Explosion proof mobile phone for JAPEX domestic upstream sites

JAPEX is a small producer by global standards, and an explosion proof mobile phone for JAPEX sites in Japan serves a different pattern of work from a refinery. Japan Petroleum Exploration produces domestic oil and gas in Niigata, Yamagata and Akita and operates pipeline and LNG infrastructure that carries gas to customers. This page is for the HSE and telecoms people who decide what may be carried across a gas plant or a wellsite. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Why it fits

Designed for a small-scale, long-established domestic producer

JAPEX's fields are modest by global standards, and Japan's domestic upstream sector overall is small enough that the local ecosystem of Ex-rated equipment vendors accustomed to this specific niche is limited.

A rare domestic producer in an import-dependent country

With most of Japan's oil and gas needs met by imports handled through refiners and LNG importers, JAPEX's own domestic fields represent a small, specialised segment where fewer vendors have built up local experience, an opening the IS-04Z1's certification programme is positioned to address directly.

Zone 1 gas at long-established onshore and offshore fields

JAPEX's producing fields, some with histories extending back decades, carry Zone 1 classified wellhead and gathering facilities, and Ex ib IIC T4 covers the hydrocarbon gas groups present.

Small-scale operations relative to global majors

JAPEX's production volumes are modest compared with the national oil companies covered elsewhere on this site, meaning device fleet decisions here involve smaller numbers of units, though the same certification rigour applies regardless of scale.

Long operating history with established local practices

Some JAPEX fields have been producing for many decades, giving the company well-established local supplier and community relationships that new vendors need to work within.

Fleet management scaled to a smaller domestic operator

EMM and MDM enrolment supports JAPEX managing a device fleet appropriately sized to its domestic field operations.

About the operator

JAPEX (Japan Petroleum Exploration)

Japan's principal domestic upstream oil and gas producer, operating long-established onshore and offshore fields including in Niigata and Akita.

Role
Domestic upstream oil and gas production, a small segment of Japan's overall energy supply.
Core assets
Onshore and offshore fields including in Niigata and Akita prefectures.
Scale
Modest production volumes relative to Japan's import-dependent refining and LNG sectors.
Evaluation basis
JAPEX's own engineering review, built on the IECEx Certificate of Conformity once issued.
The sites

Explosion proof mobile phone use at JAPEX gas fields and plants in Japan

JAPEX supplies natural gas produced in Niigata, Yamagata and Akita prefectures, together with vaporised LNG received from overseas. Its 251 km Niigata to Sendai gas pipeline, completed in 1996, carries gas to city-gas utilities and large users across Tohoku. It also operates the Yufutsu field and a small LNG terminal in Hokkaido, and built the Soma LNG terminal in Shinchi, Fukushima Prefecture, which began operating in 2017. Wellheads, gas treatment plants, compressor stations and LNG facilities are the main classified areas. Some streams carry condensate or hydrogen sulphide, so the gas group and toxic gas questions need checking per site. The plant's classification drawing governs.

Sites and assets

Niigata fields
Long-established onshore gas and oil production.
Akita and Yamagata fields
Domestic production areas in the same region.
Niigata to Sendai pipeline
251 km trunk line completed in 1996.
Yufutsu, Hokkaido
Field and small-scale LNG terminal in the north.
Soma LNG terminal, Fukushima
Receiving terminal that began operation in 2017.

Typical classified areas

Wellheads and flowlines
Gas and condensate in open, often remote locations.
Gas treatment plants
Dehydration and sweetening where sour gas is present.
Compressor stations
Gas leaks around seals and pipework.
LNG tanks and vaporisers
Cryogenic liquid and vapour in coastal terminals.
Pipeline valve stations
Mostly unmanned, visited on inspection routes.
Use cases

How work is organised in a small domestic upstream business

Field operations01

Remote wellsite visits

A technician driving to a wellsite in rural Niigata or Akita may work alone, in snow or rain, with patchy mobile coverage. A handset has to hold its checklist offline, store readings and synchronise when coverage returns.

Pipeline02

Inspection routes

Valve stations on a long gas pipeline are visited on a schedule. Four-constellation GNSS puts a coordinate on the record, and the 50 MP camera photographs a gauge or a corroded support.

Terminals03

LNG terminal operations

Terminal crews work with cryogenic liquid, vaporisers and loading arms. The handset can replace a radio and a clipboard inside the classified area, subject to the scope of the certificate once issued.

Questions · JAPEX

Frequently asked questions

Is the IS-04Z1 certified for use at JAPEX sites yet?

No. The device is pre-launch, and IECEx certification is still in progress ahead of the Q4 2026 launch.

Is domestic oil and gas production significant in Japan?

No, Japan imports the large majority of its oil and gas; JAPEX's domestic fields represent a small, specialised segment of the country's overall energy supply.

Does JAPEX's small scale mean a simpler approval process?

Fleet size is smaller, but the same certification and engineering-review rigour applies regardless of the number of units involved.

Is JAPEX related to ENEOS, Idemitsu Kosan or JERA?

No, JAPEX is a separate, dedicated upstream producer distinct from Japan's downstream refiners and power generators, with its own procurement process.

Where does JAPEX produce gas in Japan?

JAPEX reports domestic gas production in Niigata, Yamagata and Akita prefectures, plus the Yufutsu field in Hokkaido. Ask the operator for its current list of producing sites.

Is a small fleet worth managing centrally?

Yes. Even a few dozen handsets benefit from an MDM console that enforces the same camera policy and app set at every wellsite, plant and terminal, and can lock a lost unit remotely.

Is sour gas a concern for a phone?

Hydrogen sulphide is a toxic hazard handled by gas detection and procedure, separate from explosion protection. An Ex marking covers ignition risk, not toxic exposure, so personal gas monitors are still carried.

What does JAPEX procurement ask of suppliers?

Ask JAPEX procurement and HSE teams directly for their supplier requirements. SAMS has not verified a specific programme and does not claim one.
