Finland: who works there
Neste was founded in 1948 as the state petrol company and was the third largest Finnish company by revenue in 2021, with the Finnish state holding 35.91% of shares in 2022.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for the refinery and polymer plants at Kilpilahti, the metal and chemical parks on the Bothnian coast and the mill and mine sites where a winter round is measured in kilometres. This page explains what to look for in an ATEX and IECEx mobile phone for Finland, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Finland: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Finland. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
Operators and classified areas drawn from the SAMS Finland market guide.
Neste was founded in 1948 as the state petrol company and was the third largest Finnish company by revenue in 2021, with the Finnish state holding 35.91% of shares in 2022.
Neste built Finland's first refinery at Naantali in 1957 and the Porvoo refinery at Sköldvik (Kilpilahti) in 1965, so Naantali and Porvoo are the traditional centres of refining.
Finland lacks domestic fossil energy and imports substantial petroleum and natural gas, so refining, fuel terminals and gas-supply sites are mostly import-led rather than field-based.
The industrial sector accounted for 53% of total final energy consumption in 2021, well above the IEA average, so process industry sites strongly shape the demand for classified-area equipment.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Finland. A Finnish procurement or HSE reviewer at Kilpilahti or a pulp mill would expect ATEX evidence under the national implementation of the directive. IECEx documents alongside would serve contractors arriving from other countries. A dual route lets one evidence pack support both the site review and visiting turnaround crews. Certification is in progress and no certificate has been issued.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Finland is an EU member, so ATEX Directive 2014/34/EU applies to equipment placed on the market and employers zone workplaces under Directive 1999/92/EC. Operators usually also apply their own permit and device registration processes. Ask the site safety office for its current list.
Neste built refineries at Naantali in 1957 and at Porvoo, in the Kilpilahti area, in 1965. Fuel terminals and gas-supply sites serve the rest of the country. Individual site rules and current operations should be confirmed with the operator before a visit.
The IS-04Z1 is designed for industrial duty with IP68 sealing, but cold performance of any lithium battery needs testing. Ask for the datasheet's operating temperature range and trial a unit on an actual winter round. Site rules on charging and storage in safe areas still apply.
