The refinery is about 50 km from the Taj Mahal in Agra and lies in the Delhi-Agra corridor, so road logistics are straightforward. Summers are generally hot and dusty.
The refinery processes low-sulphur Bombay High crude, imported Nigerian low-sulphur crude and high-sulphur Middle Eastern crude, so process conditions vary between crude types. Process units and product storage define its Zone 1 areas. An explosion proof mobile phone distributor in Mathura, Uttar Pradesh would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Mathura, Uttar Pradesh has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Mathura India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
The refinery is about 50 km from the Taj Mahal in Agra and lies in the Delhi-Agra corridor, so road logistics are straightforward. Summers are generally hot and dusty.
Mathura is inland and is supplied with crude through the Salaya-Mathura pipeline, a 2,663 km line from the Gujarat coast, so there is no marine terminal.
Mathura has a hot semi-arid climate, which means very hot summers and relatively low rainfall.
The refinery received the Best of All Rajiv Gandhi National Quality Award in 1998, and a corporate postal stamp was issued for its environmental contribution.
Mathura Refinery, Indian Oil's sixth refinery, was commissioned on 19 January 1982 after construction began in October 1972, so its older units are over 40 years old.
Mathura city is 162 kilometres south-east of Delhi and about 15 kilometres from Vrindavan, on the Yamuna river.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Mathura, Uttar Pradesh. At an inland refinery with tank farms, loading gantries and pipeline pumping stations, explosion-proof is shorthand. Fixed equipment may be flameproof Ex d, while a handheld on gantry and tank rounds relies on intrinsic safety. There is no marine terminal, so the concerns centre on process and product handling.
A distributor for Mathura, Uttar Pradesh would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are refinery process units, crude and product tank farms, product loading gantries, pipeline pumping stations. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Mathura, Uttar Pradesh.
Mathura is 162 kilometres south-east of Delhi, so most visitors fly into Delhi and continue by road or rail. Agree gate access, security passes and induction times with the operator well before travelling.
The refinery was commissioned in 1982 and expanded in 1989, so units of different ages may have different layouts and classifications. Ask the operator for the current classification of each unit you visit.
It removes jetty and ship-loading areas, but process units, tank farms, loading gantries and pipeline pumping stations remain classified. Check the classification of each area you work in. Confirm with the operator which of these areas allow handheld devices.
