Explosion proof mobile phone for Motiva in the United States

An explosion proof mobile phone for Motiva means one site: the Port Arthur refinery on the Sabine-Neches waterway in Jefferson County, Texas, which Motiva describes as the largest refinery in North America. This page is for the safety, operations and telecoms teams at Port Arthur and for the turnaround contractors who work there, and it sets out what a Zone 1 mobile phone has to do in that fence line. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Port Arthur as a single hazardous-area campus

Motiva is owned by Saudi Aramco, and Port Arthur is its refinery in the United States. Reported crude throughput after the expansions of the last decade is well above half a million barrels a day, though figures differ between sources and this page does not quote one. The site sits within the Beaumont and Port Arthur refining cluster on the Sabine, near other large refineries and the crude and product docks that serve them. A refinery of that scale is a grid of process units, tank farms, pipe racks and loading docks, where a walk from the control room to a unit can mean a vehicle journey and several permit boundaries. Most of the footprint is classified. Whether it is described in Class and Division terms or in zones depends on the document set for each unit, so the first thing to ask for is the area classification drawing for the units your people will visit.

Parts of the campus

Crude and vacuum units
The front end of the refinery, with hydrocarbon vapour in group IIA.
Conversion units
Cokers, crackers and hydroprocessing, which add hydrogen and heat.
Treating and sulphur recovery
Hydrogen sulfide and amine systems; a toxic hazard on top of ignition.
Tank farm
Floating-roof and fixed-roof tanks with vapour spaces and sample points.
Docks and loading racks
Marine and truck loading on the Sabine-Neches side of the site.
Control rooms and offices
Safe-area buildings where devices are charged and issued.

Hazards and site conditions

Hydrocarbon vapour
Light ends and gasoline-range vapour, mostly gas group IIA.
Hydrogen
Hydrotreaters and hydrocrackers, group IIC.
Petroleum coke dust
Where coke is handled, the question is combustible dust rather than gas.
Gulf Coast heat and humidity
Summer shifts on steel with little shade.
Storm season
Hurricane preparation and recovery put extra crews inside the fence.
Dense contractor presence
A major turnaround brings many contracting firms onto one site at once.

What Port Arthur asks of a handset

The scale of the site is what shapes the requirements: distance, headcount and a long list of permits.

IP ratingIP68
Battery4,000 mAh
Camera50 MP
OSAndroid 16

A walk that is really a drive

Moving between units can take longer than the task itself. A handset that covers voice, camera, checklists and navigation saves the return trip to the safe area, and four-constellation GNSS helps a crew find a numbered tank or manifold in an unfamiliar part of the site.

Coke and catalyst dust as well as gas

Port Arthur is not only a gas-area site. The IS-04Z1 design target includes Zone 21 dust, so the same device is aimed at gas areas and at areas where combustible dust can be present.

Turnaround crews who are new every time

A major outage fills the site with firms who have never used the operator’s device set. Android 16 with Android Enterprise lets the operator enrol a unit, limit it to approved applications and remove it from service when the contract ends.

Storm recovery with intermittent networks

After a Gulf storm, site networks and public coverage can both be degraded. IP68 construction and a replaceable plan for charging in the safe area matter more than a long feature list.

Process questions for Motiva procurement and HSE

We have not verified a Motiva-specific vendor registration programme, so the list below is generic: it is what a refinery owner of this size is likely to want to see.

Label01

An NRTL listing for the right location

The mark must cover the class, division and group of the area. OSHA places the duty on the employer to use approved equipment, so the plant’s own electrical authority will read the label.

Contractors02

One policy for owner and contractor devices

Decide whether contractors bring their own handsets, which is hard to police in a refinery, or are issued managed units for the job.

Lifecycle03

Battery, repair and end of life

Agree charging locations, spare policy and how units are returned or wiped after a turnaround.

Questions · Motiva

Explosion proof mobile phone questions for United States

Is Motiva a customer of SAMS?

No. SAMS has no order, pilot or agreement with Motiva. The IS-04Z1 is pre-launch and certification is in progress; this page describes what Port Arthur’s environment would require of any handset.

Why mention both zones and divisions at a Texas refinery?

Texas plants are mostly drawn in Class and Division terms under the National Electrical Code, but the code also permits the zone system. The device is being certified to NEC 500, IECEx and ATEX so documents exist in each language.

Which group of gas is the limiting case at Port Arthur?

Hydrogen is the most demanding, at group IIC. If your handset is only needed in crude, tank farm and loading areas, a lower group may be enough; the area classification, not the vendor, decides that.
