Operators and contractors such as QatarEnergy, QatarEnergy LNG and North Oil Company need an explosion proof mobile phone they can carry into classified areas at Ras Laffan Industrial City, Mesaieed Industrial Area and North Field. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

On the product side, conformity for goods entering Qatar is administered by the Ministry of Commerce and Industry through the national standards and metrology organisation, which requires regulated imports to arrive with a conformity certificate from an accepted body. Radio equipment is separate again: the Communications Regulatory Authority operates type approval through its e-Spectrum system, and the application is made by a licensed representative in Qatar. Underneath both sits the IECEx Certificate of Conformity, the document a hazardous-area engineer actually reads. None of them is issued yet.
The commercial gate is Tawteen. QatarEnergy’s In-Country Value programme scores suppliers and contractors on their local contribution and feeds that score into bid evaluation across the energy sector, so a supplier without an ICV scorecard is at a disadvantage before the technical evaluation begins. Alongside that, the Civil Defence Department under the Ministry of Interior governs fire and life safety at the facility, and the Ministry of Environment and Climate Change holds the environmental permits. Neither approves a handset, but both shape the site rules it has to live inside.

Evaluation units will be offered to Qatari operators and contractors for handling, glove and enterprise-management trials in safe areas, moving into classified-area pilots once the certificate is issued.
Tawteen scoring makes a locally registered supplier the practical route for volume, and we are appointing on that basis. Evaluation quantities can be supplied directly until the channel is in place.

That approval is QatarEnergy’s to give and it follows the certificates rather than preceding them. The IECEx certificate is the evidence their engineering review works from, and registration with a Tawteen ICV score is the commercial half.
