Lindsey
Lindsey closed in 2025 after owner Prax became insolvent; Phillips 66 agreed in January 2026 to acquire assets but said it will not restart it as a standalone refinery.
England hosts three of the UK's four operating refineries, Fawley, Stanlow and Humber, with Pembroke in Wales the fourth. The Dangerous Substances and Explosive Atmospheres Regulations 2002, known as DSEAR, require employers to control risks to safety from fire, explosion and substances corrosive to metals in the workplace. An industrial smartphone distributor in England would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. England has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in England. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

DSEAR applies, and the UK recognises CE marking alongside UKCA for Great Britain, with the recognition period currently running to 31 December 2027.
HSE lists dangerous substances as including solvents, paints, varnishes, flammable gases such as LPG, dusts from machining, sanding and foodstuffs, pressurised gases and substances corrosive to metal.
DSEAR duties fall on employers and the self-employed and also protect members of the public who may be put at risk by work activity, so contractors share responsibility with site owners.
In Great Britain, the 2016 EPS Regulations implement the ATEX equipment directive, and the UK government has extended recognition of goods meeting EU requirements, including CE marking, indefinitely beyond 2024 for many products, in force from 1 October 2024.
Employers must also prepare plans for accidents and emergencies and make sure staff are informed and trained to deal with dangerous-substance risks, which is why site inductions usually cover equipment rules.
“Industrial” describes a phone built for plant conditions: sealed, drop-resistant and manageable at fleet scale through Android Enterprise. It does not by itself mean the phone may enter a classified area. Only a device with a valid explosion-protection certificate and marking may do that.
The IS-04Z1 is designed to be both an industrial Android phone (IP68, 4,000 mAh battery, 50 MP camera, Android 16 with EMM and MDM support) and an intrinsically safe one. Its explosion-protection certificates are in progress and have not been issued.
In England. Large English sites run contractor fleets across shifts and turnarounds, so enrolment of devices in an MDM or EMM system and a clear return process are essential. Operators often have their own contractor approval and IT policies, which may restrict apps or require device lock-down. Handsets would be charged in safe areas away from process units.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for England. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
Yes by design: IP68 sealing, a 4,000 mAh battery, a 50 MP camera and Android 16 with EMM and MDM support. The explosion-protection certificates are separate and still in progress.
Likely candidates are refinery process units, fuel terminals and tank farms, marine oil jetties, petrochemical units. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for England.
COMAH applies to major-hazard sites such as large chemical and fuel storage establishments and adds management duties on top of DSEAR. Each operator typically sets its own rules for portable electronics, so check the site's permit and induction requirements.
The Dangerous Substances and Explosive Atmospheres Regulations 2002 require employers to classify hazardous areas and avoid ignition sources. Equipment choice is then based on the zone, gas group and temperature class, so ask the site for its hazardous-area register.
Guidance says CE marking is recognised alongside UKCA for Great Britain, with the recognition period currently running to 31 December 2027, and that date may change. Buyers should check the current gov.uk guidance and ask their operator's procurement team what evidence they require.
