Crude slate
The refinery processes low-sulphur Bombay High and Nigerian crudes and high-sulphur Middle East crude, and supplies BS VI fuels to the Delhi NCR region.
Mathura in Uttar Pradesh is home to Indian Oil's inland refinery, commissioned on 19 January 1982 and now processing 8 million tonnes of crude a year. Mathura city is 162 kilometres south-east of Delhi and about 15 kilometres from Vrindavan, on the Yamuna river. Distribution partners for Mathura, Uttar Pradesh are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Mathura, Uttar Pradesh has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Mathura India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The companies on site and the hazardous-area types a handset is likely to meet there.
The refinery processes low-sulphur Bombay High and Nigerian crudes and high-sulphur Middle East crude, and supplies BS VI fuels to the Delhi NCR region.
The refinery is about 50 km from the Taj Mahal in Agra and lies in the Delhi-Agra corridor, so road logistics are straightforward. Summers are generally hot and dusty.
Mathura has a hot semi-arid climate, which means very hot summers and relatively low rainfall.
The refinery received the Best of All Rajiv Gandhi National Quality Award in 1998, and a corporate postal stamp was issued for its environmental contribution.
Mathura Refinery, Indian Oil's sixth refinery, was commissioned on 19 January 1982 after construction began in October 1972, so its older units are over 40 years old.
The refinery processes low-sulphur Bombay High crude, imported Nigerian low-sulphur crude and high-sulphur Middle Eastern crude, so process conditions vary between crude types.
Intrinsic safety limits the electrical and thermal energy in a circuit so that neither a spark nor a hot surface can ignite a gas or dust atmosphere, even when a fault occurs. The ib level, used for Zone 1, tolerates one fault. It is the usual way to make a handheld device that a worker carries continuously through a hazardous area.
The IS-04Z1 is designed on this principle for Zone 1 and Zone 21 (marking target II 2 G Ex ib IIC T4). Intrinsic safety is a design basis, not a certificate: certification is in progress and none has been issued yet.
In Mathura, Uttar Pradesh. Rounds at product loading gantries, tank farms and pipeline pumping stations are routine and frequent, and truck movements add pressure to log quickly. An intrinsically safe handheld supports that work. The IS-04Z1 is designed for it, though certification is still in progress.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Mathura, Uttar Pradesh yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
The circuits are designed to limit energy so a spark or hot surface cannot ignite a gas or dust atmosphere, even with one fault (level ib, Zone 1). Certification of that design is in progress.
Likely candidates are refinery process units, crude and product tank farms, product loading gantries, pipeline pumping stations. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Mathura, Uttar Pradesh.
Mathura is 162 kilometres south-east of Delhi, so most visitors fly into Delhi and continue by road or rail. Agree gate access, security passes and induction times with the operator well before travelling.
The refinery was commissioned in 1982 and expanded in 1989, so units of different ages may have different layouts and classifications. Ask the operator for the current classification of each unit you visit.
It removes jetty and ship-loading areas, but process units, tank farms, loading gantries and pipeline pumping stations remain classified. Check the classification of each area you work in. Confirm with the operator which of these areas allow handheld devices.
