China Energy Investment Corporation (CHN Energy) was formed in 2017 by the combination of Shenhua Group and China Guodian, bringing coal mines, railways, ports, coal chemical plants and power stations under one owner. The chain starts at the mine. Shenhua's large coal operations include the Shendong coalfield on the Shaanxi and Inner Mongolia border, the open-pit mines of the Zhunge'er area such as Heidaigou and Haerwusu in Inner Mongolia, and Baorixile in Hulunbuir. Coal then moves by rail, including the Shuohuang line to Huanghua port in Hebei, to power stations and ports. The coal chemical side includes direct and indirect liquefaction and olefins plants in Ordos, Baotou and Ningdong. The Guodian side adds a large fleet of coal-fired, gas and renewable power stations. Each stage has a different hazard. Surface coal handling, crushing, conveyors, transfer towers and bunkers are combustible dust areas, Zone 21 or Zone 22 in the engineer's terms. Pulverised coal mills and boiler fuel systems add explosion risk. Coal chemical plants bring hydrogen, synthesis gas and methanol, which are gas matters, and generators are cooled with hydrogen. Underground coal faces are a separate regime: they are mining equipment, Group I, with their own safety mark, and the IS-04Z1 design target is Zone 1 and Zone 21, Group II.
Dust is the constant. Everything else follows from where the site is and how large it is.
Coal dust layers on surfaces insulate heat and can ignite or be thrown into a cloud. Surface temperature class matters as much as protection concept, and the T-class on the certificate is what the dust engineer checks against the site classification.

Inner Mongolia and Shaanxi have severe winters and strong wind. Cold shortens battery life, and the certificate will state the temperature range, so check it against your coldest shift.
Mining and power engineering teams may still apply different specification habits. A single design target that covers both Zone 21 dust and Zone 1 gas lets one handset serve either, once certified.
A power station outage or a coal chemical turnaround brings contractors in numbers. Enrolling handsets in an existing MDM console lets the plant restrict applications and the camera by crew.
Mines run continuously on shift patterns, with maintenance planned into scheduled stoppages. Power stations plan outages around grid demand, and coal chemical plants run long campaigns between turnarounds. Because the group combines mining and power, equipment questions can come from different engineering teams, and the right first question is which business unit owns the classified area. We have not verified a published supplier-registration programme at China Energy and do not name one. Ask the business unit's procurement and HSE teams which Ex certificates they accept, whether mining-specific marks apply to the area in question, and whether supply must run through a China-registered partner. NEPSI is among the certification routes in progress ahead of the Q4 2026 launch.
