Portugal: background
The Sines hard coal power plant operated from 1985-1989 until January 2021 and coal-fired generation ended in 2021, so former coal sites are being redeveloped.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, aimed at the refining and polymer complex at Sines, the chemical plants at Estarreja and the pulp, cement and mining sites in between. Sines on the Atlantic coast hosts an important oil refinery and several petrochemical industries. A rugged smartphone distributor in Portugal would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Portugal has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

The Sines hard coal power plant operated from 1985-1989 until January 2021 and coal-fired generation ended in 2021, so former coal sites are being redeveloped.
Oil made up 44% of Portugal's total energy supply in 2023, so fuel storage, port terminals and distribution depots form a large part of the classified-area infrastructure.
In 2021 Portugal imported 2.8 billion cubic metres of LNG from Nigeria, almost 50% of its gas imports that year, so ship-to-shore LNG operations are central to gas supply.
The Sines LNG import terminal has three storage tanks with a total capacity of 390,000 cubic metres and regasification capacity of 5.6 million tonnes a year, making Sines Portugal's key gas import site.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Portugal. Portugal brings Atlantic weather and wash-down to Sines, the Sado and the Aveiro lagoon, plus fine powder in pulp and cement areas. IP68 sealing and a rugged build address wet and dusty rounds. They do not provide explosion protection, which comes from the certified marking once issued.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Portugal yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Portugal is an EU member, so ATEX Directive 2014/34/EU applies to equipment and Directive 1999/92/EC to workplace zoning. Zone 1 and Zone 2 devices should carry CE and Ex markings with instructions in Portuguese where required. Operators usually add their own permit and registration procedures.
Sines hosts Portugal's LNG import terminal, with three storage tanks totalling 390,000 cubic metres and a regasification capacity of 5.6 million tonnes a year. Terminal and port operators set their own induction and device rules, so confirm them before sending equipment.
Yes, Zone 21 dust protection belongs to the same certification programme as the gas marking. In pulp, cement and mineral processing the powder area is the plant, not a corner of it, so check the final certificate and the site's own dust classification with the operator.
