Nigeria: rules and approvals
NCC type approval standards are based on international work from IEC and CISPR, CENELEC and ETSI, and the commission publishes lists of approved handsets and approved equipment.
A Zone 1 / Zone 21 smartphone for crews on Niger Delta flow stations, deepwater FPSOs, export terminals and the refining complexes at Lekki and Eleme. This page sets out how an industrial smartphone supply route to Nigeria will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An industrial smartphone for Nigeria cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Nigeria. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

An expansion announced in October 2025 would lift the Dangote refinery to 1.4 million barrels a day, with completion estimated for 2029.
The Nigerian Communications Commission enforces type approval under the Nigerian Communications Act 2003, and mobile phones and wireless adapters must conform to applicable standards before being brought into Nigeria.
The Niger Delta was once called the Oil Rivers because it was a major producer of palm oil, and it is now a petroleum-rich region with a very dense population.
“Industrial” describes a phone built for plant conditions: sealed, drop-resistant and manageable at fleet scale through Android Enterprise. It does not by itself mean the phone may enter a classified area. Only a device with a valid explosion-protection certificate and marking may do that.
The IS-04Z1 is designed to be both an industrial Android phone (IP68, 4,000 mAh battery, 50 MP camera, Android 16 with EMM and MDM support) and an intrinsically safe one. Its explosion-protection certificates are in progress and have not been issued.
In Nigeria. Handsets move between contractors such as Oilserv, Nestoil and Dorman Long, and operators change their service providers. Android 16 with EMM and MDM gives a fleet owner control over a device that crosses organisational lines, with removal at the end of a job. Flow stations and jetties have no safe socket, so battery planning matters.
Nothing can be bought for Nigeria today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.
The technical specification, marking target and conditions of use, sent by email.
Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Yes by design: IP68 sealing, a 4,000 mAh battery, a 50 MP camera and Android 16 with EMM and MDM support. The explosion-protection certificates are separate and still in progress.
The market guide for Nigeria covers Port Harcourt, Rivers State, Warri and Escravos, Bonny Island, Lekki Free Zone, Lagos, among others. Site-level pages are linked below.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
The Nigerian Communications Commission requires type approval for telecom equipment, including customer devices such as mobile phones, and publishes approved handset and equipment lists. Approval is based on international standards. Confirm the current application route and fees with the NCC or an authorised agent before importing.
Typically in the Niger Delta's onshore and shallow-water oil and gas facilities, flow stations and terminals, and in refineries and LNG and fertiliser plants in the south, including the Lekki refinery near Lagos. Each operator issues its own area classification, so request it before choosing equipment.
Coverage depends on carrier and site, not on the handset. The IS-04Z1 is designed to connect over cellular and plant Wi-Fi, but remote Delta locations and offshore units may have weak signal. Confirm with the operator what network will be available at each site before relying on it.
