Explosion proof phone for Portugal, Sines to Estarreja Zone 1

The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, aimed at the refining and polymer complex at Sines, the chemical plants at Estarreja and the pulp, cement and mining sites in between. It is pre-launch: ATEX certification is running now, and Portuguese teams can read the evidence and test a unit while it does.

Where it works in Portugal

Sines dominates. Galp's refinery there processes around 220,000 barrels a day and is the only refinery left in the country, since the Matosinhos plant stopped refining in 2021 and now serves as storage and logistics. Beside it Repsol Polímeros runs a polymer complex that has just been expanded with two new units for linear polyethylene and polypropylene, and the deepwater port has become the landing point for the country's LNG imports as well as for a wave of green hydrogen and data campus investment on the former coal power station site. North of that, Estarreja is the chemical town, and the centre and interior hold the mills where dust, not vapour, defines the zone.

Operators and contractors such as Galp, Repsol Polímeros and Bondalti need an explosion proof mobile phone they can carry into classified areas at Sines, ZILS Alentejo and Estarreja. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

Built for local conditions

Built for Portuguese site conditions

The Portuguese profile is different from the northern European one. There is more dust and less solvent, more Atlantic weather and fewer people per site, and far more distance between a plant and anyone who can service its equipment.

For evaluators in Portugal, the IS-04Z1 explosion proof mobile phone is designed around these points: Zone 21 is not the afterthought here; Atlantic weather and wash-down; Large sites, small crews; One charge, one shift; Portuguese on the screen and in the file; A service route that is actually reachable.

Zone 21 is not the afterthought here

Dust protection for Zone 21 belongs to the same certification programme as the gas marking. In pulp, cement and mineral processing the powder area is the plant, not a corner of it, and a device certified only for gas is the wrong tool on most Portuguese sites outside Sines.

Atlantic weather and wash-down

Salt air on the coast, heavy winter rain and routine pressure washing are the conditions a handset actually meets. IP68 sealing and rugged build are aimed at that, not at a desk.

Large sites, small crews

4G LTE, Wi-Fi and four-constellation GNSS keep a position and a connection across a refinery, a jetty and the ground between them. On a plant run by a lean team, a lone worker check-in that actually reports is worth more than a longer feature list.

One charge, one shift

The 4,000 mAh cell is sized for a full shift with the camera and a work order application open. There is no charging point inside a classified area, and at Sines the walk out to find one is measured in kilometres.

Portuguese on the screen and in the file

Android 16 carries a Portuguese interface, and the manual, safe-use instructions and declaration of conformity are produced in Portuguese alongside English. Information reaching a worker is expected in Portuguese, so it is planned into the launch.

A service route that is actually reachable

Work on an intrinsically safe device has to be done by a recognised facility or the certification lapses. In a market this size that is a real specification item, which is why an Iberian service arrangement is part of the launch programme rather than something arranged later.

Approvals in Portugal

Certification programme ahead of Q4 2026 launch.

ATEX 2014/34/EU is the whole product-side requirement, transposed by Decreto-Lei 111-C/2017, and nothing Portuguese follows it. What matters here instead is proximity: in a market this size the questions that decide a purchase are who holds the documentation in Portuguese and how far a device has to travel to be repaired without voiding its certification.

What your HSE and procurement teams will ask for.

The product route is short. ATEX 2014/34/EU was transposed by Decreto-Lei 111-C/2017, which replaced the older Portuguese text, so a notified body certificate, the CE marking and the EU declaration of conformity are the complete product-side requirement and there is no Portuguese approval to obtain afterwards. Radio conformity runs under the Radio Equipment Directive, supervised in Portugal by ANACOM. The practical local condition is language: information that reaches a user is expected in Portuguese, which means the manual, the safe-use instructions and the declaration of conformity, not just a translated brochure page.

The obligations that decide what you buy sit with the employer. Decreto-Lei 236/2003 transposes Directive 1999/92/EC and requires the explosion protection document, together with the classification of the areas and the reasoning for the equipment chosen for each one. The Autoridade para as Condições do Trabalho, the ACT, is the inspectorate that reads it, and it inspects against the general health and safety framework as well as the specific decree. On upper tier sites Decreto-Lei 150/2015 applies the Seveso III regime, administered with the Agência Portuguesa do Ambiente, which is where the tightest controls on ignition sources and photography usually come from. None of this creates a national equipment scheme. It creates a file, and the certificate number, the marking string and the temperature class are what that file wants from a supplier.

Use cases · Portugal

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Portugal includes: One complex, several licences, at Sines; Powder handling at a mill in the centre; Underground and surface at Neves-Corvo; New classified areas behind the port.

Refining and polymers01

One complex, several licences, at Sines

The Sines site puts a refinery, a polymer complex and an LNG terminal within a few kilometres of each other, with contractors moving between them. A handset that holds a single certificate reference and a locked-down profile can be written into more than one operator's equipment file instead of being replaced at every fence.

Pulp and paper02

Powder handling at a mill in the centre

A pulp mill has dust areas, chemical recovery and a fuel farm on the same site, and the classification that matters most is Zone 21. One device covering dust and gas ends the practice of leaving a phone at the door of the powder building and picking up a radio instead.

Mining and minerals03

Underground and surface at Neves-Corvo

Mineral processing generates dust zones above ground and a communication problem below it. A rugged handset with four-constellation positioning and a battery sized for a full shift is a practical answer for surveying, inspection and shift reporting where the office is a long way from the face.

Gas and hydrogen04

New classified areas behind the port

Regasification, green hydrogen projects and the industrial estate growing around the Sines port are producing classified areas run by small commissioning teams. Group IIC is the target for exactly that reason, because IIC is the group that includes hydrogen and equipment stopping at IIB dates quickly on a site like this.

How to buy · Portugal

How to evaluate and buy in Portugal

None of this needs a purchase order, because the device has not launched. The sequence below is designed so a small team can do the internal work in parallel with the certification rather than after it.

  1. 01

    Send the classification

Give us the zones, whether the dominant hazard is gas or dust, the temperature class and the number of users. If your site is mainly Zone 21, say so, because it changes what we send you first. Enquiries go to SAMS Mobile at info@sams-mobile.com.

  2. 02

Take the datasheet and certificate schedule

You receive the specification, the target marking string and a written status for each certification in progress, which is enough to draft the equipment selection reasoning in your explosion protection document.

  3. 03

Put a unit through a real week

Evaluation units go to Portuguese operators and contractors under a trial agreement. A useful trial here covers a dusty building, a wash-down cycle, enrolment in your own console and a full shift on one charge.

  4. 04

Agree the supply and service route

On completion of certification, supply runs through an Iberian distribution partner or direct where a customer prefers it, with Portuguese documentation in the box and a named repair route. Pre-launch pricing is quoted on request against a stated quantity and configuration.

Questions · Portugal

Frequently asked questions

Asking about a site in Portugal?

Send your site, zone and gas group, and we will answer for your plant rather than in general.

Ask about Portugal →
Is the IS-04Z1 already ATEX certified?

No. It is designed to ATEX 2014/34/EU for Zone 1 and Zone 21 and certification is in progress. Launch is planned for Q4 2026, and no unit is supplied for use in a classified area before the certificate covering that use exists.

How much does an ATEX phone cost in Portugal?

No list price is published before launch. Pre-launch pricing is given against a defined quantity, configuration and support scope, and it follows the certificate rather than an order date. A firm price quoted today for an uncertified hazardous area device is a price for something that is not yet a certified product.

Does Portugal require anything national on top of ATEX?

No second approval. Decreto-Lei 111-C/2017 transposed ATEX 2014/34/EU, so a notified body certificate and the CE marking are the whole product-side requirement. What Portuguese practice adds is documentation in Portuguese and an explosion protection document under Decreto-Lei 236/2003 that the ACT can read.

Our hazard is dust, not gas. Does that change anything?

It changes what you should ask for first. Zone 21 dust protection is part of the same certification programme as the gas marking, and for pulp, cement and mineral processing sites the dust certification is the one that decides whether the device is usable at all. Tell us that at the enquiry stage and the documentation you receive will lead with it.

Is this a flameproof mobile or an intrinsically safe one?

Intrinsically safe. Flameproof, the Ex d concept, contains an explosion inside a heavy enclosure, while intrinsic safety, Ex ib, limits the energy in the circuit so ignition cannot start. Searches for a flameproof mobile normally mean a phone for a Zone 1 area, and Ex ib is what produces a handset light enough to carry through a shift.

Will the manual and the interface be in Portuguese?

Yes. Android 16 carries a Portuguese interface, and the manual, the safe-use instructions and the declaration of conformity are produced in Portuguese alongside English. Information that reaches a worker is expected in Portuguese here, so it is part of the launch rather than a later addition.

How will repair and battery replacement work in a small market?

Through a named facility, because any work on an intrinsically safe device has to be done by a recognised repairer for the certification to remain valid. This is why an Iberian service arrangement is part of the launch programme, and the turnaround terms can be reviewed under a pre-launch agreement before they are published.

Can we evaluate a unit before the certificate exists?

Yes, under a trial agreement. Evaluation units are issued for assessment, training and workflow testing rather than sold, and they are not to be used in a classified area until the certification covering that use is complete. That is the honest limit of what a pre-launch trial can be.
