Aster
Aster describes the Pulau Bukom refinery as operating at 237,000 barrels per day.
Pulau Bukom has been home to Singapore's first oil refinery since 1961, and Aster's Bukom complex continues to refine crude alongside ethylene production. Process units, tank farms and jetties create Zone 1 and Zone 2 areas. Distribution partners for Singapore refineries are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Singapore refineries has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Singapore Refinery. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
Aster describes the Pulau Bukom refinery as operating at 237,000 barrels per day.
ExxonMobil states it owns and operates a 592,000-barrel-per-day refinery integrated with its chemical plant, with three cogeneration facilities producing around 440 MW.
Jurong Rock Caverns store crude oil, condensate, naphtha and gasoil underground nearby, supporting feedstock flexibility for refiners on Jurong Island.
Visitors surrender contraband such as matches and lighters, declare cameras, computers and laptops, wear a security pass at all times and stay with their sponsor inside the refinery.
Staff and visitors reach Jurong Island by bus from Lakeside MRT or Jurong East, with some employers running private shuttles from the checkpoint to their premises.
Singapore Refining Company operates a Jurong Island refinery capable of processing 290,000 barrels of crude oil a day, supplying fuel products and chemical feedstocks to domestic and export markets.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Singapore refineries. At a refinery, explosion-proof is a casual label. Flameproof Ex d protects fixed motors and junction boxes, while a handheld phone in process areas relies on intrinsic safety. The IS-04Z1 is designed on the intrinsic-safety concept. Certification is in progress, and each refinery's equipment rules still decide use.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Singapore refineries. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are refinery process units, crude and product storage, jetties, utility and cogeneration areas. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Singapore refineries.
One refinery on Jurong Island publishes a ban on mobile phones and other electrical or electronic equipment in its process plant and classified hazardous areas. Devices certified for the zone may be allowed only with prior approval, so ask your sponsor before the visit.
Typically a visitor pass at the island checkpoint, a plant security pass, an indemnity form, security screening, declaration of electronic equipment and an escort by a named sponsor for the whole visit. Allow extra time at the gate and arrive with approved paperwork.
Hydrogen is a Group IIC gas, so any unit handling it can call for IIC equipment, whereas many fuels fall in IIA or IIB. The IS-04Z1 target marking includes IIC but is not yet issued. Ask the refinery which units hold hydrogen.
