Explosion proof mobile phone for Refining & Fuels in Mexico

Mexican refining and fuel distribution run from the national refining system and the Pemex storage terminals to a growing group of private import terminals on both coasts. This page is for the HSE, maintenance and telecoms teams who need an explosion proof mobile phone for refining and fuels sites in Mexico, from a crude unit in Hidalgo to a gasoline terminal on the Gulf. The IS-04Z1 is designed for Zone 1 and Zone 21 duty and is in certification ahead of the Q4 2026 launch. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Where an explosion proof mobile phone is needed in Mexican refining

A refinery is a very large classified area that happens to include offices. Crude units, hydrotreaters, catalytic crackers, cokers, tank farms and loading racks all produce flammable vapour, and the permit system keeps the number of people in each zone under control. In Mexico that system has seven refineries under Pemex, including the newest at Dos Bocas, plus the terminals that move product to the regions: Pemex storage and dispatch terminals, port import terminals at Veracruz and Altamira, and inland storage supplied by pipeline, rail and truck. The fuel itself sets the gas group: gasoline and diesel vapour are typically Group IIA, refinery hydrogen is Group IIC, and sour streams add hydrogen sulphide.

Refineries and units

Tula, Hidalgo
Central plateau refinery feeding the Valley of Mexico by pipeline; see explosion proof phone for Pemex for the operator view.
Salamanca, Guanajuato
Refinery in the Bajio, close to the manufacturing cluster it supplies.
Cadereyta, Nuevo Leon
Northeast refinery with units serving the Monterrey region.
Ciudad Madero, Tamaulipas
Gulf coast refinery in the Tampico-Madero area.
Minatitlan, Veracruz
Isthmus refinery with marine crude receipts and local petrochemical neighbours.
Salina Cruz, Oaxaca
Pacific refinery serving the south and west by sea and pipeline.
Olmeca, Dos Bocas
The newest Pemex refinery, in Paraiso, Tabasco, still ramping up through 2026.

Terminals and distribution

Pemex storage and dispatch terminals
A national network that receives product and loads road tankers across the country.
Veracruz port terminals
Import tankage built for refined products, including terminals used by Valero's Mexican supply chain.
Altamira port
Gulf import point where fuel and chemical terminals share a dredged channel.
Truck loading racks
Gantries where tankers are filled, with static, vapour and traffic risk together.
Rail unloading
Tank car sidings where product is received and transferred to storage.
Product pipelines
Pump stations and valve sites along the lines between refineries and terminals.
How the work is organised

What turnarounds and tank farms do to a handset

Refinery work comes in two modes: steady-state rounds, and the loud, crowded weeks of a planned shutdown. A handset must suit both.

Shutdowns multiply the headcount

In a scheduled turnaround, contractor crews can outnumber permanent operators several times over. Enrolment, app restriction and wipe-on-return are what stop a borrowed fleet from drifting, and a unit tied to a named contractor makes the end-of-job count simple.

Cokers and sulphur are dust areas too

Petroleum coke and sulphur handling create combustible dust conditions that a gas-only handset does not cover. The Zone 21 design target is meant to keep one device valid from the crude unit to the coke pad.

Tank farms are big and mostly outdoors

A refinery tank farm or terminal tank dyke is a long walk in Gulf heat or Bajio sun, with little shade. IP68 sealing and a 4,000 mAh battery are designed to cover a full round without a trip back to a charger.

Loading racks and traffic

Tanker trucks arrive all day at product terminals. Drivers, loaders and inspectors need to scan, photograph and call without stepping outside the classified area, and a camera that can be switched off by policy keeps site photography under control.

Approvals sit on several levels

Pemex sites follow Pemex requirements, private terminals follow their own, and ASEA and NOM-001-SEDE sit above both. Ask each operator's procurement and HSE teams which documents they want before a handset is allowed in.

Use cases · Refining and fuels

Where the IS-04Z1 goes to work.

Process units01

Operator rounds and leak reporting

A process operator walks pumps, exchangers and heater areas, spots a weeping gland and logs it. A photograph and a position go to the maintenance planner at once, rather than at the end of the shift when the paper round sheet is typed up.

Turnaround02

Contractor management in a shutdown

Supervisors issue permits and check isolations across hundreds of workers. An enrolled handset carries the site directory, permits and daily progress forms, and unlocks only the apps the turnaround team has approved.

Terminals03

Receipt, storage and dispatch

At a product terminal, a lone operator moves between the tank dyke, the pump house and the loading gantry. A single handset covers calls, photographs and a lone-worker check without leaving the classified area.

Questions · Refining and fuels

Frequently asked questions

Is gasoline vapour a different gas group from refinery hydrogen?

Yes. Gasoline and diesel vapour are normally Group IIA, while hydrogen is Group IIC. The ATEX marking target for the IS-04Z1 is II 2 G Ex ib IIC T4, designed to cover the more demanding group, subject to certification.

Does the device work at a terminal with no mobile coverage?

Wi-Fi on the terminal network and offline caching of forms and permits are the usual answer. Coverage depends on the site and the carrier, and the IS-04Z1 supports the standard Android connectivity options your IT team already manages.

Can we restrict which apps a contractor can run?

Yes. Android Enterprise policy from your MDM console limits each profile to approved apps, so a turnaround contractor sees only what the site allows.

Does this page mean the device is approved at a refinery?

No. The device is pre-launch, with no certificate issued and no site approvals. The page describes where it is designed to fit.
