Where it works in Belgium

Almost everything classified in Belgium sits inside the Port of Antwerp-Bruges. The chemical cluster there covers roughly forty square kilometres and is the second largest petrochemical concentration in the world after Houston, with several steam crackers, two large refineries and more than thirty oil and chemical companies inside one perimeter. Zeebrugge adds LNG import and gas interconnection, Ghent adds the canal zone, and Wallonia keeps a second tier of platforms in Hainaut and the Sambre valley.

Operators and contractors such as BASF Antwerpen, TotalEnergies and ExxonMobil need an explosion proof mobile phone they can carry into classified areas at Antwerp right bank, Antwerp left bank and Zeebrugge. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

Built for local conditions

Built for Belgian site conditions

Each point below answers something the Antwerp cluster does to a handset, rather than something that photographs well on a specification sheet.

For evaluators in Belgium, the IS-04Z1 explosion proof mobile phone is designed around these points: One device across two zone types; Cracker start-ups and hydrogen chemistry; North Sea weather and wash-down; Photography rules at the poort; Dutch and French from the same stock; A turnaround shift, not an office day.

Battery4,000 mAh

One device across two zone types

The gas marking target is II 2 G Ex ib IIC T4, and Zone 21 dust protection belongs to the same certification programme. Polymer and specialty production here regularly puts a solvent area and a powder area inside one fence line, and swapping handsets at that boundary is how devices get left behind.

Cracker start-ups and hydrogen chemistry

Group IIC is the target because IIC is the group that includes hydrogen. Steam crackers, industrial gas networks and the new capacity going up on the left bank all make that the sensible planning assumption rather than an optional extra.

North Sea weather and wash-down

A device on a jetty at Zeebrugge or on the Scheldelaan lives with driven rain, salt air and cleaning, not fine dust. IP68 sealing and rugged build are aimed at exactly that duty cycle.

Photography rules at the poort

Camera control is why ordinary phones are refused at the gate on Seveso sites here. Android 16 with EMM and MDM lets the camera, location services and the application list be set centrally, so what a site permits can be demonstrated during evaluation instead of promised in a meeting.

Dutch and French from the same stock

Android 16 carries both interface languages, and the manual, safe-use instructions and declaration of conformity are produced in Dutch and French. A Flemish site and a Walloon site can be supplied from one pool without a documentation problem.

A turnaround shift, not an office day

The 4,000 mAh cell is sized for a full stop shift with the camera and a work order application open. There is no charging point inside a classified area, and walking out to reach one costs more than the battery.

Approvals in Belgium

Certification programme ahead of Q4 2026 launch.

ATEX is the whole product-side requirement and Belgium adds no national scheme behind it. What Belgium does add is a language rule and a shared inspectorate: instructions have to reach the worker in the language of the region, and a Seveso site is visited by federal and regional inspectors together rather than one at a time.

What your HSE and procurement teams will ask for.

The product side is short. ATEX 2014/34/EU was brought into Belgian law by the royal decree of 21 April 2016, which replaced the 1999 text outright, so a notified body certificate plus the CE marking and the EU declaration of conformity are the complete requirement and there is no separate Belgian approval to chase afterwards. The radio side runs under the Radio Equipment Directive with market surveillance by BIPT, the Belgian telecommunications regulator. The one genuinely Belgian condition is linguistic. Information that reaches a worker has to be in the language of the region where the work happens, which in practice means Dutch for Flanders, French for Wallonia and both for Brussels-Capital. Supplying an Antwerp site and a Hainaut site from the same box therefore means carrying two sets of instructions, not one.

The obligations that decide what you buy sit with the employer. Directive 1999/92/EC was transposed by the royal decree of 26 March 2003 and has since been folded into Book III, Title 4 of the Codex over het welzijn op het werk, made under the welfare at work law of 4 August 1996. That is where the explosion safety document, the zoning and the equipment selection reasoning live, and it is what the Federal Public Service Employment, Labour and Social Dialogue inspects. On major hazard sites there is a second layer that is unusual in Europe. The cooperation agreement of 16 February 2016 between the federal state, Flanders, Wallonia and Brussels-Capital put the Seveso duties into one instrument and, more importantly for a buyer, into one visit: each region has an inspection team of regional and federal inspectors who go in together and read the same equipment file. A device that is convincing to the labour inspector and vague to the environmental one does not survive that.

Use cases · Belgium

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Belgium includes: A shift on the Scheldelaan; Building a cracker inside a live cluster; Jetty work at Zeebrugge and in the docks; Solvent and powder rooms in the Kempen.

Petrochemicals01

A shift on the Scheldelaan

The right bank chemical belt runs plant after plant along one road, with the control room a long walk from the unit. A Zone 1 handset lets an operator log a reading, photograph a leaking gland and reach the site emergency number without leaving the area to do any of it.

Construction and commissioning02

Building a cracker inside a live cluster

Major construction on the left bank puts thousands of people on a site surrounded by operating plants, where areas become classified progressively as systems are commissioned. Equipment that is already suitable for Zone 1 saves the discipline break that happens when a construction site quietly turns into a process plant.

Tank storage and LNG03

Jetty work at Zeebrugge and in the docks

Loading and discharge run to a vessel schedule in vapour zones, often with one operator on the line. Carrying the check-in, the camera and the call to the jetty control room on one intrinsically safe device removes the choice between doing the job and recording it.

Pharmaceuticals04

Solvent and powder rooms in the Kempen

Fine chemical and pharmaceutical plants at Geel, Mol and Tessenderlo put a Zone 1 solvent area and a Zone 21 dust area a few metres apart. One device covering both ends the routine of leaving a phone at one door and collecting another at the next.

How to buy · Belgium

How to evaluate and buy in Belgium

The device has not launched, so none of this needs a purchase order. The sequence below lets your internal approval and our certification run alongside each other rather than one behind the other.

  1. 01

Send the zoning and the language

Give us the zones, the gas group and the temperature class from your explosion safety document, how many users you expect, and whether the documentation has to be Dutch, French or both. Enquiries go to SAMS Mobile at info@sams-mobile.com.

  2. 02

Take the datasheet and certificate schedule

You receive the specification, the target marking string and a written status for each certification in progress, which is enough to draft the equipment selection reasoning while the certificate is still being issued.

  3. 03

Put a unit through a real week

Evaluation units go to Belgian operators and contractors under a trial agreement. A useful Belgian trial covers enrolment in your own console, the camera policy your gate enforces, wash-down and a full shift in the plant.

  4. 04

    Agree the supply route

On completion of certification, supply runs through a Benelux distribution partner or direct where a customer prefers it, with Dutch and French documentation in the box. Pre-launch pricing is quoted on request against a stated quantity and configuration.

Questions · Belgium

Frequently asked questions

Asking about a site in Belgium?

Send your site, zone and gas group, and we will answer for your plant rather than in general.

Ask about Belgium →
Is the IS-04Z1 already ATEX certified?

No. It is designed to ATEX 2014/34/EU for Zone 1 and Zone 21, and certification is in progress. Launch is planned for Q4 2026, and no unit is supplied for use in a classified area before the certificate covering that use exists.

What does an ATEX phone cost in Belgium?

There is no list price before launch, and a firm price quoted for an uncertified hazardous area device should worry any buyer. Pre-launch pricing is given against a defined quantity, configuration and support scope, and it follows the certificate rather than an order date. Evaluation units are placed under a trial agreement rather than sold.

Does Belgium require a national approval on top of ATEX?

No. The royal decree of 21 April 2016 brought ATEX 2014/34/EU into Belgian law and repealed the older text, so a notified body certificate and the CE marking are the whole product-side requirement. What Belgium adds is procedural: documentation in the language of the region, and a Seveso inspection carried out jointly by federal and regional inspectors.

Will the documentation be in Dutch and in French?

Yes. The manual, the safe-use instructions and the declaration of conformity are produced in both, because a Flemish plant and a Walloon plant have different language obligations and most groups here operate on both sides of the line. Android 16 carries both interface languages as well.

Is this a flameproof mobile or an intrinsically safe one?

Intrinsically safe. Flameproof, the Ex d concept, contains an explosion inside a heavy enclosure. Intrinsic safety, Ex ib, limits the energy in the circuit so ignition cannot start. People searching for a flameproof mobile almost always mean a phone for a Zone 1 area, and for something carried all shift the Ex ib route is what produces a usable handset.

Does the target cover hydrogen atmospheres?

Group IIC is the target, and IIC is the group that includes hydrogen. That matters in Antwerp specifically, where industrial gas networks, cracker chemistry and new low-carbon projects are all pushing the same way, and handheld equipment that stops at IIB tends to be replaced early.

Can contractors use it across several sites in the cluster?

That is the intended pattern. A device with a single certificate reference and a single marking string can be written into more than one operator's equipment file, and a locked-down MDM profile is what lets it through a second gate. The trial agreement is deliberately written so contractors can test that across the companies they actually serve.

How will repair and battery replacement work here?

Through a controlled route, because work on an intrinsically safe device has to be carried out by a recognised facility for the certification to remain valid. A Benelux service arrangement is part of the launch programme, and the terms can be reviewed under a pre-launch agreement before they are published.
