Explosion proof mobile phone for ExxonMobil in the United States

An explosion proof mobile phone for ExxonMobil in the United States has to work in two very different places: the Baytown complex and the Beaumont refinery on the Texas Gulf Coast, and the Permian wellpads that grew sharply after the Pioneer acquisition. This page is written for the HSE, process safety and telecoms people who decide what may be carried into those classified areas. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

ExxonMobil’s Gulf Coast complexes and Permian acreage

The Baytown complex was founded in 1919 and now covers about 3,400 acres on the Houston Ship Channel, about 25 miles east of Houston. ExxonMobil’s own fact sheets describe three plants on that one site: a refinery of about 588,000 barrels a day, a chemical plant and an olefins plant that has operated since 1979, with a third ethylene facility completed in 2018. The Baytown area has roughly 3,300 ExxonMobil employees alongside about 4,000 contract personnel, which is the number a safety officer will recognise as the real headcount behind the gate. At Beaumont, an expansion that started up in March 2023 added 250,000 barrels a day, taking total capacity to 630,000. In the Permian, the Pioneer acquisition lifted ExxonMobil to more than 1.4 million net acres across the Delaware and Midland basins. ExxonMobil also holds 30 per cent of Golden Pass LNG at Sabine Pass, Texas, with QatarEnergy holding the other 70 per cent.

Sites and units

Baytown refinery
Crude, conversion and treating units on the Houston Ship Channel.
Baytown olefins plant
Ethylene crackers running since 1979, with product shipped by pipeline.
Baytown chemical plant
Petrochemical units feeding six ExxonMobil Chemical business lines.
Beaumont refinery
The 2023 expansion added a new crude unit alongside the existing plant.
Permian wellpads
Delaware and Midland basin pads, tank batteries and gathering sites.
Golden Pass LNG
Liquefaction and export terminal at Sabine Pass, Texas, as a 30 per cent partner.

Hazards and conditions

Light hydrocarbons
Cracker feed and products are mostly group IIA, with ethylene in group IIB.
Hydrogen
Present in hydrotreating and in cracker recovery sections, group IIC.
Polymer dust
Powder handling in finishing and bagging areas is a combustible-dust question.
Shift and contractor mix
Many companies on one site during a turnaround, each with its own supervisors.
Heat and humidity
Gulf Coast summer on steel structures with little shade.
Dispersed pads
Permian operators work alone over long routes, often beyond easy radio range.

What ExxonMobil’s mix of sites asks of a handset

A single company runs a 3,400-acre integrated complex and a dispersed field estate. The two need the same hazardous-area design but different management.

A site with more contractors than some towns have residents

With around 4,000 contract personnel alongside employees at the Baytown area, device enrolment is a daily task, not an annual one. Android Enterprise lets an administrator hand a device to a new crew, restrict the application set and wipe it when the job ends.

Hydrogen and ethylene in one handset specification

Cracker and hydrotreater areas are where group IIB and IIC gases appear. The IS-04Z1 marking target of II 2 G Ex ib IIC T4 is aimed at that end of the range, and the temperature class still has to be checked against the area drawing.

A camera that supports the permit, not the other way round

Photography on a refinery is controlled. A 50 MP camera with a console switch that disables it by area or by user keeps the evidence value without leaving a free camera on site.

Permian routes with no one else in sight

A lease operator on a pad can be the only person for miles. Four-constellation GNSS and IP68 construction suit lone-worker use in dust, rain and heat, and the 4,000 mAh battery is specified to last the shift.

Approvals · ExxonMobil US

What an ExxonMobil site would ask a handset supplier

We have not verified any specific ExxonMobil vendor-registration programme, and we do not describe one. These are the questions any large US refiner raises before a device crosses the fence.

Listing01

Class, division and group on the label

OSHA’s rule on electrical equipment in classified locations means the mark has to match the area. A device listed for Class I Division 1 Groups C and D is not automatically good for hydrogen.

Review02

Site technical and HSE sign-off

Ask the Baytown or Beaumont procurement and HSE teams who signs off new portable electronics, and whether the change goes through a management-of-change record.

Service03

Spares, repair and battery handling

Uncertified repair voids the listing. Agree where spares are held, how faulty units are returned and how batteries are charged and stored in the safe area.

Questions · ExxonMobil

Explosion proof mobile phone questions for United States

Has ExxonMobil approved or ordered the IS-04Z1?

No. The device is pre-launch with certification in progress, and SAMS has no order, pilot or supply relationship with ExxonMobil. Any site decision follows the certificates and the site’s own review.

Is Beaumont different from Baytown for a handset?

Both are Gulf Coast refineries in the same climate, so the handset requirements are similar. Beaumont is a refinery with a recent expansion; Baytown adds chemical and olefins units with their own hazards. In both, the area classification drawing for the specific unit decides.

Does the Pioneer acquisition change the Permian handset requirement?

It changes the size of the estate, not the physics. Larger fleets make centralised management and consistent enrolment more important, which is what Android Enterprise and existing MDM consoles are for.
