Explosion proof mobile phone for Pemex in Mexico

Pemex runs most of the Mexican hydrocarbon chain: offshore production in the Bay of Campeche, gas processing in Tabasco and Chiapas, seven refineries, petrochemical complexes on the Gulf coast and a national network of pipelines and storage terminals. This page is for the HSE, instrumentation and telecoms people deciding whether an explosion proof mobile phone can be carried past the gate in Mexico. The IS-04Z1 is designed for Zone 1 and Zone 21 duty, with certification in progress ahead of the Q4 2026 launch. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Where an explosion proof mobile phone goes inside Pemex

Few operators ask one handset to cope with as many different places. A production technician on a Campeche platform, a process operator at a refinery in Hidalgo and a terminal operator on the Pacific coast all work under the same corporate safety system but in very different surroundings. The common thread is that the classified area is large, mostly outdoors, and a long way from a safe-area desk. Crude from the Campeche fields is heavy and sour, and the associated gas can carry hydrogen sulphide, which is why the gas group and the temperature class on the drawing matter more than the brand on the phone.

Production and processing

Cantarell
The Akal complex and its satellite platforms in the Bay of Campeche, one of Mexico's oldest large fields.
Ku-Maloob-Zaap
Heavy crude production in the same marine region, worked from fixed platforms.
Ayatsil
A newer heavy oil development in the Campeche marine area.
Ciudad del Carmen
Onshore base, port and heliport for offshore crews, supply boats and logistics.
Ciudad Pemex, Nuevo Pemex and Cactus
Gas processing centres in Tabasco and Chiapas that treat associated and sour gas.
Dos Bocas, Paraiso
Marine crude terminal on the Tabasco coast, next to the new refinery.

Refining and logistics

Olmeca, Dos Bocas
The newest refinery, in Paraiso, Tabasco, still ramping up through 2026.
Tula, Hidalgo
Refining on the central plateau supplying the Valley of Mexico.
Salamanca, Guanajuato
Refinery serving the Bajio manufacturing belt.
Cadereyta, Nuevo Leon
Refinery for the northeast industrial corridor.
Ciudad Madero, Tamaulipas
Gulf coast refinery close to the Altamira port zone.
Minatitlan, Veracruz
Isthmus refinery, with the Coatzacoalcos petrochemical complexes nearby.
Salina Cruz, Oaxaca
Pacific coast refinery and tanker terminal.
How the work is organised

What a Pemex site does to a handset

The certificate decides whether a device may enter the area. The way a Pemex asset is run decides whether it is still useful on day ten.

Offshore crews cannot swap a broken phone

A platform in the Bay of Campeche is reached by helicopter or crew boat from Ciudad del Carmen. A handset that fails mid-rotation stays failed until the next transfer, so enrolment, charging and a spare unit are sorted onshore before departure rather than offshore after the fact.

Turnarounds bring crowds of contractors

Refineries such as Tula, Salamanca and Cadereyta plan scheduled shutdowns around contractor labour on a scale the permanent staff cannot match. A device that can be enrolled to a contractor profile, restricted to approved apps and wiped on demobilisation keeps a borrowed fleet accountable without a manual stock-take.

Long rounds, little shade, a lot of salt

Terminal and refinery rounds are mostly outdoors, in Gulf humidity or Pacific heat, with salt in the air from Dos Bocas to Salina Cruz. IP68 sealing and a 4,000 mAh battery are designed for a full shift away from a charging point, and the T-class on the certificate is the number your instrumentation engineer reconciles with the area drawing.

Spanish first, then English for the vendor

Operators, inspectors and the training records that follow an incident all work in Spanish. The IS-04Z1 runs its Android interface in Spanish, and Spanish documentation is part of the launch package, while visiting contractor supervisors can keep the English one.

The registration step is Pemex's own

A device certificate is the evidence a review is built on, not a substitute for it. Ask Pemex procurement and the relevant safety and telecoms teams what a supplier file must contain, and expect ASEA and the Mexican electrical standard NOM-001-SEDE to sit above any site decision. We will not guess at a programme name here.

Use cases · Pemex

Where the IS-04Z1 goes to work.

Upstream01

Platform rounds in the Bay of Campeche

An operator checks separators, compressors and wellhead panels across several decks, then needs to log a reading, photograph a leak and call the control room. Four-constellation GNSS records the position and the 50 MP camera records the defect from one device.

Refining02

Shutdown permits at a refinery

During a scheduled stoppage, hundreds of contractor staff work to hot-work and confined-space permits issued that morning. An enrolled handset carries the permit, the site directory and the daily report without a trip back to the safe-area cabin.

Logistics03

Tank farm and loading operations

Terminal operators at storage and dispatch facilities walk tank dykes, gantries and truck loading bays. A single handset replaces the radio, the camera and the paper round sheet inside the classified boundary.

Questions · Pemex

Frequently asked questions

Which gases does a Pemex area classification usually involve?

It depends on the unit, and the area classification drawing is the authority. Natural gas and associated gas are typically Group IIA, sour gas adds hydrogen sulphide, and hydrogen in refinery hydrotreating is Group IIC. The IS-04Z1 marking target of II 2 G Ex ib IIC T4 is designed to cover that range, subject to certification.

Can contractors bring their own approved phones onto a Pemex site?

That is a site rule, not a device rule. Many operators require contractor equipment to be declared and inspected at the gate. Ask Pemex's procurement and safety teams whether contractor-owned equipment must also be registered, and what documents the review wants.

Can the camera be disabled in restricted areas?

Yes. The IS-04Z1 is managed from your existing MDM console under Android Enterprise, so camera, app and connectivity policy are set centrally for each group of users rather than relying on people to follow a notice.

Does this page mean Pemex has approved or ordered the device?

No. SAMS has no supply agreement, pilot or approval from Pemex. This page describes where the device is designed to fit, based on the operating environment Pemex describes publicly.
