Explosion proof mobile phone for refining, chemicals and renewables in Finland

Finland's hydrocarbon industry sits almost entirely inside the Kilpilahti industrial area at Porvoo, so an explosion proof mobile phone for Finland's refining sector is mostly a Kilpilahti question. Neste's refinery and Borealis Polymers' plants share the area, with Neste's Naantali site near Turku as the second location. This page is for the HSE, turnaround and telecoms teams who decide what is carried through those gates. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

An explosion proof mobile phone for Kilpilahti and Finnish refining

Neste's refinery is in the Kilpilahti industrial area of Porvoo, east of Helsinki, with a stated capacity of about 10 million tonnes a year, and processes crude oil along with renewable and circular raw materials into more than 100 products. Borealis Polymers' cracker and polyolefin plants stand in the same area, so one fence line encloses units with different owners, different feeds and different classification documents. Neste reported its 2024 turnaround at Porvoo as about two months, covering around 5,000 pieces of equipment. Elsewhere, Neste operates at Naantali, Gasgrid Finland connects the Inkoo floating regasification terminal to the gas network, and Yara runs fertiliser and nitrogen chemical plants at Uusikaupunki and Siilinjärvi.

What a refinery and chemical park does to a handset

The gas group decides whether a handset is allowed in at all. After that it is cold, wind and distance.

Hydrogen sets the bar

Hydrotreating, including renewable diesel production, uses hydrogen at pressure, and hydrogen is a group IIC gas. A handset specified only to group IIB would be excluded from those units. The IS-04Z1 design target is Ex ib IIC T4, so the group requirement does not narrow where it can be carried.

A temperature class chosen against the hottest surface

T4 limits the surface temperature to 135 degrees C, which suits most hydrocarbon service but still has to be compared against the lowest ignition temperature in each area. The operator's classification document is where that comparison lives.

Sea wind and a long winter

Coastal sites are damp and windy, and Kilpilahti rounds in January are carried out in gloves. A rugged build is meant for low temperature and thermal shock, IP68 handles snow and meltwater, and the lowest ambient limit will be published with the datasheet once the certificate is issued.

A park, not a plant

Neste and Borealis are separate companies with adjoining plants, so a contractor may work for both in the same week. Android Enterprise lets each employer keep devices inside its own MDM console and apply its own policy.

Distances inside one fence

A round at a site this size does not pass a charging point, and there is none inside a classified area. The 4,000 mAh battery is sized for a shift with the camera and a maintenance application in use.

Where the IS-04Z1 goes to work in Finland.

Turnaround01

The Porvoo shutdown

A turnaround of about two months across thousands of items of equipment, such as Neste's 2024 stop, puts a large contractor workforce inside the fence. Issuing handsets against a name keeps permits, isolation photographs and sign-offs in one managed system.

Operations02

Unit rounds on process plant

An operator on a unit round reads local gauges, photographs a leak or a fouled strainer, and calls the control room. That all happens inside the zone, with one handset instead of a radio and a separate camera.

Terminals03

Coastal tank farm and jetty work

A pumping station or loading area near the coast combines weather exposure with a gas classification. A position stamp on each photograph shows exactly which tank, line or arm was inspected.

Shifts, contractors and access

How work is organised, and what site teams will ask for

Refinery and cracker operations run in continuous shifts and plan large turnarounds years ahead. Neste has said it has moved to a shorter turnaround interval than the earlier five-year cycle, which means contractor peaks arrive more often. Contractors working at Kilpilahti will hold the gate passes and training their employers require, and those requirements vary by company.

As on any Finnish site, equipment is judged against the operator's explosion protection document, so the safety team will ask for the certificate reference, full marking, gas group and temperature class. We could not verify a supplier registration scheme at Neste, Borealis, Gasgrid or Yara, so ask the operator's procurement and HSE teams what they expect from equipment suppliers. None of them is a SAMS customer, and the IS-04Z1 has no certificate yet.

Questions · Refining and chemicals

Frequently asked questions

Is the IS-04Z1 certified for Kilpilahti?

No. It is pre-launch, with ATEX and IECEx certification in progress ahead of the Q4 2026 launch and no certificate issued. It should not be taken into a classified area at Porvoo or anywhere else before the certificate covering that use exists.

Why does hydrogen matter to the choice of handset?

Hydrogen sits in the most demanding gas group, IIC, because it ignites with very little energy. Hydrotreating and hydrogen systems are common in modern refining, so equipment specified to a lower group is shut out of those units. The design target here is IIC.

Does approval from one company at Kilpilahti cover the neighbouring plant?

No. Each operator keeps its own classification documents and equipment lists, so acceptance at one plant is separate from acceptance at the next, even when the fence is shared.

Does renewable fuel production change the requirements?

It adds hydrotreating and feed pretreatment, with hydrogen service, to the site. The classification still comes from the operator's assessment, and a design target of group IIC covers hydrogen.
