Business base
Many industrial buyers and distributors keep offices in the city, while the plants are in other municipalities.
Replan started operating in 1972 on about 9.1 km2, with capacity of 66,000 m3/d, and makes gasoline, diesel, LPG, aviation kerosene, asphalt, petrochemical naphtha and propane. The city itself is not a refinery site, but the state hosts four Petrobras refineries: Replan at Paulinia (415,000 barrels a day), Revap, RPBC at Cubatao and Recap at Capuava. This page explains what to look for in a rugged mobile phone for Sao Paulo state, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Sao Paulo state: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.
| Check | What to look for | IS-04Z1 today |
|---|---|---|
| Ingress protection | IP65 to IP68 sealing | IP68 design |
| Drop and shock | A stated drop height onto concrete | Specification on request |
| Explosion protection | A separate certificate and marking | In progress; not issued |
| Where it applies | Sao Paulo state: Refinery process units, Tank farms, Pipeline terminals | Classified by the site operator |

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in São Paulo. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Replan alone accounts for about 20 per cent of Brazil's refining; Revap is 252,000, RPBC 170,000 and Recap 53,000 barrels a day.
Replan at Paulinia, in Sao Paulo state, is Petrobras' largest refinery at 434,000 b/d, and the 2024-28 plan includes new units and upgrades there.
Petrobras plans revamps at the Presidente Bernardes refinery and Replan, an aviation bio-kerosene plant at RPBC and a combustion boiler at the Capuava refinery, all in Sao Paulo state.
Sao Paulo is Latin America's largest urban economy, representing around 10 percent of Brazil's GDP, and is home to the B3 stock exchange, so many contractors and procurement teams are based there.
São Paulo has a humid subtropical climate, and heavy storms can bring more than 140 mm of rain in 24 hours, so outdoor and plant-yard work needs weather protection for portable equipment.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Sao Paulo state. Plants in the state are inland and coastal, with outdoor process areas exposed to rain, heat and dust. IP68 gives strong ingress protection for such conditions. It is not an explosion-protection rating, and the Ex marking remains the operator's focus.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.
Likely candidates are refinery process units, tank farms, pipeline terminals, fuel storage and loading. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Imports usually clear through Santos and travel by highway, but customs and radio approval can add time, so allow a margin. Confirm clearance steps with a local agent early in the project.
Typically a gate induction, a permit system and equipment checks at one of Brazil's largest refineries. Confirm with the contractor which zones you will enter and whether your devices need Ex certification and local radio approval.
Not by assumption. Each plant has its own classification and procedures, and purchasing is usually through registered-supplier processes. Ask each operator for its Ex equipment policy and obtain the area classification for the specific unit before ordering.
