Explosion proof mobile phone for JERA LNG and power sites

An explosion proof mobile phone for JERA LNG and power sites in Japan is used in coastal plants where gas, cold liquid and generating equipment sit side by side. JERA was formed in 2015 as a joint venture of TEPCO and Chubu Electric, combining their fuel and thermal generation businesses. This page is for the HSE, maintenance and telecoms teams who decide what may be carried into a terminal or a generating station. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Why it fits

Designed for a dual-parent utility joint venture at global LNG scale

JERA's formation from two of Japan's largest electric utilities means its engineering review can reflect either parent's historical standards, even as JERA itself has since built its own independent procurement function.

Legacy TEPCO and Chubu Electric standards, not one utility's alone

Sites and equipment relationships inherited from TEPCO and Chubu Electric at JERA's formation can carry each parent utility's own historical vendor-approval conventions, a dual heritage the IS-04Z1's IECEx-based documentation is designed to work across.

Zone 1 gas across LNG terminals and generation fuel systems

LNG unloading, storage and regasification facilities, together with gas-fired generation fuel systems, are classified Zone 1 gas atmospheres, and Ex ib IIC T4 covers the hydrocarbon gas groups present across that chain.

The world's largest LNG buyer, by a wide margin

JERA's global LNG procurement scale gives it significant negotiating leverage with international suppliers, and that same scale applies to its equipment fleet decisions, a volume where EMM and MDM fleet management delivers the most value.

Cryogenic and coastal exposure across many terminals

JERA's LNG receiving terminals span multiple coastal locations, each combining cryogenic-adjacent equipment with Japan's coastal seismic and typhoon exposure.

Fleet management across a nationwide, dual-heritage network

EMM and MDM enrolment supports JERA managing a consistent device profile across terminals and generation sites inherited from two different parent utilities.

About the operator

JERA

Japan's largest power generator and the world's largest LNG buyer, formed as a joint venture between TEPCO and Chubu Electric.

Formation
2015 joint venture combining TEPCO's and Chubu Electric's fuel procurement and thermal generation businesses.
Scale
The world's largest LNG buyer by volume; Japan's largest power generator.
Core assets
LNG receiving terminals and gas-fired thermal power plants nationwide.
Evaluation basis
JERA's own engineering review, informed by legacy TEPCO and Chubu Electric standards, built on the IECEx Certificate of Conformity once issued.
The sites

Explosion proof mobile phone use at JERA terminals and power stations in Japan

JERA's Futtsu site in Chiba combines a large thermal power station with an LNG terminal, and published figures describe 12 underground LNG storage tanks and two jetties there. Hekinan in Aichi is another large thermal station, and Chita in Aichi and Kashima in Ibaraki are also JERA thermal sites. Hazards depend on the plant: natural gas and LNG at unloading, storage and fuel-gas systems; hydrogen used for generator cooling; and ammonia or coal where a station handles them. JERA has publicly discussed ammonia co-firing at Hekinan, so ammonia may become a further consideration there. Gas trains are Zone 1 or Zone 2 around joints and valves. Check each site's classification drawing.

Sites to know

Futtsu, Chiba
Thermal power station and LNG terminal on Tokyo Bay.
Hekinan, Aichi
Large thermal power station on Mikawa Bay.
Chita, Aichi
Thermal site on Ise Bay.
Kashima, Ibaraki
Thermal power station on the Pacific coast.
Other gas-fired stations
Smaller sites with gas trains and fuel-gas systems.

Typical classified areas

LNG unloading and jetties
Cold liquid and vapour at arms and manifolds.
Storage tank roofs and pump areas
Vapour from in-tank pumps and vents.
Vaporisers and send-out
Gas at pressure, with cold surfaces nearby.
Gas turbine fuel-gas trains
Pressure reducing and filtering stations.
Hydrogen-cooled generators
Hydrogen around seals and purge equipment.
Use cases

How work is organised at a generating station

Outage01

Planned unit overhaul

A generating unit is taken off line for inspection on a planned cycle, and contractors fill the station. A managed handset with the outage permit app can be issued to each crew lead and wiped when the outage ends.

Operations02

Control room to plant walkdown

Operators walk the plant at fixed times to read gauges and listen for faults. The handset records the reading, takes the photograph and calls the control room from one device.

Terminal03

Cargo discharge

During an LNG cargo, ship and shore staff coordinate transfer over many hours. A handset designed for the jetty area keeps communications on one managed device instead of a mixed set of radios and phones.

Questions · JERA

Frequently asked questions

Is the IS-04Z1 certified for use at JERA sites yet?

No. The device is pre-launch, and certification is still in progress ahead of the Q4 2026 launch.

Does JERA use TEPCO's standards or Chubu Electric's?

Sites and vendor relationships inherited at JERA's formation can reflect either parent utility's historical conventions, though JERA has since developed its own independent procurement function.

Does the device suit JERA's cryogenic LNG terminal equipment?

Environmental testing addresses the general cold-exposure and coastal conditions typical of LNG terminal operations, and the certificate will state its exact scope once issued.

Is JERA the same as TEPCO or Chubu Electric directly?

No, JERA is a separate joint-venture company; TEPCO and Chubu Electric retain their own separate electricity transmission and retail businesses outside of JERA's fuel and generation operations.

Is JERA the same as TEPCO or Chubu Electric?

No. JERA is a separate company formed by the two utilities in 2015, and they kept their own transmission and retail businesses. Equipment procurement for JERA sites runs through JERA.

Where does JERA operate LNG terminals?

JERA operates LNG receiving terminals including Futtsu in Chiba. Ask the operator for the current list.

Do the cold conditions at an LNG terminal affect the handset?

Ambient air is not cryogenic, but surfaces near LNG equipment can be very cold and the handset is not meant to touch them. Check the certified ambient temperature range against the site's winter and summer extremes.

What would JERA's teams ask of a supplier?

Ask JERA procurement and HSE teams for the supplier registration process and equipment requirements. SAMS has not verified a specific programme and does not claim one.
