TOPS lists a 970-metre wharf, workshops and storage for hazardous materials at Loyang, with hot works and afloat repairs among its services.
Seatrium's work for offshore customers spans oil and gas newbuilds and conversions, renewables and new energies, specialised shipbuilding, and repairs and upgrades. Equipment repair, vessel mobilisation and conversion work create hazardous areas. If you are specifying a rugged mobile phone for Singapore offshore support sector, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Singapore offshore support sector: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.
| Check | What to look for | IS-04Z1 today |
|---|---|---|
| Ingress protection | IP65 to IP68 sealing | IP68 design |
| Drop and shock | A stated drop height onto concrete | Specification on request |
| Explosion protection | A separate certificate and marking | In progress; not issued |
| Where it applies | Singapore offshore support sector: Rig and floating-unit conversion, Offshore equipment repair workshops, Vessel mobilisation quays | Classified by the site operator |

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Singapore Offshore Operations. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

A government speech in 2013 described a S$300 million upgrade of Loyang Offshore Supply Base, supporting repair of specialised offshore equipment and mobilisation of offshore vessels.
Toll Offshore Petroleum Services redeveloped its Loyang base in 2008 with an investment of about 325 million dollars, creating a dedicated offshore supply facility in eastern Singapore.
Equatorial heat and heavy showers affect open decks and yards throughout the year, so offshore equipment is prepared and tested in hot, humid conditions.
Keppel Shipyard secured an FPSO conversion contract worth 89 million dollars in 2015, covering repair, upgrade and modification, an example of the conversion work done in Singapore.
Two of the world's largest FPSOs, P-80 and P-82, were christened at Seatrium's Tuas Boulevard Yard, each able to produce 225,000 barrels of oil a day, with an industry-first dual sailaway.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Singapore offshore support sector. Loyang, the yards and the quays are tropical, humid and open to sea air, and conversion work is dusty and wet. IP68 sealing is designed in for the IS-04Z1 and suits that wear. It is a dust and water rating only, not explosion protection, which depends on certification that is in progress.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.
Likely candidates are rig and floating-unit conversion, offshore equipment repair workshops, vessel mobilisation quays, hazardous materials storage. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
As process systems, tanks and flare or vent systems are installed and commissioned, parts of the hull become classified areas, with zones growing as hydrocarbons are introduced. Before commissioning, rules are mostly about hot work and gas freeing. Ask the project HSE team where zones apply.
Common locations are the Loyang Offshore Supply Base in the east, where equipment is stored and shipped, and Seatrium's yards in the west, where rigs and FPSOs are built or converted. Each site sets its own access and permit rules.
Activity depends on the timing of rig and FPSO projects, so fleet size can change quickly. A managed device pool helps, but SAMS has no stock or lead times to quote because the IS-04Z1 is pre-launch. Plan any pilot well ahead of a project's peak.
