Explosion proof mobile phone for SK Energy, Ulsan

Ulsan is where South Korea's refining industry began, and SK Energy's complex there is the oldest large refinery site in the country. An explosion proof mobile phone for South Korea has to cope with a plant built in phases across six decades. This page is for the HSE, instrumentation and telecoms teams who decide what is allowed into the classified areas at Ulsan. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Explosion proof mobile phone for SK Energy at the Ulsan complex, South Korea

SK Energy's Ulsan refinery began operating in 1964 and, according to trade press, is a coking refinery of around 840,000 barrels a day. SK Innovation describes the Ulsan Complex as a shared site for SK Energy, SK Geo Centric and SK Lubricants, so a single fence carries fuels, chemicals and lubricant base oils. Crude units, residue fluid catalytic cracking, coking, desulphurisation and hydrogen-bearing treating loops are the units press reports mention. Hydrocarbon gas and vapour drive the area classification, with hydrogen sulphide and benzene adding toxicity concerns that a flammable-gas detector does not cover. Because the plant was extended in stages, classification drawings reflect different construction eras, and the practical question for a handset is whether one rating can be used across all of them.

Who is on the site

SK Energy operations
Refinery operators, shift supervisors, inspection and instrument technicians.
SK Geo Centric and SK Lubricants
Affiliates on the same Ulsan Complex, each with its own units.
Turnaround contractors
Maintenance and inspection firms supporting unit shutdowns of several weeks.
Visiting engineers
Licensors, vendors and inspectors attending specific units.

Areas that matter to a handset

Crude units
Hydrocarbon gas and hot surfaces, with many tall structures.
Residue cracking and coking
Heavy, hot service with high temperatures and fouled equipment.
Hydrotreaters and desulphurisation
Hydrogen under pressure; IIC is the design gas group.
Lubricant base-oil units
Process units belonging to the lubricants business.
Tank farms and berths
Open-air Zone 1 and 2 areas with long distances.
Why it fits

What a six-decade-old site asks of a Zone 1 handset

Five points that matter on an old, large and continuously operating complex.

Mixed-vintage classification drawings

Parts of Ulsan were built in the 1960s and parts far more recently. A handset with a Zone 1 design target, II 2 G Ex ib IIC T4, is intended to be usable across all of them, subject to the final certificate scope and the site's own drawings.

Heat near cracking and coking units

Surfaces on residue and coking units run hot. The T4 target, a maximum surface temperature of 135 degrees Celsius, is a figure the instrument engineer compares with the temperature class permitted for each area.

Humid summers, bitter winters

Ulsan sees humid summers and cold winters. IP68 sealing and rugged build are specified for the whole range, and the 4,000 mAh battery for a long outdoor round.

A long inspection tradition

Sixty years of operation means a long inspection history. The 50 MP camera with a GNSS position makes a digital record of a defect easy to attach to an existing work order.

Group-wide device management

A site this size already has a device estate to manage. EMM and MDM enrolment through Android Enterprise lets the operator treat the IS-04Z1 as another managed Android device with its own camera policy.

How work is organised

Unit shutdowns, rotas and contractor volume

Ulsan runs continuously, and individual units come down for planned maintenance in turn rather than the whole site at once. Trade press has reported turnarounds of individual crude and cracker units lasting around forty days, with extra contractor staff working around the unit. Operators work shift rotas with fixed rounds, and the permit office controls anything that changes the hazard. A handset therefore needs two behaviours: unattended reliability through a long round, and fast enrolment and retirement during a shutdown that brings people in on short contracts.

Operations01

Crude and cracker rounds

An outside operator walks a unit, photographs a seeping flange and sends the photograph and position to the board operator without leaving the area.

Shutdown02

Planned unit turnaround

A contractor supervisor receives enrolled devices with the permit app, then returns them for wipe and reissue as the crews rotate through.

Inspection03

Tank and vessel inspection

An inspector records a reading, a photo and a position against an equipment tag, ready for the report the same day.

Approvals and access

What an operator of this size will ask a supplier for

SK Energy's equipment-approval process is internal and we do not describe it beyond what is generally true. ask the operator's procurement and HSE teams for its requirements in writing before any evaluation. The usual items for a Korean refinery are below.

Certificate
IECEx Certificate of Conformity, in progress and not issued.
Korean position
KOSHA recognition and KC radio approval, both in progress.
Operator listing
Entry on the operator's equipment list, which follows certification.
Supply route
A Korea-registered partner able to hold the documents.
Questions · SK Energy

Frequently asked questions

Is the IS-04Z1 certified for use at SK Energy sites yet?

No. The device is pre-launch and certification is in progress ahead of the Q4 2026 launch. No evaluation, listing or order exists at SK Energy.

Does the SK Group structure affect vendor evaluation?

Group relationships may be relevant context, but the Ulsan site has its own engineering and HSE review and its own approved-equipment arrangements.

Can one handset cover areas built decades apart?

That is the design intent for a Zone 1 gas device, but the answer for any particular area comes from its classification drawing and the final certificate scope. Send us the drawing and we will say plainly.

Is SK Energy the same company as S-Oil?

No. Both operate in the Ulsan area but they are separate companies with different owners and separate approval processes.
