Operators and contractors such as PETRONAS, Pengerang Refining and Petrochemical and PETRONAS Chemicals Group need an explosion proof mobile phone they can carry into classified areas at Pengerang, Johor, Kertih, Terengganu and Gebeng, Pahang. For evaluators in Malaysia, the IS-04Z1 explosion proof mobile phone is designed around these points: Equatorial heat, then the monsoon; Offshore rotation and long transfers; Dust zones the gas plants do not have; Gloves, rain and grip; Bahasa Malaysia and English together.
Ambient barely moves through the year and the northeast monsoon lands on the Terengganu and Sarawak coasts from November. A device is wet as often as it is hot here, so IP68 sealing matters as much as the T4 temperature class.

What a Malaysian HSE department and an electrical authority will ask for is the certificate, the marking string and the schedule behind them. The duty comes from the Occupational Safety and Health Act 1994 as amended, in force across all workplaces since 1 June 2024 and enforced by DOSH, and hazardous area practice is written around the MS IEC 60079 series adopted from IEC 60079. That makes an IECEx Certificate of Conformity the evidence a site works from. Where the plant is a registered major hazard installation, the Control of Industrial Major Accident Hazards Regulations 1996 add a safety report and DOSH major hazard oversight on top. Above the national requirement sit the operator standards, and PETRONAS Technical Standards are the ones most Malaysian packages are written against.
The radio side is a separate route with its own label. Communications equipment must be certified under the Communications and Multimedia (Technical Standards) Regulations 2000, with SIRIM QAS International acting as the certifying agency for MCMC, and a certified handset carries the compliance label on the product body rather than on the carton. The mains charger supplied with it falls under the Energy Commission’s Certificate of Approval regime for electrical equipment. Commercially there is a third gate: a company selling into PETRONAS entities needs a valid licence or registration through the PETRONAS Licensing Management System, upstream and downstream being handled differently. None of this is complete for this device.

The phrase is used loosely in Malaysia for anything usable in a hazardous area, but the two protection concepts differ. Flameproof means Ex d, an enclosure that contains an explosion. This device targets Ex ib, intrinsic safety, which limits the energy available in the first place.

Evaluation quantities can be supplied directly. Supply into PETRONAS entities requires the selling company to hold a valid licence or registration, which is a company status rather than a product one, so the partner matters as much as the device.

The Malaysian partner SAMS is appointing. Repair of certified Ex equipment has to be done by a facility recognised for that work, and opening an intrinsically safe handset in a general phone shop invalidates its certification.
