Crude slate
The refinery processes low-sulphur Bombay High and Nigerian crudes and high-sulphur Middle East crude, and supplies BS VI fuels to the Delhi NCR region.
Mathura in Uttar Pradesh is home to Indian Oil's inland refinery, commissioned on 19 January 1982 and now processing 8 million tonnes of crude a year. The refinery began producing BS VI standard fuels for Delhi NCR ahead of the April 2020 mandate, showing continuing upgrade work. If you are specifying a hazardous area mobile phone for Mathura, Uttar Pradesh, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026

The refinery processes low-sulphur Bombay High and Nigerian crudes and high-sulphur Middle East crude, and supplies BS VI fuels to the Delhi NCR region.
The refinery is about 50 km from the Taj Mahal in Agra and lies in the Delhi-Agra corridor, so road logistics are straightforward. Summers are generally hot and dusty.
Crude arrives through the Salaya-Mathura pipeline, which also supplies the Panipat and Baroda refineries, so feedstock supply is a shared pipeline network.
It was designed for 6.0 million tonnes a year, expanded to 7.5 million tonnes in 1989 and now processes about 8.0 million tonnes annually.
The refinery is located about 50 kilometres from the Taj Mahal, in the Agra-Mathura part of Uttar Pradesh.
Mathura has a hot semi-arid climate, which means very hot summers and relatively low rainfall.
A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.
No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.
In Mathura, Uttar Pradesh. Mathura's hazardous areas include refinery process units, crude and product tank farms, product loading gantries and pipeline pumping stations. Indian Oil, the operator, classifies its own areas. PESO is the national regulator, and SAMS has no role in classifying or approving any area.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.
Likely candidates are refinery process units, crude and product tank farms, product loading gantries, pipeline pumping stations. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Mathura has a hot semi-arid climate with very hot summers, so check the device's maximum operating and charging temperature on the datasheet and avoid leaving it in direct sun or vehicles.
Process units, tank farms, pump areas and loading gantries have classified areas for flammable gas and vapour. The operator defines these and specifies approved equipment, so request the area classification before entering.
Heat can shorten battery life and dust can work into ports and seals. A sealed IP68 housing helps with dust. Keep devices out of direct sun between uses, and ask the operator about charging and storage arrangements for portable equipment during the hot months.
