Explosion proof mobile phone for Sinopec sites

Sinopec runs refineries, petrochemical complexes, oil and gas fields and a very large forecourt network, so an explosion proof mobile phone in China has to suit very different sites under one name. This page is for the HSE, instrumentation and telecoms teams at Sinopec subsidiaries and their contractors, and sets out what the IS-04Z1 is designed for. The IS-04Z1 is designed around intrinsic safety rather than a flameproof enclosure.

Where an explosion proof mobile phone is needed across Sinopec in China

Sinopec's downstream is organised as named refining and chemical companies, each with its own plant, its own HSE department and its own contractor list. Zhenhai Refining and Chemical at Ningbo in Zhejiang is one of the largest refineries in China. Maoming Petrochemical in Guangdong, Yanshan Petrochemical in Beijing, Qilu Petrochemical at Zibo in Shandong, Shanghai Petrochemical and Jinling Petrochemical at Nanjing complete the picture of a mixed-vintage estate where some units date from the 1960s and others were built in the past two decades. Upstream, Sinopec produces from Shengli Oilfield in Shandong, the Tahe field in the Tarim Basin, the sour gas fields of the Sichuan Basin around Puguang, and the Fuling shale gas field in Chongqing, where press reports put annual output at around 8.6 billion cubic metres. Every one of these hosts gas in classified areas; the refineries add liquid hydrocarbon, hydrogen and, in the polymer plants, combustible dust.

Subsidiaries and sites

Zhenhai Refining and Chemical
Ningbo, Zhejiang; crude distillation, conversion and petrochemical units.
Maoming Petrochemical
Maoming, Guangdong; refining plus ethylene and polymer plants.
Yanshan Petrochemical
Fangshan, Beijing; fuels and chemicals in an urban setting.
Qilu Petrochemical
Zibo, Shandong; refinery and chemical complex.
Shengli Oilfield
Dongying, Shandong; mature onshore and shallow-water fields.
Tahe and Puguang
Tarim Basin crude, and Sichuan Basin sour gas where hydrogen sulphide is present.
Fuling shale gas
Chongqing; wellpads, gathering and compression.

Classified units and areas

Crude and vacuum distillation
Hot hydrocarbon, flange leaks and pump seals; Zone 1 and Zone 2 pockets.
Hydrocracker and hydrotreater units
High-pressure hydrogen, gas group IIC, with a wide Zone 2 envelope.
Ethylene crackers and polymer plants
Ethylene, hydrogen, and polyolefin powder at silos and extruders (Zone 21 or 22).
Tank farms and loading gantries
Floating-roof tanks, truck and rail loading, jetty connections.
Wellpads and gas plants
Zone 1 near wellheads; sweetening and acid gas units in Sichuan.
Hydrogen refuelling stations
Small, tightly classified areas inside Sinopec's retail network.
Forecourts and depots
Dispenser and filling envelopes with their own small zones.
Built for local conditions

What Sinopec's mix of sites does to a handset

A single group device standard has to work in a Beijing refinery, a Sichuan gas plant and a forecourt. These are the conditions that decide whether it does.

A turnaround workforce that outnumbers the staff

During a turnaround at a large refinery the contractor headcount can exceed the operating staff many times over. A handset enrolled in an existing MDM console can be issued to a crew, restricted to the permit and reporting apps, and wiped when the crew leaves.

Hydrogen as a process gas

Hydrogen sits in gas group IIC and ignites at very low energy. The IS-04Z1 is being certified to a Zone 1, IIC design target (II 2 G Ex ib IIC T4), which is the marking an engineer at a hydrocracker would look for.

Combustible dust in polymer plants

Polyolefin powder at silos and bagging lines is a Zone 21 or 22 matter, not a gas matter. The device's dust design target sits alongside the gas target so one handset covers both.

Large sites on foot or by bicycle

A refinery round covers real distance between units, and there is little charging in the classified area. The 4,000 mAh battery is specified for a shift.

Sour gas in Sichuan

Hydrogen sulphide is a toxic hazard handled by personal and fixed detectors. The handset does not replace them; it carries the reading, the photograph and the call.

How work is organised

Access and approvals at Sinopec subsidiaries

Sinopec is a group of operating companies, and equipment is normally approved at the level of the plant or subsidiary that owns the classified area, using group engineering standards as the reference. Plants typically schedule major shutdowns in planned campaigns, with permits, isolations and hot work managed through a permit-to-work system that a handset can support but must not bypass. We have not verified a published registration programme for handset suppliers at Sinopec and do not name one. The sensible first step is to ask the subsidiary's procurement and HSE teams which Ex certificates and supplier documents they accept, and whether supply must run through a China-registered partner. NEPSI is among the certification routes in progress ahead of the Q4 2026 launch.

Refining01

Unit rounds and permit support

An operator on a distillation unit walks a route past pump seals and heat exchangers, photographs a weeping flange and logs its position, and the maintenance planner sees both before the next shift starts.

Petrochemical02

Cracker and polymer plant turnarounds

A planned shutdown brings hundreds of contractors into a short window. Enrolled handsets carry the permit, the work pack and the daily progress report, with the camera policy set centrally by the plant.

Upstream03

Sichuan sour gas wellpads

A crew visiting a wellpad needs a navigation fix, a photograph for the integrity record and a way to call out, carried alongside the personal H2S detector rather than instead of it.

Questions · Sinopec

Frequently asked questions

Is Sinopec one procurement process or several?

In practice several. Refining, chemical, upstream and retail companies each run their own evaluation under shared group standards, so approval at one subsidiary does not automatically carry to another.

Does a forecourt need the same certification as a refinery unit?

Not necessarily. Forecourts have smaller classified envelopes, but the certificate states its exact scope and the plant's own area classification decides, so confirm site by site.

Did Sinopec's pipelines move to PipeChina?

Press reports at the time say Sinopec agreed in 2020 to transfer some pipelines and an LNG terminal to PipeChina. Check who owns and approves a specific line before planning access.

Is the IS-04Z1 certified for Sinopec sites yet?

No. It is pre-launch, certification is in progress and no approval exists at any Sinopec subsidiary. The Q4 2026 launch follows the certificates, not the other way round.

Ask about the IS-04Z1 for Sinopec, China

Tell us the site, the zone and gas group, and roughly how many handsets. The SAMS team replies by email with the datasheet and the certification schedule for China. The IS-04Z1 is pre-launch and certification is in progress, so there is no list price yet; indicative pricing is issued in writing against a stated quantity and site.
