Explosion proof mobile phone for INEOS Project ONE, Antwerp

Searching for an explosion proof mobile phone for INEOS Project ONE in Belgium? Project ONE is a new ethane cracker at Lillo in the Port of Antwerp-Bruges, designed by INEOS for 1.45 million tonnes of ethylene a year from imported US ethane. It is still being built, so this page is for the HSE, commissioning and procurement teams planning for the day it becomes a classified process plant. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

What happens to a construction site when it becomes a process plant

INEOS has described a project of about 5 billion euros on the left bank at Lillo. The cracker furnaces were installed during 2025 and trade press has reported long-delayed deliveries of major modular equipment, with one outlet reporting that INEOS now plans a 2027 start-up. We have not seen an official date, so the timing here should be taken from INEOS. What matters for a handset is the sequence, which is the same on any new cracker: construction, mechanical completion, then commissioning, then the introduction of hydrocarbons, system by system.

Until hydrocarbons are introduced a system is not classified in the way an operating plant is, and the site runs on construction safety rules. Once ethane and other flammable gases enter it, areas become Zone 1 and Zone 2 gas atmospheres, and ethylene, ethane and hydrogen-rich streams make group IIC the planning target. Those who work through that period know the awkward moment: the same people, with the same phone, are suddenly standing in a classified area. Planning the equipment before that moment is the point of this page.

Facts and phases

Project ONE at a glance

Project facts

INEOS Project ONE
Ethane cracker at Lillo in the Port of Antwerp-Bruges, on the left bank of the Scheldt.
Design capacity
1.45 million tonnes of ethylene a year, as stated by INEOS.
Feedstock
Ethane imported by ship from US shale gas production.
Status
Under construction; start-up timing reported in the press as 2027, to be confirmed with INEOS.

Phases and what applies

Construction
Large workforce; construction safety and hot work rules; no process classification yet in the new areas.
Mechanical completion
Systems handed over one by one; walkdowns, punch lists and inspection.
Commissioning
Nitrogen, then utilities, then hydrocarbons; areas are reclassified as they go live.
Operation
Zone 1 and 2 gas areas across cracker, separation and ethane handling.
Built for local conditions

What a start-up does to a explosion proof mobile phone in Belgium

Thousands of people, short permits

At the peak of construction a very large workforce is on the site. Contractor crews arrive, work to a permit and leave, so enrolling and wiping devices quickly matters more than any single feature. Managing units from an existing MDM console, with application lists locked, is how that is done.

Walkdowns generate photographs

Mechanical completion produces thousands of punch-list items. The 50 MP camera and four-constellation GNSS make a located photograph the record of an item, and a device that can go where the walkdown goes saves a return to the safe area.

Hydrogen and cold light gases

A cracker concentrates hydrogen, ethylene and methane streams. The IS-04Z1 is designed for group IIC at T4 so that it does not have to be replaced when the areas are classified.

A new site inside a busy cluster

Project ONE adds to the existing contractor traffic of the Antwerp cluster. Dutch-language documentation and a managed profile suit workers who also visit neighbouring sites.

Use cases · INEOS Project ONE

Where the IS-04Z1 goes to work.

Construction01

Walkdowns and punch lists

Inspection teams record items against a system, with a photograph and a position, and close them as the work is completed.

Commissioning02

Introduction of hydrocarbons

As a system goes live, the permit regime changes. A handset designed for Zone 1 stays with the crew through the change.

Operations03

First year of operation

The operations team takes over rounds, readings and reporting, in areas that are now classified in full.

Approval and access

What INEOS and its contractors may ask for

We do not claim any relationship with INEOS or its contractors. An owner of a new plant sets equipment requirements through the project specification, and the selection of portable electrical equipment follows the explosion safety document written for the commissioned plant. Ask the project's procurement and HSE teams what they require, and whether a trial can be run under the site's permit rules. Certification of the IS-04Z1 to ATEX 2014/34/EU is in progress ahead of the Q4 2026 launch, and no unit will be supplied for a classified area before the certificate covering that use exists.

Questions · INEOS Project ONE

Frequently asked questions

Is the IS-04Z1 certified for use at Project ONE yet?

No. The device is pre-launch and ATEX certification is in progress ahead of the Q4 2026 launch. Project ONE is itself still under construction.

Does a construction site need an explosion proof phone?

Not in areas that are not classified. A handset for Zone 1 is useful where classified areas exist or are about to, in commissioning, and in adjacent operating plants. The permit and the site rules decide.

When will the cracker start up?

We do not know. Trade press has reported a planned 2027 start-up after equipment delays, and the date should be taken from INEOS.

Is INEOS the same company as the other Antwerp operators?

No. See the pages on BASF Antwerpen and TotalEnergies Antwerp for those sites, which are separate companies with separate procurement.
