Explosion proof mobile phone for Pengerang Refining and Petrochemical in Malaysia

Pengerang, on the south-east tip of Johor, is the newest large hydrocarbon site in Malaysia, built as one integrated complex around a refinery and a steam cracker. This page is about an explosion proof mobile phone for Pengerang Refining and Petrochemical in Malaysia, known as PRefChem: what is classified on that site, how work there is organised and what an HSE or telecoms team would check before a handset is carried in. The IS-04Z1 is designed for Zone 1 and Zone 21; its certification is in progress. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Explosion proof mobile phone for Pengerang Refining and Petrochemical

PRefChem is made up of Pengerang Refining Company and Pengerang Petrochemical Company, joint ventures between PETRONAS and Saudi Aramco. It sits within the wider Pengerang Integrated Complex, a multi-billion-dollar development in Johor. The refinery has a capacity of 300,000 barrels of crude a day and makes jet fuel, gasoline and diesel to Euro 5 specification. Its feed also supplies a steam cracker complex with a published ethylene capacity of about 1.29 million tonnes a year, along with propylene, butadiene, pygas, benzene and methyl tertiary butyl ether. For a safety engineer the interesting point is the mixture: naphtha and light ends in the refinery, ethylene and propylene in the cracker, hydrogen in treating and cracking units, and aromatics in the pygas. Gas groups IIA, IIB and IIC all appear on one site.

Who works on the Pengerang site

Pengerang Refining Company
Refinery processing crude into fuels, producing feed for the petrochemical units.
Pengerang Petrochemical Company
Steam cracker and derivatives complex.
PETRONAS and Saudi Aramco
The two joint-venture owners, whose own standards shape the site.
Dialog Group
Deepwater terminals and plant maintenance services at Pengerang, per the Malaysia overview.
Maintenance and inspection contractors
Specialist crews who arrive for planned shutdowns.
Shift and contractor workforce
Operations staff on rotating shifts, with a much larger contractor population during shutdowns.

Classified situations on the site

What Pengerang does to an explosion proof phone

Pengerang is a large, flat, coastal site with a wide spread of units. These are the practical points a handset has to meet.

IP ratingIP68
Battery4,000 mAh
Camera50 MP
OSAndroid 16

Gas groups run the full range

Ethylene is gas group IIB and hydrogen is IIC, so a handset for the whole site cannot be limited to group IIA. The ATEX marking target is II 2 G Ex ib IIC T4. The zone drawing and a temperature class suited to the hottest process stream decide where it may go.

Distances between units

The refinery, cracker, tank farm and jetty are separated by roads and pipe racks. Operators drive between units, so a 4,000 mAh battery that lasts a shift matters more than a long list of features. Four-constellation GNSS helps record where a defect was found on a large site.

Wide-open coastal weather

Pengerang is exposed to monsoon wind and heavy rain. IP68 sealing keeps rain out on open structures and in the splash zone of cooling towers, and rugged build is intended for the bumps of rack and ladder work.

Turnaround crowds

A major shutdown multiplies the workforce, with contractors from several countries. Handsets can be enrolled through Android Enterprise in bulk and withdrawn at the end of the shutdown, with Bahasa Malaysia and English interfaces on the same unit.

Photographs under control

A modern complex tends to have a strict photography policy. The camera can be limited or switched off from the MDM console, and then enabled for inspection tasks and permit-to-work records that require evidence.

Use cases · Pengerang

Where the IS-04Z1 would work on the Pengerang complex.

Working situations drawn from the published layout of the complex. None implies that the operator has chosen or approved the device.

Operations01

Cracker furnace rounds

A field operator in the cracker records readings, photographs a flame pattern and reports to the control room from the furnace area. One intrinsically safe device replaces the radio and the camera that a shift used to carry separately.

Turnaround02

Shutdown work fronts

During a planned unit shutdown, supervisors confirm blind lists and isolation points and photograph the final state. GNSS positions and time stamps tie each record to a place on a large site.

Marine03

Jetty transfer checks

Terminal operators monitor a cargo transfer, photograph hose connections and call the ship and the control room. A handset certified for Zone 1 can be used on the berth where an ordinary phone could not.

Questions · Pengerang

Frequently asked questions

Who decides what equipment may enter the Pengerang complex?

The operating companies and their HSE teams, working to their own standards and to Malaysian regulation for hazardous areas. SAMS does not claim any approval, and the handset is not yet certified. Ask the site's procurement and HSE contacts what vendor registration, test evidence and site induction apply.

Is Pengerang a single employer?

No. PRefChem owns the refinery and petrochemical complex, but the integrated complex also includes storage terminals, utilities and other facilities with their own operators, and contractors work across all of them. The PETRONAS page covers the wider national operator and the petrochemical sector page covers the other Malaysian clusters.

Why does the page stress gas group IIC?

Because hydrogen belongs to that group and Pengerang has hydrogen-rich units. A handset marked only for IIA or IIB could not go everywhere. The IS-04Z1 marking target covers IIC, but the certificate, once issued, is the document to check.

Can contractors bring their own handsets?

That is a decision for the site's permit and contractor rules, and it usually requires the device to carry its own certificate and be listed on a register. A single standard handset issued to all contractors makes that register easier to keep.
