Where it works · Netherlands

Where it works in the Netherlands

Dutch classified areas cluster along the water. Rotterdam alone runs refining, petrochemicals and tank storage across the Botlek, Europoort and the Maasvlakte, with Moerdijk and Zeeland on the same corridor and Chemelot inland in Limburg. The gas side has shifted: Groningen production ceased in October 2023 and the field closed for good in 2024, so the hazard sits in import, storage, hydrogen and CO2 rather than extraction.

Operators and contractors such as Shell Nederland, bp Raffinaderij Rotterdam and Zeeland Refinery need an explosion proof mobile phone they can carry into classified areas at Pernis, Botlek and Europoort. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

Built for local conditions

Built for Dutch site conditions

Every point below answers something a Dutch cluster does to a handset, rather than something that reads well on a specification sheet.

For evaluators in Netherlands, the IS-04Z1 explosion proof mobile phone is designed around these points: Wind, rain and wash-down; Camera policy at the gate; Gas on one side, powder on the other; A turnaround shift, not an office day; Dutch on the handset and in the file; One person on a bund at night.

Battery4,000 mAh

OSAndroid 16

Wind, rain and wash-down

A device in the Botlek lives with sea air, driven rain and a cleaning regime, not fine desert dust. IP68 sealing and rugged build are the first two lines a Dutch reviewer checks.

Camera policy at the gate

Photography is controlled on almost every Seveso site here, which is why an ordinary phone is refused at the poort. Android 16 with EMM and MDM sets the camera, location services and app list centrally, so what the site permits can be demonstrated.

Gas on one side, powder on the other

The gas marking target is II 2 G Ex ib IIC T4, and Zone 21 dust protection sits in the same programme. Polymer and fertiliser handling at Geleen, Terneuzen and Moerdijk puts both inside one fence.

A turnaround shift, not an office day

The 4,000 mAh cell is sized for a full stop shift with the camera and a work order application open. There is no charging point inside a classified area, and walking out to find one costs more than the battery.

Dutch on the handset and in the file

Android 16 carries a Dutch interface, and the manual and declaration of conformity are produced in Dutch alongside English, which is what the Warenwetbesluit expects.

One person on a bund at night

4G LTE, Wi-Fi and four-constellation GNSS keep a position and a connection across a terminal, a jetty and the gaps between them, which is what a lone working check-in depends on.

Approvals in Netherlands

Certification programme ahead of Q4 2026 launch.

Nothing national follows ATEX on the product side here. What a Dutch buyer adds is a Dutch-language instruction manual, because the Warenwetbesluit requires it, and a marking string precise enough to drop straight into the explosieveiligheidsdocument the site already maintains.

Regulatory route · Netherlands

What your HSE and procurement teams will ask for.

The product route is short and familiar. ATEX 2014/34/EU is implemented in Dutch law through the Warenwetbesluit explosieveilig materieel 2016, so a notified body certificate and the CE marking are the whole requirement and no separate Dutch approval follows. Two details are specific to this market. Instructions have to be supplied in Dutch, which is a supply condition rather than a courtesy. And radio conformity runs under the Radio Equipment Directive, supervised by the Rijksinspectie Digitale Infrastructuur, the RDI, which took over from Agentschap Telecom at the start of 2023.

The obligations that decide what you actually buy sit with the employer. ATEX 153 is transposed into the Arbowet and the Arbobesluit, and the practical output is the explosieveiligheidsdocument: the zoning, done to NPR 7910-1 for gas and NPR 7910-2 for dust, plus the reasoning for every item of equipment selected for those zones, with the NEN-EN-IEC 60079 series behind it. The Nederlandse Arbeidsinspectie enforces this and publishes its own inspection instructions. On major hazard sites the wording changed on 1 January 2024, when the Brzo 2015 label disappeared and the Seveso rules moved into the Omgevingswet, but the inspection reality did not: the labour inspectorate, the regional environment service and the safety region still visit together, reading the same equipment file.

Use cases · Netherlands

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Netherlands includes: A stop in the Botlek or at Europoort; Jetty and bund work at an independent terminal; Shared sites at Chemelot, Moerdijk and Terneuzen; New classified areas on the Maasvlakte.

Refining01

A stop in the Botlek or at Europoort

A Dutch turnaround compresses a year of work into a few weeks with a contractor population that changes daily. A handset enrolled in the site console keeps the job pack, the isolation photograph and the sign-off in one system instead of a folder that leaves on Friday.

Tank storage02

Jetty and bund work at an independent terminal

Bulk liquid terminals run transfers to a ship schedule that does not wait, in vapour zones, with one operator walking the bund. Carrying the check-in, the camera and the line to the control room on one device removes the choice between doing the task and reporting it.

Chemical parks03

Shared sites at Chemelot, Moerdijk and Terneuzen

A Dutch chemical park is a fenced estate of separate companies with one set of gate rules. A device covering Zone 1 and Zone 21 and locked down by policy lets an engineer cross from a solvent area to a powder area without swapping equipment.

Hydrogen and CO204

New classified areas on the Maasvlakte

Electrolysers, hydrogen pipelines and CO2 compression are creating classified areas that did not exist a few years ago, run by small commissioning teams. Group IIC is the target for that reason: IIC includes hydrogen, and equipment stopping at IIB dates quickly here.

How to buy · Netherlands

How to evaluate and buy in the Netherlands

The device has not launched, so none of this needs a purchase order. The order below lets your internal approval and our certification run in parallel.

  1. 01

    Send the zoning

Give us the zones, the gas group and the temperature class from your explosieveiligheidsdocument, plus whether the users are your own crew, contractors or both. Enquiries go to SAMS Mobile at info@sams-mobile.com.

  2. 02

Take the datasheet and certificate schedule

You receive the specification, the target marking string and a written status for each certification in progress: enough to draft the equipment selection reasoning before anything is orderable.

  3. 03

Put a unit through a real week

Evaluation units go to Dutch operators and contractors under a trial agreement, covering enrolment in your own console, the camera policy your gate requires, wash-down and a full turnaround shift.

  4. 04

    Agree the supply route

On completion of certification, supply runs through a Benelux partner or direct, with Dutch documentation in the box. Pre-launch pricing is quoted on request against a stated quantity.

Questions · Netherlands

Frequently asked questions

Asking about a site in Netherlands?

Send your site, zone and gas group, and we will answer for your plant rather than in general.

Ask about Netherlands →
Is the IS-04Z1 already ATEX certified?

No. It is designed to ATEX 2014/34/EU for Zone 1 and Zone 21 and certification is in progress. Launch is planned for Q4 2026, and no unit is supplied for use in a classified area before the certificate covering that use exists.

Does the Netherlands require anything national on top of ATEX?

Not as a second approval. ATEX 2014/34/EU is implemented through the Warenwetbesluit explosieveilig materieel 2016, so a notified body certificate and the CE marking are the product-side requirement. Dutch practice adds a manual, safe-use instructions and a declaration of conformity in Dutch, all planned into the launch, plus radio conformity supervised by the RDI.

What does an ATEX phone cost in the Netherlands?

No list price is published before launch, and a quoted price for an uncertified hazardous area device should make any buyer cautious. Pre-launch pricing is given against a defined quantity, configuration and support scope, and evaluation units are placed under a trial agreement rather than sold.

Is this a flameproof phone or an intrinsically safe one?

Intrinsically safe. Flameproof, the Ex d concept, contains an explosion inside a heavy enclosure; intrinsic safety, Ex ib, limits the energy in the circuit so ignition cannot start. Searches for a flameproof mobile usually mean a phone for a Zone 1 area, and Ex ib is what makes a handheld practical.

Can we write it into our explosieveiligheidsdocument before launch?

You can prepare the entry. The datasheet gives the target marking string, temperature class and equipment protection level, so the selection reasoning can be drafted and reviewed. It should not be signed off as installed equipment until the certificate number exists.

How will repair and battery replacement work here?

Through a controlled route, because work on an intrinsically safe device has to be done by a recognised facility for the certification to remain valid. A Benelux service arrangement is part of the launch programme and can be reviewed under a pre-launch agreement.
