The Dangote refinery in the Lekki Free Zone is the largest single train refinery in the world, and an explosion proof mobile phone is something its operations, HSE and telecoms teams would have to specify for the process area, the jetty and the fertiliser plant beside it. The complex sits in the Lekki Free Zone at Ibeju-Lekki, east of Lagos, and is built around a 650,000 barrel a day crude unit. Published descriptions of the project list crude distillation, mild hydrocracking, a residue fluid catalytic cracker, naphtha and gasoline hydrotreating, alkylation, sulphur recovery and hydrogen generation, with a polypropylene plant and a three million tonne a year urea plant on the same complex and a single point mooring system offshore for crude and product handling. Hydrogen service is the reason a Group IIC marking matters here, because hydrogen is the most easily ignited of the common gases. Light hydrocarbons in the gas concentration and alkylation areas are Group IIA and IIB, and the polymer and urea handling areas bring combustible dust into the same walk.
Classification decides whether a device can be carried at all. These are the points a refinery team raises.
Hydrotreating and hydrogen generation are where a Group IIA or IIB handset would be stopped at the unit boundary. The marking target for the IS-04Z1 is Ex ib IIC, so the same device is designed to be carried from the tank farm into the hydrogen area without a second specification.
Lekki sits on the Atlantic coast with sustained heat and humidity, and the jetty and mooring approach add salt spray. IP68 sealing is the design answer to water and particulate; the certificate, once issued, will state the ambient range the temperature class applies to.
Polypropylene pellets and urea granules produce dust at transfer points, silos and bagging lines. The Zone 21 design target is why one handset can be carried through the dust areas as well as the gas areas.
Units are spread across a large free zone plot, with long runs between the process area, the tank farm and the jetty. A 4,000 mAh battery is specified for a working shift, and four constellation GNSS places a photograph or a defect tag on the plot rather than in a description.
A new refinery wants records of defects but also controls what leaves the site. Android 16 with Android Enterprise and the operator's existing MDM console lets the camera, apps and location be set by policy rather than left to the user.
An operator walking the crude unit, the cracker and the tank farm has to log readings, photograph a leaking flange and raise a work request. A single Zone 1 handset replaces a radio, a camera and a paper round sheet carried through the classified boundary.
Shutdown windows put hundreds of contractor workers across several units at once. Permit holders and supervisors can close hold points, photograph completed work and message the planner from the work front instead of walking to a safe area.
Product and crude movements through the single point mooring and the jetty depend on a berthing window. Marine staff and loading supervisors can report, photograph and call from the transfer area, with the handset locked to approved applications.
A new refinery runs its own HSE specification, and equipment brought onto the site is reviewed against it. The people to ask are the operator's procurement and HSE teams, who will normally want the IECEx Certificate of Conformity, the marking and ambient range, the gas group and temperature class, and the maintenance and repair route. For Nigeria, the import side matters just as much: SONCAP product certification, NCC type approval for the radios, and a locally registered supplier who can document Nigerian content for the tender. SAMS cannot yet supply a certified unit, and has no supply agreement with this operator.
It is being designed to an Ex ib IIC marking target, and Group IIC is the group that covers hydrogen. That is a design target while certification is in progress, not a certificate. The unit boundary and the gas group still have to be confirmed against the actual area classification drawing.
Marine loading areas are classified for vapour, and boat transfers add water and knocks, which is what IP68 and the rugged build are meant to handle. Whether a given handset is permitted on a specific berth is a decision for the operator and marine authority.
