Where it works · Finland

Where it works in Finland

Finland concentrates its hazardous area work rather than spreading it. Kilpilahti at Porvoo puts a refinery, polymer plants and a chemical park behind one fence and is the largest industrial area in the Nordic countries, with its own gate procedures and its own contractor culture. The Bothnian coast holds the metals and battery chemical sites at Kokkola and, inland from Pori, the Harjavalta industrial park. Kainuu and Lapland hold the mines. Everywhere else, the mills: bioproduct and kraft plants where a chip pile, a conveyor gallery and a recovery boiler create dust and gas classifications a few minutes apart.

Operators and contractors such as Neste, Borealis Polymers and Kemira need an explosion proof mobile phone they can carry into classified areas at Kilpilahti, Porvoo, Naantali and Kokkola. The IS-04Z1 is designed for Zone 1 and Zone 21 duty there.

Built for local conditions

Built for Finnish site conditions

Two things dominate a Finnish evaluation: how the device behaves when it is genuinely cold, and whether one handset can cover both the gas side and the dust side of a mill or a chemical park. The rest follows from those.

For evaluators in Finland, the IS-04Z1 explosion proof mobile phone is designed around these points: Real winter, not a mild one; Operated with a glove on; Wood dust and process dust together; Hydrogen and renewable process chemistry; Distances inside a single site; Finnish and Swedish from the same stock.

IP ratingIP68
Battery4,000 mAh
Camera50 MP
OSAndroid 16

Real winter, not a mild one

rugged build covers low temperature and thermal shock, and IP68 sealing handles the snow and meltwater a device brings back indoors. The lower ambient limit is fixed by the certificate and is published with the datasheet, which is the number a site in Kainuu or Lapland will ask for before it asks anything else.

Operated with a glove on

On a February round nobody removes a glove to unlock a phone, and a device that requires it is left behind after the first week. Glove response, one-handed use and physical key behaviour belong at the start of a Finnish trial rather than in a specification annexe.

Wood dust and process dust together

The gas marking target is II 2 G Ex ib IIC T4 and Zone 21 dust protection belongs to the same certification programme. In a bioproduct mill or a metals park that means chip handling, conveyor galleries, dryers and the gas side of the plant can be covered by one handset instead of a device swap at every boundary.

Hydrogen and renewable process chemistry

Group IIC is the target, and IIC is the group that includes hydrogen. Finnish refining has moved a long way into renewable feedstocks and hydrogen handling, and battery chemical production brings its own solvent and gas systems, so equipment specified only to IIB dates quickly here.

Distances inside a single site

Kilpilahti and the larger mills are big enough that a round does not pass a charging point, and there is none inside a classified area in any case. The 4,000 mAh cell is sized for a full shift with the camera and a maintenance application in use.

Finnish and Swedish from the same stock

Android 16 carries Finnish and Swedish interfaces, and the manual, safe-use instructions and declaration of conformity are produced in both alongside English. A Finnish-speaking mill and a Swedish-speaking coastal site can be supplied from one pool without a documentation argument.

Approvals in Finland

Certification programme ahead of Q4 2026 launch.

ATEX is the complete product-side requirement and there is no separate Finnish Ex approval behind it. Finnish buyers do have a specific reflex, though: they ask which authority is behind a claim. Tukes is the name that settles a product question, the occupational safety authority is the one that reads the räjähdyssuojausasiakirja, and Traficom is the one that answers a radio question. A supplier who cannot say which of the three a document belongs to tends not to get a second meeting.

What your HSE and procurement teams will ask for.

On the product side Finland is unusually easy to cite, which is helpful because Finnish buyers ask for the instrument by number. ATEX 2014/34/EU was brought into Finnish law by Act 1139/2016 on the conformity of equipment and protective systems intended for use in potentially explosive atmospheres, together with Government Decree 1439/2016, which sets the essential health and safety requirements, the equipment groups and categories, the conformity assessment procedures, the technical documentation and the marking and instruction requirements. Tukes, the Finnish Safety and Chemicals Agency, supervises both. The conformity route is the European one throughout: a notified body certificate, the EU declaration of conformity and CE marking, with no additional Finnish approval, no local re-testing and no registration afterwards. Radio matters sit with Traficom, the Finnish Transport and Communications Agency, under the Radio Equipment Directive. Anyone claiming that a further Finnish step is required for a CE marked handset should be asked to name the act.

The obligations that decide the purchase belong to the employer and come from the workplace side of the ATEX regime. Government Decree 576/2003 on the prevention of danger caused to workers by explosive atmospheres requires the employer to identify where an explosive atmosphere may occur, assess the probability and duration of it and the ignition sources present, classify the areas and record all of it in the räjähdyssuojausasiakirja. That document, and the equipment selection reasoning inside it, is what the occupational safety authority reads on an inspection, and it is the reason a certificate reference and a complete marking string are worth more to a Finnish safety engineer than any amount of product description. Two further layers apply on the larger sites. Chemical plants above the threshold fall under the major hazard regime that Tukes also administers, so the same equipment file can be read for more than one purpose. And underground mine workings are assessed separately from surface installations, so a device intended for a mine has to be discussed against the workings in question rather than against a general surface certificate.

Use cases · Finland

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Finland includes: A seisokki inside the Kilpilahti fence; Recovery and chip handling at a bioproduct mill; Solvent and reagent areas in a chemical park; Terminal and jetty rounds on the coast.

Refining and polymers01

A seisokki inside the Kilpilahti fence

A planned shutdown at Porvoo puts a large contractor population inside an area that already has strict gate procedures. When crews carry a Zone 1 handset enrolled in the site console, the permit, the isolation photograph and the sign-off stay in one system, and equipment can be issued and recovered against a name rather than a paper register.

Pulp and bioproducts02

Recovery and chip handling at a bioproduct mill

A mill at Äänekoski or Kemi puts a wood dust area, a recovery boiler and a lime kiln within a short walk of each other, each classified differently. A device that covers gas and dust ends the habit of leaving one phone at a door and picking up another at the next, which is how operators end up carrying neither.

Metals and battery chemicals03

Solvent and reagent areas in a chemical park

Battery material and metals processing at Kokkola, Harjavalta and Sotkamo puts solvent extraction, reagent storage and dust handling on the same site as high temperature process areas. Photographing a condition and reaching a shift supervisor without leaving the area is what makes a round shorter and a report accurate.

Gas and terminals04

Terminal and jetty rounds on the coast

The regasification terminal at Inkoo and the fuel terminals along the coast are worked by small crews doing long outdoor rounds in weather that changes fast. Equipment has to keep a position fix and a link at the far end of a jetty and still work after an hour in driving sleet.

How to buy · Finland

How to evaluate and buy in Finland

The device has not launched, so nothing here asks for an order. The steps are arranged so that your internal approval work and our certification programme run at the same time, and so a Finnish trial happens in conditions that mean something.

  1. 01

Send the classification and the temperature

Give us the zones, the gas or dust group and the temperature class from your classification drawings, the lowest working temperature your users see and roughly how many handsets a site would carry. Enquiries reach SAMS Mobile at info@sams-mobile.com.

  2. 02

Take the datasheet and the certificate schedule

You receive the specification, the target marking string and a written status for every certification in progress, which is enough for a safety engineer to draft the equipment selection entry in the räjähdyssuojausasiakirja and for procurement to open a supplier file.

  3. 03

Trial a unit through a Finnish winter week

Evaluation units go to Finnish operators and contractors under a trial agreement. A useful trial here covers enrolment in your own management console, gloved outdoor use in the cold, a dust area, coverage at the edge of the site network and a full shift with the camera in service.

  4. 04

Agree the supply and service route

On completion of certification, supply runs through a Finnish or Nordic distribution partner, or direct where a customer prefers that, with Finnish and Swedish documentation and a stated service route. Pre-launch pricing is quoted on request against a defined quantity, configuration and support scope.

Questions · Finland

Frequently asked questions

Asking about a site in Finland?

Send your site, zone and gas group, and we will answer for your plant rather than in general.

Ask about Finland →
Is the IS-04Z1 already ATEX certified for use in Finland?

No. It is designed to ATEX 2014/34/EU for Zone 1 and Zone 21 and the certification programme is in progress, with launch planned for Q4 2026. Nothing is supplied for use in a classified area before the certificate covering that use exists. We would rather state that plainly than have a specification written on an assumption that later fails an inspection.

What does an ATEX phone cost in Finland?

There is no list price before launch, and a firm price for an uncertified hazardous area device should make any buyer cautious. Pre-launch pricing is quoted in writing against a stated quantity, configuration and support scope, so a procurement team can carry a defensible figure into a budget. Evaluation units are placed under a trial agreement rather than sold.

Which Finnish legislation applies to the device itself?

Act 1139/2016 and Government Decree 1439/2016 bring ATEX 2014/34/EU into Finnish law, and Tukes supervises both. The evidence remains European: a notified body certificate, the EU declaration of conformity and CE marking. There is no separate Finnish Ex approval, no local re-testing and nothing to register once the device is on the market.

What does our räjähdyssuojausasiakirja need from you?

The certificate reference, the equipment protection level, the complete marking string, the gas group and the temperature class, supplied in a form that can be quoted without paraphrasing. Government Decree 576/2003 makes that document the employer's responsibility, and the occupational safety authority reads it, so the equipment selection reasoning has to stand on cited evidence rather than a supplier description.

How cold can it be used in?

The certified ambient range is a certificate parameter and is published with the datasheet once the certificate is issued. It is the first specification a site in Kainuu or Lapland should ask for in writing, because a device rated for a mild European winter is a different proposition at a mine site in January. Tell us the lowest temperature your users work in and we will answer against that figure.

Will documentation be available in Finnish and Swedish?

Yes. The manual, the safe-use instructions and the declaration of conformity are produced in Finnish and Swedish alongside English, and Android 16 carries both interface languages. Sites that run in one language and report in another can be supplied from a single pool of devices.

Can it be taken into an underground mine?

That has to be answered against the specific workings rather than in general. Underground mine environments are assessed separately from surface installations, and where a methane risk exists a different equipment group applies entirely. Surface installations, concentrators, workshops and process plant at a mine are the setting this device is aimed at, and we will say clearly which certificate covers what.

How are repair and battery replacement handled?

Through a recognised facility, never on site and never in a general phone workshop, because opening an intrinsically safe device destroys the protection concept the certificate rests on. The Finnish service and battery route is defined as part of the launch programme and can be reviewed under a pre-launch agreement before it is published.
