room. The IS-04Z1 is designed to carry the permit application, the site directory and the camera on one enrolled handset, so a contractor signs out one device instead of three.

Hydrogen and sour service at Mina Abdullah and Mina Al-Ahmadi

Hydroprocessing puts group IIC gas into the conversion units. The ATEX marking target is II 2 G Ex ib IIC T4, which is the combination an instrumentation engineer checks first, and certification is still in progress ahead of the Q4 2026 launch.

A newly merged estate of devices and consoles

A merger inherits two sets of handsets, enrolment profiles and permit applications. Android Enterprise management means the IS-04Z1 enrols into whichever MDM console the telecoms group has settled on, rather than introducing another one.

Salt, heat and long walks

Coastal sites add airborne salt and humidity to Kuwaiti summer heat. IP68 sealing and a 4,000 mAh cell are the specification points, with four-constellation GNSS to fix a position on a large site where one flange looks like the next.

Use cases · KNPC

Where the IS-04Z1 explosion proof mobile phone goes to work.

Turnaround01

Permit traffic at Mina Al-Ahmadi

During a shutdown the permit office is the bottleneck. A handset carrying the permit application, isolation list and directory gives the issuing authority a timestamped record of who was told what and spares the crew a walk to the safe area.

Marine02

Jetty and sea island transfers

A loading master at Mina Abdullah's berths or on an Al-Zour jetty works with ship, tank farm and terminal at once, outdoors. NFC tag reads, photographs of the connection and a call to the control room run from one device designed for Zone 1.

Inspection03

Tank farm and pipe rack inspection rounds

Inspectors photograph corrosion under insulation, log a position and raise a work request from the rack itself. The 50 MP camera is only acceptable where the site's photography rules allow, which the MDM console can enforce centrally.

What KNPC teams will ask for

Approval at KNPC takes two separate tracks

National conformity and the operator's own review run on different timelines. We have not verified any KNPC programme names, so the list below is what to ask for rather than a description of a process.

Certificate basis
An IECEx Certificate of Conformity once issued, with the full marking string and temperature class.
National conformity
The KUCAS Technical Evaluation and Inspection Reports for imports, plus CITRA type approval for the radio.
Operator review
Ask KNPC's procurement, HSE and telecoms teams what vendor registration and engineering review a new handset needs, and whether a registered Kuwaiti agent is expected.
Safe-area first
Evaluation units go into safe areas for handling and enrolment trials; classified-area use waits for the certificate.
Questions · KNPC

Frequently asked questions

Has KIPIC been merged into KNPC?

Kuwaiti and regional press reported the completion on 1 July 2026, quoting the Oil Minister, with the Al-Zour refinery and LNG terminal moving under KNPC. We have not seen the company's own filing, so check the entity name that will appear on your vendor registration.

Is the IS-04Z1 approved for KNPC refineries?

No. It is pre-launch and no certificate has been issued. National conformity and KNPC's own engineering review both come after the IECEx certificate exists.

Can contractors bring their own handsets into a turnaround?

That is a decision for KNPC's HSE and telecoms teams, and the answer on most sites is that any device in a classified area needs a certificate matching the zone. An enrolled, certified unit issued to the crew avoids arguing about each handset at the gate.

Does it cover the LNG terminal as well as the refineries?

The design target is Zone 1 gas group IIC, which includes the methane at an LNG terminal as well as hydrogen in a hydrocracker. Cryogenic and marine areas are still checked against your own area classification drawings.
